The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Dec. 18

• A 22 year-old Middletown man was arrested at 1:50 p.m. and charged with larceny in the sixth degree following a shoplifting incident at Clinton Crossing Premium Outlets.

Thursday, Dec. 19

• A 55 year-old woman of Liberty Place was arrested at 2 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway.

• A 39 year-old woman of Oyster Point Road was arrested at 10:27 p.m. and charged with larceny in the sixth degree.

• A 39 year-old New Haven woman was issued a misdemeanor summons at 1:16 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, and improper use of marker plate following a motor vehicle stop on Killingworth Turnpike.

Saturday, Dec. 21

• A 40 year-old man of Cow Hill Road was arrested at 3 a.m. and charged with criminal trespass in the first degree, criminal mischief in the fourth degree, disorderly conduct, and assault in the second degree on a person age 60 or older or who is pregnant or handicapped.

• A 61 year-old Westbrook woman was arrested at 10:13 a.m. and charged with criminal trespass in the first degree following an incident at Stop & Shop.

Sunday, Dec. 22

No arrests were made.

• A 44 year-old Bridgeport man was issued a misdemeanor summons at 10:56 a.m. for operating a motor vehicle without insurance, improper use of marker plate, and operating an unregistered motor vehicle following a motor vehicle stop on Killingworth Turnpike.

• A 28 year-old New Haven woman was issued a misdemeanor summons at 7:29 p.m. for operating a motor vehicle while under license or registration suspension and having an improper number of headlamps following a motor vehicle stop on Killingworth Turnpike.

Monday, Dec. 23

• A 54 year-old man of Cedar Road was arrested at 7:15 p.m. and charged with disorderly conduct under the Domestic Violence Act.

• A 48 year-old Guilford man was issued a misdemeanor summons at 12:28 p.m. for operating a motor vehicle without insurance and failure to obey a stop sign following a motor vehicle stop on Glenwood Road.

Tuesday, Dec. 24

• A 48 year-old woman of Bedford Hills, New York was arrested at 10:47 a.m. and charged with larceny in the sixth degree.

• A 43 year-old East Hartford man was arrested at 2:31 p.m. and charged with larceny in the sixth degree and illegal possession of a shoplifting device following a shop lifting incident at Clinton Crossing Premium Outlets.

• A 50 year-old woman of Brush Hill Road was arrested at 3 p.m. and charged with criminal mischief in the second degree and disorderly conduct.

Wednesday, Dec. 25

• An 18 year-old Windham woman was arrested at 12:28 p.m. and charged with possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis following an investigation in front of 113 Ironworks Road.

• A 29 year-old woman of High Street was arrested at 9:30 p.m. and charged with possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis following an investigation in front of 61 West Main Street.

Thursday, Dec. 26 to Friday, Dec. 27

Saturday, Dec. 28

• A 60 year-old man of Horse Hill Road was arrested at 4 p.m. and charged with illegal possession of weapons in a motor vehicle.

• A 39 year-old man of Old Westbury, New York was arrested at 5 p.m. and charged with identity theft in the first degree, two counts of identity theft in the third degree, criminal impersonation, four counts of forgery in the second degree, criminal attempt to commit larceny in the second degree, and interfering with an officer/resisting arrest.

• A 39 year-old Stratford man was issued a misdemeanor summons at 2:28 p.m. for improper use of marker plate or registration and failure to have readable license plates following a motor vehicle stop on Killingworth Turnpike.

• A 48 year-old man of Damien Road was issued a misdemeanor summons at 12:48 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle.

• A 20 year-old Waterford man was issued a misdemeanor summons at 1:46 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, and failure to have readable license plates.

• A 26 year-old Glenwood Road was issued a misdemeanor summons at 10:03 p.m. for operating a motor vehicle without insurance, failure to renew registration, improper use of marker plate, and failure to maintain the proper lane of a multiple-lane highway.

Monday, Dec. 30

• A 35 year-old woman of West Main Street was arrested at 7:19 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs.

Tuesday, Dec. 31

• A 25 year-old man of Post Office Square was arrested at 6:52 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple-lane highway, and operating a motor vehicle without a driver’s license following a motor vehicle stop on the 100 block of East Main Street.

• A 27 year-old Westbrook man was issued a misdemeanor summons at 4:02 p.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, possession of less than one-half ounce of cannabis, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis following a motor vehicle stop on East Main Street at Commerce Street.

• A 64 year-old Haddam man was issued a misdemeanor summons at 1:11 p.m. for operating a motor vehicle while under license and registration suspension, operating an unregistered motor vehicle, and improper use of marker plate following a motor vehicle stop in front of 71 Killingworth Turnpike.

Saturday, Jan. 4

• A 25 year-old woman of Greyledge Road was arrested at 8:46 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs following a motor vehicle stop in front of 108 West Main Street.

• A 20 year-old South Windsor man was issued a misdemeanor summons at 1 a.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Commerce Street at Grove Street.

Tuesday, Jan. 7

• A 61 year-old Westbrook woman was arrested at 10:30 a.m. and charged with criminal trespass in the first degree and larceny in the sixth degree.

• A 58 year-old Chester man was arrested at 11:50 a.m. and charged with burglary in the third degree and larceny in the fifth degree following an investigation on the 100 block of East Main Street.

Wednesday, Jan. 8 to Thursday, Jan. 9

Friday, Jan. 10

• An 18 year-old woman of Albany, New York was arrested at 9:15 p.m. and charged with larceny in the fourth degree, conspiracy to commit larceny in the fourth degree, illegal possession of a shoplifting device, interfering with an officer/resisting arrest, and possession of greater than one-half ounce of cannabis following an investigation into a shoplifting incident at Clinton Crossing Outlets, 20 Killingworth Turnpike. Three jackets were shoplifted from Saks 5th Avenue.

• Threatening was investigated on High Street at 2:04 p.m. An ex-girlfriend was threatening the male complainant. He was seeking a restraining order against the woman.

Wednesday, Dec. 18

• A 52 year-old Durham man was arrested at 11:10 a.m. and charged with breach of peace in the second degree and threatening in the second degree. The accused walked up to the vehicle a woman was driving and displayed a hammer. The woman felt threatened and called police. The accused admitted to making the threatening display. No reason for his behavior was given.

Friday, Dec. 20

• A 56 year-old Durham man was arrested at 11:15 a.m. and charged with three counts of failure to appear in the second degree on an outstanding warrant.

Saturday, Dec. 21

• A 29 year-old Clinton woman and a 38 year-old Higganum man were arrested at 6:41 a.m. Each party was charged with disorderly conduct and assault in the third degree under the Domestic Violence Act.

• A 27 year-old Hartford woman was arrested at 4:17 p.m. and charged with larceny in the sixth degree following a shop lifting incident at the Old Navy Store located in the mall located at Flat Rock Place. Clothing from the store that she did not pay for was found on her person.

Monday, Dec. 23

• A 20 year-old Old Lyme man was arrested at 1:11 a.m. and charged with disorderly conduct, assault in the third degree, burglary in the second degree, larceny in the sixth degree, interfering with an officer (resisting arrest), and possession of greater than one-half ounce of cannabis.

• A 45 year-old man of Cold Spring Drive was issued a citation at 4:10 p.m. for failure to maintain the reasonable distance apart. He was operating a 2014 Honda Accord LX northbound on Boston Post Road approaching the intersection of Hammock Road North when he struck the rear of a 2018 Honda CRV Ex operated by a 55 year-old Old Saybrook woman.

Wednesday, Dec. 25

• A 20 year-old Old Lyme man was arrested on a warrant charging him with disorderly conduct. He was processed on a $10,000 surety bond. An altercation occurred between a local woman and the accused, whom she had just met. She was stopped at a red light and saw a white male in his 20s waving his arms in the middle of the road. She rolled down her window and he walked up to her car. He asked her if she knew where East Lyme was. He told her that his girlfriend abandoned him and asked if he could get a ride back to East Lyme and that he would give her $50 to take him. The complainant felt sorry for him and agreed to drive him. He gave her the $50 and got in the back seat. She drove him to Pine Grove in Niantic while he made a few phone calls but was not able to get hold of anyone. He then asked her to take him to his cousin’s place at Flat Rock Hill Road in Old Lyme. They stopped at the intersection of Flat Rock Hill Road and Hatchetts Hill Road in Old Lyme and he asked her for the money back. She said no and after an argument she told him to get out of the vehicle. He opened the back door and exited the vehicle then reached back in and struck her head by reaching between the headrest and the frame of the vehicle. He then ran into the woods. The woman drove to Waterford police who then contacted Troop F in Westbrook to inform them that they had just released the accused from custody. Troopers located the accused and transported him to the Corrigan Correctional Facility.

• A 20 year-old Essex man was issued a warning at 7:47 p.m. for failure to maintain a reasonable distance apart. He was operating a 2008 BMW 328 eastbound on Route 153 (Essex Road) when he struck the rear of a 2015 Toyota Sienna operated by a 32 year-old woman of Gardens, Florida who had slowed to make a right turn onto Brittney Lane. No one was injured in the crash.

Sunday, Dec. 29

• A 34 year-old Durham man was arrested at 10:47 a.m. and charged with criminal trespass in the first degree. He was processed and released on a $1,500 non-surety bond.

• A 19 year-old Haddam man was arrested at 2:49 p.m. and charged with breach of peace in the second degree.

Monday, Dec. 30

No arrests were made.

Tuesday, Dec. 31

• A 39 year-old man of Mueller Drive was arrested at 9:23 p.m. on a warrant charging him with failure to appear in the second degree. He was processed and released after posting a $2,500 surety bond.

• A 46 year-old Waterford man was issued a misdemeanor summons at 11:50 a.m. for operating a motor vehicle while under license or registration suspension.

Wednesday, Jan. 1 to Thursday, Jan. 2

No arrests were made.

Friday, Jan. 3

• A 58 year-old Haddam man was arrested at 1:12 p.m. and charged with operating a drug factory (the accused had been arrested for this offense before), sale of a narcotic substance, and failure to keep a narcotic in its original container on warrant stemming from an ongoing investigation pertaining to the illegal sale of narcotics throughout 2018 and 2019. The Clinton Police Department assisted with this investigation because of an untimely death of a 62 year-old man who had purchased narcotics including Fentanyl from the accused. The accused was processed and held on a $750,000 surety bond.

• A 43 year-old Higganum man was arrested at 5:15 p.m. and charged with breach of peace in the second degree. The accused smacked a phone out of a young man’s hand and then threw the young man to the ground. The accused was processed and released on a $2,500 non-surety bond and issued a Jan. 17 court date in Middletown Superior Court.

Saturday, Jan. 4 to Monday, Jan. 6

Tuesday, Jan. 7

• A 24 year-old West Haven man was arrested at 4:33 p.m. and charged with possession of greater than one-half ounce and possession of a controlled substance. Following a motor vehicle stop the accused was found in possession of Xanax that had not been prescribed to him and several vape cartridges that contained THC. He was processed on a $2,500 non-surety bond.

Friday, Jan. 10

• A 43 year-old Durham woman was arrested at 10:34 a.m. and charged with breach of peace in the second degree and assault in the third degree following an investigation into a disturbance.

Old Saybrook

Wednesday, Dec. 18

• A 39 year-old Clinton man was arrested at 10:09 a.m. and charged with harassment in the second degree, breach of peace in the second degree, and stalking in the second degree under the domestic violence act.

• A 27 year-old Middletown man was issued a misdemeanor summons at 10:17 a.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, operating a motor vehicle without a driver’s license, misuse of marker plate, and improper display of marker plates following a motor vehicle stop on Boston Post Road at Spencer Plains Road.

Thursday, Dec. 19

• A 22 year-old Westbrook woman was arrested at 7:54 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, having an obstructed view through the windshield, possession of less than one-half ounce of cannabis, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A 49 year-old man of Boston Post Road was issued a misdemeanor summons at 6:10 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain the proper lane of a multiple-lane highway following a motor vehicle stop on Boston Post Road at Ledge Road.

Saturday, Dec. 21

• A 26 year-old Taftville man was arrested at 2:40 a.m. and charged with possession of narcotics, possession of less an one-half ounce of cannabis, and traveling unreasonably fast following a motor vehicle stop on Boston Post Road.

Sunday, Dec. 22

• A 54 year-old Westbrook man was arrested at 11:38 a.m. and charged him with risk of injury to a minor on a warrant held by the Old Saybrook Police Department. He was processed and held on a $20,000 surety bond he could not post.

Monday, Dec. 23

• A 50 year-old Norwich man was man was arrested at 9:34 a.m. and charged with breach of peace in the second degree, criminal impersonation, and possession of less than one-half ounce of cannabis. He was processed and held on a combined $757,500 surety bond he could not post and present in Middletown Superior Court on the following day.

• A 32 year-old woman of Boston Post Road was arrested at 2:07 a.m. and charged with assault in the third degree and disorderly conduct. She was processed on a $1,500 surety bond.

• An 18 year-old man of Sherwood Terrace was arrested at 1:27 a.m. and charged with possession of a controlled substance.

• A 26 year-old man of Bronx, New York was arrested at 8:23 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and possession of less than one-half ounce of cannabis following a motor vehicle stop on Ingham Hill Road at Elm Street. In the same incident a 22 year-old woman of Bronx, New York was issued a citation for possession of less than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A 20 year-old woman of Flushing, New York was arrested at 11:08 p.m. and charged with forgery in the third degree following an investigation on Ingham Hill Road at Elm Street.

Saturday, Dec. 28

• A 42 year-old Norwich woman was arrested at 12:51 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, possession of greater than one-half ounce of cannabis, and two counts of possession of a controlled substance following a motor vehicle stop on Boston Post Road.

• A 24 year-old Clinton man was arrested at 7:13 a.m. and charged with two counts of possession of a controlled substance and possession of drug paraphernalia.

• A 31 year-old man of Boston Post Road was arrested at 7:53 a.m. and charged with disorderly conduct and assault in the third degree following an incident on Boston Post Road.

Sunday, Dec. 29

• A 25 year-old Naugatuck man was arrested at 8:51 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to signal a turn.

• A 68 year-old New London man was arrested at 12:55 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway.

• A 19 year-old Willimantic man was arrested at 2:05 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway.

• A 29 year-old Old Lyme man was arrested at 2:34 a.m. and charged with possession of a controlled substance, interfering with an officer/resisting arrest, failure to obey the signal of an officer, and operating an unregistered motor vehicle following a motor vehicle stop on Elm Street at Ingham Hill Road.

• A 19 year-old man of Seacrest Road was arrested at 2:54 a.m. and charged with possession of a controlled substance following a motor vehicle stop on Boston Post Road.

• A 25 year-old East Haddam man was arrested at 3 a.m. and charged with two counts of possession of a controlled substance following a motor vehicle stop on Boston Post Road.

• A 24 year-old man of Mill Rock East was arrested at 4:24 p.m. and charged with possession of a controlled substance with intent to sell, two counts of possession of a controlled substance, and possession of less than one-half ounce of cannabis (second time charged with this offense).

• A 51 year-old Essex man was issued a misdemeanor summons at 1:37 p.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Boston Post Road at Elm Street.

Monday, Dec. 30

• A 19 year-old man of Middlesex Turnpike was arrested at

7:54 p.m. and charged with having weapons in a motor vehicle, possession of less than one-half ounce of cannabis, and speeding.

• A 50 year-old woman of Obed Heights Road was arrested at 8:01 p.m. and charged with disorderly conduct and violation of a protective order under the Domestic Violence Act.

Tuesday, Dec. 31

• A 23 year-old woman of Ford Drive was arrested at 7:02 p.m. and charged with assault in the third degree.

Thursday, Jan. 2

• A 28 year-old man of Sheffield Street was arrested at 2:45 p.m. and charged with breach of peace in the second degree. He was processed on a $1,000 surety bond.

• A 40 year-old Plainfield man was issued a misdemeanor summons at 9:14 p.m. for operating a motor vehicle while under license or registration suspension, failure to maintain a reasonable distance apart, and possession of less than one-half ounce of cannabis.

• A 28 year-old East Lyme man was arrested at 11:02 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, engaging an officer in pursuit, reckless driving, and traveling unreasonably fast. He was processed and held on a $50,000 surety bond he could not post.

Friday, Jan. 3

• A 21 year-old man of Middlesex Turnpike was arrested at 12:58 a.m. and charged with possession of a controlled substance and having an obstructed view through the windshield.

• A 55 year-old Ivoryton woman was arrested at 2:45 a.m. and charged with possession of a controlled substance, possession of less than one-half ounce of cannabis, use or possession of drug paraphernalia containing less than one-half ounce of cannabis, and failure to obey a traffic control signal.

Saturday, Jan. 4

• A 51 year-old New Britain man was arrested at 6:32 p.m. and charged with criminal trespass in the first degree. He was processed and held on a $10,000 surety bond he could not post.

Sunday, Jan. 5

• A 55 year-old man of Watrous Point Road was arrested at 12:44 a.m. and charged with assault in the third degree, disorderly conduct, and threatening in the second degree under the domestic violence act. He was processed and held on a $10,000 surety bond he could not post.

Monday, Jan. 6

• A 27 year-old Chester man was arrested at 4:41 p.m. and charged with four counts of larceny in the sixth degree.

Tuesday, Jan. 7

• A 59 year-old man of Kitteridge Hill Road was arrested at 8:40 p.m. and charged with disorderly conduct and interfering with an officer/resisting arrest. He was processed and released after posting a $2,500 surety bond.

Wednesday, Jan. 8

• A 23 year-old man of Whitewood Street was arrested at 5:32 p.m. and charged two counts of violation of probation on the strength of two warrants held by another authority other than Old Saybrook police.

Thursday, Jan. 9

No arrests were made.

• A 39 year-old East Haddam man was issued a misdemeanor summons at 11:15 a.m. for operating a motor vehicle while under license or registration suspension and failure to maintain a reasonable distance apart following a motor vehicle crash on Boston Post Road at Stage Road.

Friday, Jan. 10

• A 29 year-old New Haven man was arrested at 12:12 p.m. and charged with larceny in the fifth degree. He was held on a $25,000 surety bond he could not post.
