The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Wednesday, July 31

No arrests were made.

Thursday, Aug. 1

• A 59 year-old Guilford man was arrested at 10:02 p.m. and charged with disorderly conduct and assault in the third degree.

• A 29 year-old Hamden woman was issued a misdemeanor summons at 10:02 a.m. for operating a motor vehicle while under license or registration suspension, operating an unregistered motor vehicle, and failure to display plates.

Friday, Aug. 2

• A 25 year-old East Haven man was arrested at 11:45 p.m. and charged with possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia.

Saturday, Aug. 3

• A 59 year-old man of Somerset, Massachusetts was arrested at 12:08 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and possession of greater than one-half ounce of cannabis following a motor vehicle stop at 20 Killingworth Turnpike.

Sunday, Aug. 4

• A 52 year-old Branford man was arrested at 7 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, drinking while driving, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury), and failure to maintain a reasonable distance apart.

• A 20 year-old man of Shore Road was arrested at 8:33 p.m. and charged with driving while under the influence of alcohol or drugs under the age of 21 following a motor vehicle stop on Hammock Road.

• A 47 year-old Willimantic man was issued a misdemeanor summons at 2:21 a.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, improper use of marker plate, and operating a motor vehicle without a license.

Monday, Aug. 5

• A 27 year-old man of High Street was arrested at 4:23 p.m. and charged with disorderly conduct and assault in the third degree.

Tuesday, Aug. 6 to Wednesday, Aug. 7

No arrests were made.

Thursday, Aug. 8

• A 53 year-old man of West Main Street was arrested at 9:45 p.m. for possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A larceny was investigated at 15 West Shore Drive at 9:52 a.m. Wood and construction material taken from under the deck and other items were stolen from the top of the deck. There was no clear sign of forced entry.

• Police responded to numerous complaints about juveniles trespassing in the recently closed skate park. Police found two juveniles with skateboards and informed them the park was closed. The officer asked how they got into the park because the gates were locked. The juveniles were honest with the officer and stated they knew the park was closed and jumped the fence. Police informed the youths that after this warning they would be charged with trespassing. The officer spoke with the parents of the juveniles.

• The report of a brush fire on Brush Hill Road near Carriage Drive at 7:45 p.m. turned out to be a recreational fire.

Friday, Aug. 9

• A 26 year-old Old Saybrook woman was arrested at 11:25 a.m. and charged with larceny in the sixth degree. The incident took place at 114 East Main Street. A party walked out without paying for merchandise.

• Two 20 year-old Madison men were arrested at 7:30 p.m. Each party was charged with breach of peace in the second degree. The location of the disturbance was listed as 34 Riverside Drive. Both men were listed as students.

• Criminal mischief was investigated at 8 Whitewood Road at 7:57 a.m.

• A domestic dispute was investigated on Happy Acres Road at 3:36 p.m.

• Suspicious activity was reported on Glenwood Road at Killingworth Turnpike at 4:46 p.m. A couple was protesting the idea of tolls in Connecticut while standing on the side of the road in an unsafe location. Police escorted the couple to the side of the road that had sidewalks so they could continue protesting safely.

• A report of a 31 year-old Plainville man living in his 1979 Ford 20RG camper at the commuter lot was investigated at 2 Killingworth Turnpike at 5:07 p.m. He stated that he had been living in his vehicle in other parking lots and that last year an unknown officer gave him permission stay in the parking lots overnight. The man was informed by police that he cannot live in the commuter lots. He then informed police that his mother lives at Evergreen Trailer Park. Police said he could park his camper at his mother’s house and stay the night there. The man then stated that that was not allowed by rules of the trailer park and he would have to park his camper on the side of the road again like he had done previously. He then removed his camper from the commuter lot and stated that he would be back there in a few days.

Saturday, Aug. 10

• Harassment was investigated on James Vincent Drive at 12:02 p.m.

Sunday, Aug. 11

No arrests were made.

• A complaint about a man with a pistol tucked in his waistband was investigated at 20 Killingworth Turnpike at 3 p.m. Troopers determined the man had a current pistol permit and the pistol was a legally registered firearm. However, troopers escorted the man, who was fully compliant, off the mall property because mall security personnel stated that the carrying of firearms on mall private property was prohibited. Troopers advised the man than he could only return to the mall without the firearm.

• A larceny was investigated at 215 East Main Street at 5:09 p.m. A woman was scammed out of $200 on a Google Play card that she purchased at the store.

• Threatening was investigated on Shore Road at 5:34 p.m.

Monday, Aug. 12

• A 50 year-old Guilford man was arrested at 1:10 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs following a motor vehicle stop in front of 108 East Main Street.

• A 30 year-old woman of High Street was arrested at 3:43 p.m. and charged with disorderly conduct and assault in the third degree following an incident at 196 East Main Street.

• A 28 year-old North Branford man was arrested at 9:13 p.m. and charged with possession of greater than one-half ounce of cannabis.

• A 29 year-old Hamden woman was issued a misdemeanor summons at 10:17 a.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance.

• A 25 year-old man on Allen Road was treated for a heroin overdose with two doses of Narcan at 9:22 p.m. He was transported to a medical facility for further treatment.

Tuesday, Aug. 13 to Thursday, Aug. 15

No arrests were made.

Friday, Aug. 16

• A 54 year-old Madison woman was arrested at 1:12 a.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree. While in custody she was also charged with failure to appear in the second degree on an outstanding warrant.

• A 26 year-old Madison man was arrested at 2:05 a.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree.

• A 47 year-old man of River Road was arrested at 6:16 a.m. and charged with possession of a large firearm magazine.

• A 46 year-old woman of Liberty Street was arrested at 1:45 p.m. and charged with permitting a minor to possess alcoholic beverage.

• A 65 year-old man of Grove Street was arrested 12:24 p.m. and charged with failure to pay or plead a citation on an outstanding warrant following a motor vehicle stop. He was also charged with operating a motor vehicle without insurance and operating an unregistered motor vehicle.

• A 51 year-old Canterbury man was arrested at 6:15 p.m. and charged with drinking while driving.

• A 45 year-old man of Bright Hill Drive was issued a misdemeanor summons at 1:32 a.m. for operating a motor vehicle while under license or registration suspension and failure to display lights.

Thursday, Aug. 1

• A 24 year-old Haddam man was arrested at 7:56 p.m. and charged with reckless driving, operating a motor vehicle without insurance, operating an unregistered motor vehicle, failure to obey a traffic signal, failure to have headlamps, having improper rear marker lights or lamps, and failure to signal a turn. He was processed on a $1,000 surety bond.

Friday, Aug. 2 to Saturday, Aug. 3

• A 57 year-old New Haven man was arrested at 8:12 a.m. and charged with harassment in the second degree and two counts of violation of a protective order. The victim was a 45 year-old local person. He processed on a $20,000 surety bond.

• A 59 year-old Northford woman was arrested at 8:06 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and reckless driving.

Sunday, Aug. 4

No arrests were made.

Monday, Aug. 5

• A 34 year-old Old Lyme woman was arrested at 6:10 p.m. on a warrant charging her with two counts of failure to appear in the second degree. She was processed on a combined $15,000 surety bond.

Tuesday, Aug. 6

No arrests were made.

• A 30 year-old man of Newburgh, New York was issued a citation at 11:19 a.m. for making an improper move from a stopped or standing position after the 2012 Subaru Forester he was operating at the intersection of Boston Post Road southbound and Salt Island Road and Trolley Road struck the rear of a stopped 2018 Toyota Corolla operated by an 83 year-old Branford woman. No one was injured in the crash.

Wednesday, Aug. 7

No arrests were made.

• A 22 year-old Waterford man was arrested at 7:24 p.m. and charged with disorderly conduct. The victim in the case was an 81 year-old local woman.

Thursday, Aug. 8 to Thursday, Aug. 15

No arrests were made.

Friday, Aug. 16

• A 25 year-old man of Westerly, Rhode Island was arrested at 2:26 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and reckless driving.

Saturday, Aug. 17

• A 37 year-old Old Saybrook man was arrested at 3:11 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to drive right. He was stopped after the investigating officer noticed erratic driving. He consented to and failed a standardized field sobriety test.

• The theft of a motor vehicle was investigated at 35 Old Salt Works Road 10:12 a.m. A brown 2011 Subaru Outback 2.5 bearing Connecticut registration plate 756-LET was stolen between 11 p.m. the night before and 6 a.m. The owner left the car keys inside the vehicle and the doors unlocked.

• A 52 year-old man of Hill Street was issued a citation at 10:29 p.m. for creating a public disturbance on Boston Post Road.

Thursday, Aug. 1

• A 22 year-old New Britain man was arrested at 1:47 a.m. and charged with possession of a controlled substance, use or possession of drug paraphernalia, and traveling unreasonably fast.

• A 52 year-old man of Woodstock, Georgia was issued a misdemeanor summons at 12:26 a.m. for operating a motor vehicle while under license or registrations suspension, operating a motor vehicle without insurance, and making an improper signal for a turn on Old Boston Post Road at Boston Post Road.

• A 21 year-old Centerbrook man was issued a misdemeanor summons at 5:54 p.m. for operating a motor vehicle whiled under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Maple Avenue at the causeway.

• A 24 year-old Hamden man was issued a misdemeanor summons at 6:04 p.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Route 154 at Connolly Drive.

• A 28 year-old Deep River man was issued a misdemeanor summons at 7:51 p.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Ingham Hill Road.

Friday, Aug. 2

• A 32 year-old Hartford man was arrested at 6:09 p.m. on a warrant charging him with failure to appear in the second degree.

• A 47 year-old West Haven woman was issued a misdemeanor summons at 12:10 a.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast following a motor vehicle stop on Boston Post Road at the railroad bridge.

• A 23 year-old Norwich woman was issued a misdemeanor summons at 1:43 p.m. for operating a motor vehicle while under license or registration suspension and operating an unregistered motor vehicle.

Saturday, Aug. 3

• A 23 year-old Newington man was arrested at 3:17 a.m. and charged with illegally obtaining a fraudulent prescription and conspiracy to illegally obtain a fraudulent prescription. He was processed on a $5,000 surety bond.

• A 30 year-old man of Brooklyn, New York was arrested at 8:44 a.m. and charged with larceny in the sixth degree.

• A 30 year-old Haddam man was issued a misdemeanor summons at 2:37 a.m. for operating a motor vehicle while under license or registration suspension, failure to maintain the proper lane of a multiple-lane highway, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A 33 year-old Torrington man was issued a misdemeanor summons at 1:01 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain a reasonable distance apart.

• A 26 year-old Windsor man was issued a citation at 10:53 p.m. for creating a public disturbance at Saybrook Point Mini-Golf.

• A 62 year-old New Britain man was arrested at 1 a.m. and charged with breach of peace in the second degree and assault in the third degree.

• A 75 year-old Chester man was issued a misdemeanor summons at 8:53 a.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident on which there was property damage or bodily injury).

Monday, Aug. 5

• A 43 year-old Newington man was arrested at midnight at charged with operating a motor vehicle while under the influence of alcohol or drugs and traveling unreasonably fast.

• A 62 year-old Middletown man was arrested at 7:11 p.m. and charged with breach of peace in the second degree, strangulation in the third degree, and assault in the third degree.

Tuesday, Aug. 6

• A 60 year-old New London man was arrested at 4:33 p.m. and charged with interfering with an officer/resisting arrest and use or possession of a controlled substance.

• A 46 year-old woman of Lynde Street was arrested at 6:20 p.m. and charged with threatening in the second degree and harassment in the second degree under the domestic violence act.

Wednesday, Aug. 7

• A 21 year-old woman of Cedarwood Lane was arrested at 1:10 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple-lane highway, possession of a controlled substance, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A 55 year-old man of Fencove Court was arrested at 3:39 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, illegal possession of a narcotic, and illegal possession of a prescription drug.

• A 23 year-old Westbrook woman was issued a misdemeanor summons at 4:56 p.m. for operating a motor vehicle while under license or registration suspension and failure to display two headlights following a motor vehicle stop on Boston Post Road.

Thursday, Aug. 8

• A 25 year-old Middletown man was arrested at 3:12 p.m. and charged with reckless endangerment in the first degree, risk of injury to a minor, possession of an illegal narcotic, and conspiracy to commit possession of a controlled substance.

• A 31 year-old woman of Edwards Road was issued a misdemeanor summons at 12:23 a.m. for operating a motor vehicle while under license or registration suspension and failure to have insurance following a motor vehicle stop on Boston Post Road at Stage Road.

Friday, Aug. 9 to Saturday, Aug. 10

Sunday, Aug. 11

• A 39 year-old woman of Schoolhouse Road was arrested at 2:26 p.m. and charged with breach of peace in the second degree, reckless driving, risk of injury to a minor, and operating a motor vehicle while under the influence of alcohol or drugs with a passenger onboard under the age of 18. In the same incident a 19 year-old woman of Springfield, Massachusetts was arrested and charged with breach of peace in the second degree, reckless driving, and use or possession of drug paraphernalia.

• A 28 year-old man of Marlboro, New Jersey was issued a misdemeanor summons at 12:06 a.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast.

Monday, Aug. 12

• A 17 year-old was arrested at 2:04 a.m. and charged with forgery in the second degree and possession of less than one-half ounce of cannabis.

• A 19 year-old man of Ramsey, New Jersey was arrested at 11:32 a.m. and charged with forgery in the second degree and conspiracy to purchase alcohol by a person under the legal age.

• A 27 year-old man of Birch Street was arrested at 8:46 p.m. and charged with assault on a police officer, interfering with an officer, tampering with evidence, possession of cannabis, failure to illuminate headlights, and failure to obey a stop sign.

Tuesday, Aug. 13

• A 38 year-old Deep River woman was arrested at 5:11 p.m. and charged with leaving a child unattended in a motor vehicle in a public place. She was processed on a $1,000 surety bond.

• A 49 year-old Westbrook woman was issued a misdemeanor summons at 11:21 a.m. for operating a motor vehicle without an operator’s license and failure to grant right of way following a motor vehicle stop on Mill Rock Road East at Boston Post Road.

Wednesday, Aug. 14

• A 20 year-old man of College Street was arrested at 1:12 a.m. and charged with two counts of forgery in the second degree and possession of a controlled substance. In the same incident a 22 year-old Haddam man was arrested and charged with operating a motor vehicle while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, failure to obey a traffic control signal, possession of less than one-half ounce of cannabis (second time charged with this offense), and use or possession of drug paraphernalia.

• A 19 year-old woman of Springfield, Massachusetts was issued a misdemeanor summons at 9:48 a.m. for operating a motor vehicle without insurance following a motor vehicle stop on Ingham Hill Road.

• A 33 year-old Rocky Hill man was issued a misdemeanor summons at 6:42 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) and operating a motor vehicle with an unsecured load.

• A 66 year-old Westbrook man was issued a misdemeanor summons at 9:52 a.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Boston Post Road.

Friday, Aug. 16

• A 25 year-old Groton man was arrested at 1:47 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, operating an unregistered motor vehicle, improper use of marker plate, operating a motor vehicle without insurance, and failure to maintain the proper lane of a multiple-lane highway.

Saturday, Aug. 17

• A 17 year-old was arrested at 3:44 p.m. and charged with possession of greater than one-half ounce of cannabis, use or possession of drug paraphernalia, and failure to drive right.
