Police Incident Report for Aug. 18 to Sept. 8


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Sunday, Aug. 18

• A 36 year-old woman of Stony Point Road was arrested at 7:20 p.m. and charged with two counts of illegal possession of a shoplifting device, larceny in the second degree, larceny in the fifth degree, possession of greater than one-half ounce of cannabis, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

Monday, Aug. 19

• A 37 year-old man of West Main Street was arrested at 6 a.m. and charged with disorderly conduct.

• A 35 year-old New Haven man was arrested at 5 p.m. and charged with larceny in the sixth degree, possession of greater than one-half ounce of cannabis, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A 36 year-old man of Ninety Rod Road was arrested at 8:44 p.m. and charged with violation of a protective order.

Tuesday, Aug. 20

• A 25 year-old New Haven woman was arrested at 12:13 p.m. and charged with failure to appear in the second degree on an outstanding warranting following a motor vehicle stop for operating a motor vehicle without insurance and operating an unregistered motor vehicle.

• A 32 year-old New Haven woman was issued a misdemeanor summons at 5:30 p.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast.

Wednesday, Aug. 21

No arrests were made.

• A 34 year-old East Haddam man issued a misdemeanor summons at 4:52 p.m. for operating a motor vehicle while under license or registration suspension.

• A 38 year-old Meriden woman was issued a misdemeanor summons at 7:54 p.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, and operating an unregistered motor vehicle.

Thursday, Aug. 22

No arrests were made.

• A complaint about an animal left in a vehicle was investigated at 90 West Main Street at 9:30 a.m. The animal was not in distress but the officer learned that the vehicle registration was expired. The officer informed the owner that he could renew his registration online, which he did immediately.

Friday, Aug. 23

No arrests were made.

• A larceny was investigated at 5 Oak Hill Drive at 4:08 p.m. The complainant fell victim to a phone scam and was cheated out of $8,000.

• A burglary was investigated at 229 Killingworth Turnpike at 4:33 p.m. A caller reported seeing a flashlight moving around her residence the night before but assumed at the time it was lightning. The next morning, she noticed that money was missing from her wallet prior to her leaving for a doctor appointment. She also said several envelopes of money were missing from her trailer. She asked police to show up so her neighbor could see police presence.

Saturday, Aug. 24

• A 47 year-old Old Lyme woman was arrested at 6:46 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, traveling too fast for conditions, failure to maintain the proper lane of a multiple-lane highway, and possession of less than one-half ounce of cannabis.

• A 54 year-old man of East Main Street was arrested at 7:50 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway following a motor vehicle stop in front of 14 East Main Street.

• A burglary was investigated at 116 Commerce Street at 8:45 a.m. The complainant was in the process of moving and she was not at the residence during the overnight hours. She returned in the morning to find that her television and some window treatments were missing. There was no sign of forced entry.

Sunday, Aug. 25

• A 23 year-old woman of Christina Court was arrested at 12:15 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury), failure to drive upon the right, and possession of cannabis.

• A 37 year-old New Haven man was arrested at 1:42 a.m. and charged with risk of injury to a minor, larceny in the fourth degree, conspiracy to commit larceny in the fourth degree, failure to complaint with handicapped parking regulations, and improper use of marker plate.

Monday, Aug. 26

Tuesday, Aug. 27

• A 38 year-old man of High Street was arrested at 12:05 a.m. and charged with criminal trespass in the third degree.

• A 19 year-old Colchester man was arrested at 2:40 p.m. and charged with larceny in the sixth degree.

Wednesday, Aug. 28

No arrests were made.

Thursday, Aug. 29

• A 70 year-old Branford man was arrested at 7:20 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury), traveling unreasonably fast, and failure to maintain the proper lane of multiple-lane highway.

• A dispute was investigated on Leffingwell Road at 8:24 a.m.

• A larceny was investigated at 22 Glenwood Road at 4:18 p.m. A woman gave personal information to a party on the phone identifying himself or herself as a representative of Bank of America. Later she realized the call was a potential scam.

Friday, Aug. 30

• A 30 year-old Westbrook woman was arrested at 6:08 a.m. and charged with possession of greater than one-half ounce of cannabis.

• A 56 year-old man of Carriage Drive and a 21 year-old woman of River Road were arrested at 3:35 p.m. Each party was charged with disorderly conduct under the Domestic Violence Act.

• A larceny was investigated at 170 East Main Street at 12:55 p.m.

• A larceny was investigated at 215 East Main Street at 2:41 p.m.

Saturday, Aug. 31

• A 25 year-old man of Northhampton, Massachusetts was arrested at 2:25 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and traveling unreasonably fast.

• A dispute was investigated on Whitewood Road at 3:02 a.m.

• An animal bite was reported at 7 Laurel Ridge Trail at 11:19 a.m. A 4 year-old white wheaten terrier bit its owner on her left index finger. The injury required medical attention.

• A domestic dispute was investigated on Fairy Dell Road at 10:30 p.m.

Sunday, Sept. 1

No arrests were made.

• Criminal mischief was investigated at 20 Davis Farm Road at 6:19 p.m. The complainant’s pool was damaged.

Monday, Sept. 2

No arrests were made.

• A burglary was investigated at 1 John Street at 7:37 a.m. Building security personnel reported finding an open door and foot prints. Twelve two-way radios were taken.

Tuesday, Sept. 3

No arrests were made.

Wednesday, Sept. 4

• A 37 year-old New Haven man was arrested at 5:35 a.m. and charged with possession of greater than one-half ounce of cannabis, possession with intent to sell, and use or possession of drug paraphernalia.

Thursday, Sept. 5

• A 31 year-old Norwich man was arrested at 9 p.m. and charge with possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

Friday, Sept. 6

• A 21 year-old North Branford woman was arrested at 12:10 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, and failure to maintain the proper lane of a multiple-lane highway following a motor vehicle stop on High Street.

• A 25 year-old Killingworth man was issued a misdemeanor summons at 12:34 p.m. for operating a motor vehicle while under license or registration suspension and having improper rear light or rear marker lamps following a motor vehicle stop in front of 36 Killingworth Turnpike.

• A theft of items from a vehicle was investigated at 20 Killingworth Turnpike at 2:42 p.m. The rear passenger side window was smashed and a purse containing the complainant’s wallet and check book were taken. The victim was a New York resident.

Sunday, Sept. 8

• A 33 year-old woman of Providence, Rhode Island was arrested at 2:45 p.m. and charged with larceny in the sixth degree, illegal possession of a shoplifting device, and interfering with an officer/resisting arrest. While in custody she was also charged with failure to appear in the first degree on an outstanding warrant.

Sunday, Aug. 18 to Monday, Aug. 19

No arrests were made.

Tuesday, Aug. 20

• A 53 year-old man of Plymouth Road was arrested at 12:01 p.m. and charged with extradition after members of the Connecticut State Police Computer Crimes Unit and the Rhode Island State Police executed a search warrant at 68 Plymouth Road. The accused enticed a child online. He was processed and held on a $150,000 surety bond he could not post and transported to Hartford Correctional Center.

• A 30 year-old man of Gales Ferry was arrested at 1:30 p.m. and charged with violation of a standing criminal protection order. He was processed on a $10,000 surety bond.

Wednesday, Aug. 21

No arrests were made.

Thursday, Aug. 22

• A 27 year-old Old Lyme man was arrested at 10:13 p.m. and charged with disorderly conduct and threatening in the second degree.

• A 58 year-old Deep River man was arrested at 11:06 p.m. and charged with criminal violation of a protective order. The alleged victim was a 76 year-old Westbrook woman. He was processed on a $5,000 surety bond.

Friday, Aug. 23

• A 44 year-old Branford man was arrested at 10:06 a.m. and charged with three counts of risk of injury to a minor and three counts of illegal sale of an electronic nicotine delivery device to a minor. He was processed on a $5,000 surety bond.

• A 36 year-old woman of Cook Terrace was arrested at 6:38 p.m. on a warrant charging her with violation of probation. While in custody she was also charged with failure to appear in the second degree. She was processed on a combined $6,500 surety bond.

Saturday, Aug. 24

• A 25 year-old Clinton man was arrested at 2:13 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and operating a motor vehicle with unsafe tires. He was stopped on Essex Road after an officer observed the accused driving northbound on Route 153 with the passenger side front tire riding on the rim. He showed signs of intoxication and agreed to a field sobriety test, but was physically incapable of performing the tests.

Monday, Aug. 26

• A 23 year-old Higganum man was arrested at 7:16 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to drive right. He was processed on a $1,000 non-surety bond.

Tuesday, Aug. 27 to Wednesday, Aug. 28

No arrests were made.

Thursday, Aug. 29

• A 33 year-old Middletown man was arrested at 11:38 a.m. on a warrant charging him with failure to appear in the first degree and two counts of failure to appear in the second degree. He was processed on a combined $10,000 surety bond.

Friday, Aug. 30

• A 41 year-old Greenwich man was arrested at 10:18 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to display lights.

Saturday, Aug. 31

• A 45 year-old East Lyme woman was arrested at 2:26 p.m. on a warrant charging her with failure to appear in the second degree. She was processed on a $15,000 surety bond.

• A 20 year-old New Milford man was arrested at 3:19 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, possession of greater than one-half ounce of cannabis, violation of prescription drug requirements, failure to maintain the proper lane of a multiple-lane highway, and having an obstructed view through the windshield. He was processed on a $2,500 non-surety bond.

Sunday, Sept. 1

• A 26 year-old Hartford man was arrested at 6:29 p.m. and charged with disorderly conduct and assault in the third degree.

Monday, Sept. 2

No arrests were made.

• A 17 year-old Ellington woman was issued a citation at 1:37 p.m. for failure to maintain a reasonable distance apart. She was operating a 2014 Nissan Sentra southbound on Boston Post Road prior to Seaside Avenue when she struck the rear of a 2017 Maserati Levante operated by a 50 year-old Cheshire woman who had slowed to make a left turn. A 14 year-old boy was a passenger onboard the Maserati. No one was injured in the crash. Both vehicles were driven from the scene.

Tuesday, Sept. 3

• A 39 year-old New London man was arrested at 9:17 a.m. and charged with disorderly conduct and assault in the third degree. The alleged victim in the case was a 36 year-old, who sustained minor injuries from an altercation and was transported to the Middlesex Shoreline Clinic for evaluation and treatment. The assault took place on Cook Terrace.

Wednesday, Sept. 4

• A 57 year-old Old Lyme man was arrested at 12:49 p.m. and charged with violation of a protective order and criminal violation of a protective order for crimes committed locally against a 55 year-old whose name and address were redacted by police. The accused was processed and released after posting a $50,000 surety bond and issued a Sept. 16 court date.

Thursday, Sept. 5

• A 48 year-old Durham woman was arrested at 5:32 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs following a motor vehicle stop on Dunn Hill Road for erratic driving. She consented to and failed a standardized field sobriety test.

• A 65 year-old East Haddam man was arrested at 6:28 p.m. and charged with violation of state building codes related to work he did at a local property.

• A 24 year-old Waterford man was arrested at 7:21 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and improper parking. He was operating a Volkswagen Passat bearing Connecticut registration plate 929WUF, which he parked in the middle of a travel lane. He consented to and failed a standardized field sobriety test.

Friday, Sept. 6

• A 21 year-old Higganum man was arrested at 10:23 p.m. and charged with violation of probation related to prior sex crimes involving persons under the age of 16. He was processed and held on a $100,000 surety bond he could not post.

Saturday, Sept. 7

• A 50 year-old man of Boston Post Road was arrested at 8:11 p.m. and charged with disorderly conduct, assault in the third degree, and strangulation in the second degree. He was processed and held on a $75,000 surety bond he could not post.

Sunday, Sept. 8

• A 39 year-old man of Philadelphia, Pennsylvania was arrested at 12:24 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and speeding. He was stopped after police received calls about an erratic driver. He consented to and failed a standardized field sobriety test and processed on a $1,000 surety bond.

• A two-vehicle crash was investigated on Route 153 at 6:04 a.m. A 45 year-old West Haven man was operating a 2005 Chrysler Town & Country southbound on Route 153 (Essex Road) near Rintoul Pond Road when he sideswiped a 1993 GMC Sierra C1500 operated by a 64 year-old Ivoryton man. The GMC was partially parked in the travel portion of the roadway without lights on. No one was injured in the crash. Both vehicles were towed from the scene. No enforcement action was indicated in the police incident report released to the press.

Sunday, Aug. 18

• A 37 year-old Norwich woman was arrested at 10:57 a.m. and charged with larceny in the fourth degree and conspiracy to commit larceny in the fourth degree.

• A 28 year-old man of Petersburg, Florida was arrested at 11:35 p.m. and charged with possession of ammunition by a convicted felon, speeding, possession of less than one-half ounce of cannabis, and use or possession of a controlled substance.

Monday, Aug. 19

• A 26 year-old man of Patterson, New Jersey was arrested at 11:39 a.m. and charged with larceny in the third degree and forgery in the second degree.

• A 23 year-old Middletown man was arrested at 8:35 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple-lane highway, possession of less than one-half ounce of cannabis, and use or possession of drug paraphernalia.

Tuesday, Aug. 20

• A 37 year-old Essex man was arrested at 9:04 a.m. on a warrant charging him with violation of probation.

• A 28 year-old Middlebury woman was issued a misdemeanor summons at 10:15 a.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle following a motor vehicle stop on Boston Post Road.

Wednesday, Aug. 21

No arrests were made.

• A 69 year-old woman of Crowley, Texas was issued a misdemeanor summons at 12:54 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of accident in which there was property damage or bodily injury) following a crash of Main Street.

Thursday, Aug. 22

No arrests were made.

• A 22 year-old woman of Cedar Lane was issued a citation at 1:46 a.m. for use or possession of drug paraphernalia containing less than one-half once of cannabis.

Friday, Aug. 23

• A 52 year-old North Granby man was arrested at 6:47 p.m. and charged with breach of peace in the second degree, threatening in the second degree, reckless endangerment in the second degree, engaging officers in pursuit, reckless driving, intimidation based on bigotry, criminal possession of a firearm, and having a weapon in a motor vehicle. He was processed and held on a $750,000 surety bond he could not post.

Saturday, Aug. 24

• A 26 year-old West Haven man was arrested at 2:30 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to obey a traffic control signal, and possession of less than one-half ounce of cannabis.

• A 58 year-old Essex woman was issued a misdemeanor summons at 5:27 p.m. for operating a motor vehicle without insurance, operating a motor vehicle while under license or registration suspension, operating a motor vehicle while using a hand-held cell phone, and failure to obey a traffic control signal.

Sunday, Aug. 25

• A 25 year-old man of Madison Avenue was arrested at 2:22 a.m. and charged with possession of burglar’s tools, possession of less than one-half ounce of cannabis, operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, operating an unregistered motor vehicle, improper use of marker plate, and failure to obey a stop sign.

Monday, Aug. 26

• A 38 year-old man of Philadelphia, Pennsylvania was arrested at 1:28 a.m. and charged with possession of a controlled substance. In the same incident a 31 year-old Philadelphia woman was arrested and charged with two counts of possession of a controlled substance. A 31 year-old woman of New York, New York was arrested and charged with two counts of possession a controlled substance. A 29 year-old woman of New York, New York was arrested and charged with possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia.

• A 19 year-old man of Barley Hill Road was issued a misdemeanor summons at 1:28 a.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast following a motor vehicle stop on Boston Post Road at Middlesex Turnpike.

Tuesday, Aug. 27

• A 19 year-old man of Tallwood Circle was arrested at 9:13 p.m. and charged with harassment in the second degree on a warrant held by the Old Saybrook Police Department.

• A 44 year-old man of Drums, Pennsylvania was issued a misdemeanor summons at 10:50 a.m. for evading responsibility in the operation of a motor vehicle following a motor vehicle stop in front of 923 Boston Post Road.

Wednesday, Aug. 28

• A 30 year-old woman, a 48 year-old man, and a 43 year-old man, all of differing towns in Massachusetts were arrested at 2:49 a.m. Each party was charged with possession of narcotics, possession of controlled substances, and possession of cannabis following an investigation at 1635 Boston Post Road. In the same incident a 30 year-old East Granby woman was arrested and charged with the same in addition to failure to appear in the second degree on two outstanding warrants held by the East Windsor Police Department.

Friday, Aug. 30

• A 22 year-old Kensington man was arrested at 7:06 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, possession of a controlled substance, use or possession of drug paraphernalia following an investigation on Ingham Hill Road at Elm Street.

• A 22 year-old Haddam man was arrested at 8:04 p.m. and charged with illegal possession of a narcotic and possession of less than one-half ounce of cannabis following an investigation of Elm Street at Ingham Hill Road.

• An 18 year-old Middletown man was arrested at 8:25 p.m. and charged with illegal possession of a narcotics, possession of less than one-half ounce of cannabis, and traveling unreasonably fast on Great Hammock Road near Bayside Road.

• A 30 year-old Old Lyme man was arrested at 10:08 p.m. and charged with two counts of carrying a dangerous weapon following a motor vehicle stop on Springbrook Road near Interstate 95.

• A 38 year-old East Haddam man was arrested at 10:47 p.m. and charged with driving while under the influence of alcohol or drugs following a motor vehicle stop in front of 60 Boston Post Road.

Saturday, Aug. 31

• A 32 year-old Waterford man was arrested at 12:27 a.m. and charged with possession of a controlled substance, use or possession of drug paraphernalia, and possession of less than one-half ounce of cannabis following a motor vehicle stop on Spencer Plains Road near Boston Post Road.

• A 48 year-old Thomaston woman was arrested at 7:36 p.m. and charged with interfering with an officer, criminal mischief in the third degree, disobeying the signal of an officer, operating a motor vehicle while under the influence of alcohol or drugs, and breach of peace in the second degree under the Domestic Violence Act.

• A 58 year-old Killingworth woman was issued a misdemeanor summons at 10:02 p.m. for operating a motor vehicle while under license or registration suspension and failure to have tail lights following a motor vehicle stop on Ingham Hill Road at Boston Post Road.

Wednesday, Sept. 4

• A 28 year-old man of St. Petersburg, Florida was arrested at 11:19 p.m. and charged with stalking in the third degree, breach of peace, and threatening the second degree following a domestic dispute. He was processed and held on a $50,000 surety bond he could not post. In the same incident a 36 year-old New London man was arrested at 11:22 p.m. and charged with breach of peace in the second degree, assault in the third degree under the Domestic Violence Act, interfering with an officer/resisting arrest, assault on a public safety officer or emergency medical personnel, and criminal mischief in the third degree. He was processed and held on a $50,000 surety bond he could not post. Each man was issued a Sept. 5 court date.

• A 35 year-old New Haven man was issued a misdemeanor summons at 12:25 a.m. for operating a motor vehicle while under license or registration suspension and making an improper turn on Old Boston Post Road at Boston Post Road.

• A 28 year-old Clinton man was issued a misdemeanor summons at 5:37 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road at Chalker Beach Road.

No arrests were made.

Friday, Sept. 6

• A 24 year-old man of Davies Circle was arrested at 9:42 p.m. and charged with use or possession of drug paraphernalia. He was processed and released after posting a $1,000 surety bond.

• A 23 year-old man of Whitewood Street was arrested at 9:42 p.m. and charged with use or possession of drug paraphernalia, possession of narcotics with intent to sell, and having an obstructed view through the windshield. He was processed and held on a $50,000 surety bond he could not post.

Saturday, Sept. 7

• A 44 year-old Old Lyme man was arrested at 2:18 a.m. and charged with possession of a controlled substance, possession of less than one-half ounce of cannabis, and failure to renew registration. He was processed and released after posting a $1,000 surety bond.

• A 35 year-old Ledyard woman was issued a citation at 2:22 a.m. for use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

Sunday, Sept. 8

• Two 14 year-old male juveniles were arrested at 2:06 p.m. Each youth was charged with breach of peace in the first degree and conspiracy to commit breach of peace in the first degree following an incident at 1657 Boston Post Road. Each youth was processed and released to parental custody.
