Police Incident Report for July 14 to 30


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Sunday, July 14

• A 29 year-old man of Brooklyn, New York was arrested at 1:20 a.m. and charged with disorderly conduct.

• A 49 year-old Middletown man was arrested at 4:10 p.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree.

• A 38 year-old Middletown woman was arrested at 4:10 p.m. and charged with larceny in the sixth degree, conspiracy to commit larceny in the sixth degree, and illegal possession of a shoplifting device.

Monday, July 15

• A 33 year-old man of Woodcock Lane was arrested at 10:20 p.m. and charged with criminal trespass in the first degree, disorderly conduct, and violation of a protective order. In the same incident, a 52 year-old man of the same residence was charged with disorderly conduct.

Tuesday, July 16

• A 32 year-old Bridgeport man was arrested at 11 a.m. and charged with larceny in the sixth degree.

Wednesday, July 17

• A 59 year-old woman of Pine Place was arrested at 7:33 p.m. on a warrant charging her with failure to appear in the second degree.

Thursday, July 18

No arrests were made.

• A domestic dispute was investigated on Jefferson Circle at 5:33 a.m. A woman reported that she was “beat up” by her boyfriend, who is also the father of her child.

• A domestic dispute was investigated on North High Street at 3:31 p.m. A woman reported that her husband pushed her phone into her face and threatened her life.

Friday, July 19

• A 34 year-old man of North High Street was arrested at 2:01 p.m. and charged with disorderly conduct, violation of a protective order, threatening in the second degree, assault in the third degree, and unlawful restraint in the first degree.

• A complaint about trespass was investigated on the 100 block of East Main Street at 9:10 a.m. The owner of Ace Hardware went to the police department to file a no trespassing order against a husband and wife of Maplewood Avenue.

• Criminal mischief was investigated at 38 High Street at 10:31 a.m. A male complainant reported that an unknown person or persons put sugar into his fuel tank.

Saturday, July 20

• A 30 year-old Waterbury man was arrested at 3 a.m. and charged with larceny in the fourth degree.

• A 27 year-old man was High Street was issued a misdemeanor summons at 12:15 a.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without a driver’s license, operating an unregistered motor vehicle, and improper use of marker plate following a motor vehicle stop in front of the Hammonasset Package Store.

• A 27 year-old woman of Liberty Street was issued a misdemeanor summons at 12:39 a.m. for operating a motor vehicle without a driver’s license (she was charged for this offense before) and failure to maintain the proper lane of a multiple-lane highway.

• A 27 year-old man of Waterside Lane was issued a misdemeanor summons at 8:15 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle.

• Criminal mischief was investigated at 3 James Vincent Drive at 3:33 p.m. A mailbox was damaged.

Sunday, July 21

• A 20 year-old Moodus woman was arrested at 12:33 p.m. and charged with larceny in the sixth degree.

• A larceny was investigated at Stop & Shop, 215 East Main Street, at 11:20 a.m. Energy drinks were stolen.

Monday, July 22

• A 35 year-old Hamden man was arrested at 11:49 a.m. and charged with conspiracy to commit larceny in the sixth degree, operating a motor vehicle while under license or registration suspension, and operating an unregistered motor vehicle.

• A 51 year-old West Haven woman was arrested at 11:49 a.m. and charged with conspiracy to commit larceny in the sixth degree, illegal possession of a shoplifting device, interfering with an officer/resisting arrest, possession of greater than one-half ounce of cannabis, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• Criminal mischief was investigated at 13 Fairy Dell Road at 11:56 a.m. Car windows were smashed out.

• Harassment via phone calls was investigated on Willow Lane at 1:09 p.m. Police learned the calls were from scammers. Police showed the complainant how to block these types of calls in the future.

• A domestic dispute was investigated on Ninety Rod Road at 6:20 p.m.

Tuesday, July 23

No arrests were made.

• A domestic dispute was investigated on Willow Lane at 2:05 a.m.

• Threatening was investigated at a store on Killingworth Turnpike at 1:22 p.m.

Wednesday, July 24

• A 67 year-old Branford man was arrested at 6:30 p.m. and charged with larceny in the third degree and coercion.

• A suspicious incident was investigated on Willow Court at 7:59 p.m. An older white male in a white pick-up truck approached two young girls who were walking a dog. He said he was curious about the breed of dog they were walking because he and his mother were interested in purchasing that breed. The girls began to scream, ran home, and reported the incident to their parents, who called the police. When the girls reacted in this manner, the man told police realized he had made a “stupid” mistake in approaching the girls. Police determined there was no criminal intent behind the man’s actions. Police informed the parents of their investigation, and the girls were told they did the right thing in this case by screaming and running for help.

Thursday, July 25

No arrests were made.

• A 37 year-old woman of Ninety Rod Road was issued a misdemeanor summons at 12:45 a.m. and charged with operating a motor vehicle while under license or registration suspension and having improper rear lights or marker lamps.

• A 45 year-old man of Bright Hill Road was issued a misdemeanor summons at 2:15 a.m. for operating a motor vehicle while under license or registration suspension and operating an unregistered motor vehicle.

• A 30 year-old New Haven man was issued a misdemeanor summons at 4:16 p.m. for operating a motor vehicle while under license or registration suspension, operating an unregistered motor vehicle, and operating a motor vehicle without a driver’s license (second time charged with this offense).

• A larceny was investigated at 266 East Main Street at 8:34 a.m. A man reported that his wallet was either lost or stolen while he was at Shop Rite.

Friday, July 26

• A 30 year-old West Haven woman was arrested at 12:10 p.m. and charged with interfering with an officer/resisting arrest, possession of greater than one-half ounce of cannabis, and operating a motor vehicle while under license or registration suspension. While in custody she was also charged with failure to appear in the second degree on an outstanding warrant.

Sunday, July 28

• A 19 year-old Meriden man was arrested at 4:40 p.m. and charged with conspiracy to commit larceny in the sixth degree following a shoplifting incident at 20 Killingworth Turnpike.

• A 39 year-old New Haven man was issued a misdemeanor summons at 10:51 a.m. for operating a motor vehicle while under license or registration suspension and failure to obey a traffic control signal.

Tuesday, July 30

• A 52 year-old woman of Jefferson Circle was arrested at 4:31 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, drinking while driving, possession of greater than one-half ounce of cannabis, possession with intent to sell, use or possession of drug paraphernalia, operating a motor vehicle while under license or registration suspension, and failure to maintain the proper lane of a multiple lane highway.

• A 27 year-old Ivoryton woman was issued a citation at 9:15 a.m. for failure to maintain a reasonable distance apart. She was operating a 2008 Toyota Solon southbound on Boston Post Road at the intersection of Westbrook Place when she struck the rear of a 2016 Honda CR-V operated by a 65 year-old woman of Christy Heights Road. No one was injured in the crash.

Tuesday, July 16

• A 51 year-old Bridgeport man was arrested at 1:53 p.m. on a warrant charging him with failure to appear in the second degree after he was taken into custody locally.

• A 62 year-old Middletown woman was arrested at 4:39 p.m. and charged with harassment in the second degree. The reported victim in the case was a 53 year-old local woman.

Wednesday, July 17

• A 37 year-old Darien woman was arrested at 8:04 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, possession of greater than one-half ounce of cannabis, use or possession of drug paraphernalia, operating an unregistered motor vehicle, and failure to maintain the proper lane of a multiple-lane highway. She was processed on a $5,000 bond.

Thursday, July 18

• A 39 year-old man of Dedham, Massachusetts was arrested at 5:05 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, reckless driving, and failure to maintain the proper lane of a multiple-lane highway.

Friday, July 19

• A 60 year-old man of East Lyme was arrested at 9:07 a.m. and charged with breach of peace in the second degree, threatening in the second degree, and reckless endangerment in the second degree. The accused allegedly chased a 43 year-old man with his vehicle and pointed a handgun at the complainant.

Saturday, July 20

• A 23 year-old Hartford man was arrested at 6:56 p.m. on a warrant charging him with larceny in the sixth degree and forgery in the first degree for crimes committed locally.

Sunday, July 21

• A 30 year-old man of Essex Road was arrested at 1:59 a.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury), abandoning a motor vehicle, and failure to drive upon the right. He was driving eastbound on West Pond Meadow Road when the vehicle left the roadway and overturned. A K9 track led police into the nearby woods and the accused was located at a friend’s house on Dennison Road.

Monday, July 22

• A 37 year-old man of unknown address was arrested at 3:16 a.m. on a warrant charging him with violation of protective order. He was detained locally for unrelated charges when police learned of the outstanding arrest warrant. The person being protected by court order was a 29 year-old local woman. The accused was processed and held on a $50,000 surety bond he could not post. He was transported to Hartford Correctional Center pending court arraignment on the following day.

Tuesday, July 23

No arrests were made.

• A 20 year-old Deep River woman was issued a citation at 5:22 p.m. for making an unsafe movement from a stopped or standing position. She was operating a 2001 Subaru Forester 2.5X at the bottom of the Interstate 95 exit 64 off-ramp waiting to turn right onto Route 145 when she began to move forward when she thought the way was clear and struck the rear of a 2018 Subaru Legacy 2.5i Premium operated by a 27 year-old Uncasville man. No one was injured in the crash.

Thursday, July 25

• A 57 year-old man of East Pond Meadow Road was arrested at 5:30 p.m. and charged with interfering with an officer/resisting arrest, possession of greater than one-half ounce of cannabis, use or possession of drug paraphernalia, and failure to wear a seat belt in the front seat following a motor vehicle stop on Pond Meadow Road near Willard Road. He was operating a black 1998 Ford F150 pick-up truck. He was processed on a $1,500 surety bond.

• A 34 year-old Cromwell man was issued a written warning at 8:45 p.m. for failure to grant right of way at an intersection. He was operating a 2013 Subaru Impreza Premium AWD westbound on Monahan Road when he struck a 2005 Toyota Sienna operated by a 60 year-old Essex man. No one was injured in the crash.

Friday, July 26

No arrests were made.

• A 51 year-old New Haven man was issued a citation at 3:32 p.m. for failure to grant right of way at an intersection. He was operating a 2007 Toyota Camry from Pond Meadow Road onto Old Clinton Road East when he drove into the right-of-way path of a 1988 Ford Crown Victoria operated by a 79 year-old woman of Windy Hill Road. No injuries were reported.

Saturday, July 27

• A 45 year-old West Haven woman was arrested at 1:17 a.m. on a warrant charging her with failure to appear in the second degree.

• A 30 year-old Old Lyme man was issued a misdemeanor summons at 1:49 a.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury) and failure to signal a turn.

Tuesday, July 30

• A 31 year-old Branford man was arrested at 11:21 a.m. and charged with criminal mischief in the second degree and criminal attempt to commit larceny in the fourth degree.

• A 28 year-old New Haven man was arrested at 2:52 p.m. and charged with criminal attempt to commit larceny in the fourth degree and criminal attempt to commit telephone fraud in the fourth degree. He was processed and held on a $25,000 surety bond.

Old Saybrook

Sunday, July 14

• A 24 year-old man of Apple Lane was arrested at 5:16 p.m. and charged with breach of peace in the second degree, criminal mischief in the second degree, and violation of conditions of released under the Domestic Violence Act. He was processed and held on a $100,000 surety bond he could not post.

• A 40 year-old East Haven man was arrested at 9:11 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), and operating a motor vehicle without a driver’s license.

Monday, July 15

• A 40 year-old New Britain man was arrested at 12:15 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple-lane highway, and failure to obey a traffic control signal.

• A 38 year-old Terryville man was arrested at 10:03 a.m. and charged with breach of peace in the second degree and reckless operation of a marine vessel in the second degree on a warrant held by the Old Saybrook Police Department.

• A 61 year-old Guilford man was arrested at 2:26 p.m. and charged with breach of peace in the second degree under the Domestic Violence Act.

• A 44 year-old Westbrook woman was arrested at 6 p.m. and charged with possession of narcotics and use or possession of drug paraphernalia.

Tuesday, July 16

• A 44 year-old New London man was arrested at 8:46 a.m. and charged with larceny in the sixth degree on a warrant held by the Old Saybrook Police Department.

• A 39 year-old Higganum man was arrested at 10:17 a.m. and charged with larceny in the sixth degree and credit card theft on a warrant held by the Old Saybrook Police Department.

• A 72 year-old man of Watrous Point Road was issued a citation 5:48 p.m. for two counts of allowing a dog to roam on Route 9 at exit 2.

Wednesday, July 17

• A 24 year-old Hartford man was arrested at 2:17 p.m. and charged with assault in the third degree, breach of peace in the second degree, and interfering with an investigation under the Domestic Violence Act. While in custody, he was also charged with two counts of failure to appear in the second degree on outstanding warrants.

Thursday, July 18

• A 51 year-old man of Bridgewater, Massachusetts was arrested at 12:02 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway following a motor vehicle stop on Elm Street.

• A 58 year-old Westbrook man was arrested at 3:30 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway following a motor vehicle stop on Elm Street.

Friday, July 19

• A 31 year-old East Haven woman was arrested at 11:37 p.m. and charged with larceny in the sixth degree on a warrant held by the Old Saybrook Police Department.

• A 38 year-old East Lyme woman was issued a misdemeanor summons at 3:03 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury) and operating an unregistered motor vehicle following a motor vehicle stop on Boston Post Road at Ferry Road.

Saturday, July 20

• A 28 year-old Old Lyme man was arrested at 2:26 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, speeding, and failure to maintain the proper lane of a multiple-lane highway.

• A 60 year-old woman of Boston Post Road was arrested at 2:24 p.m. and charged with forgery in the first degree and criminal attempt to commit larceny in the sixth degree.

• A 50 year-old woman of Lookout Hill Road was issued a misdemeanor summons at 8:39 p.m. for operating a motor vehicle without insurance, operating a motor vehicle while under license or registration suspension, and operating an unregistered motor vehicle.

Sunday, July 21

• A 55 year-old West Hartford man was arrested at 12:26 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway.

Monday, July 22

• A 20 year-old man and a 19 year-old man, both of Killingworth, were arrested at 3 p.m. Each man was charged with assault in the third degree and breach of peace in the second degree.

• A 40 year-old Clinton man was arrested at 4:33 p.m. and charged with larceny in the third degree, possession of a controlled substance, and operating a motor vehicle while under license or registration suspension.

Tuesday, July 23

• A 23 year-old Uncasville man was arrested at 1:45 p.m. and charged with possession of a controlled substance, use or possession of drug paraphernalia, and failure to obey a stop sign.

• A 20 year-old Chester man was issued a citation at 4:36 p.m. for possession of less than one-half ounce of cannabis and use or possession of use or possession of drug paraphernalia.

Wednesday, July 24

• A 37 year-old Norwich man was arrested at 2:05 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple-lane highway, traveling unreasonably fast, three counts of possession of a controlled substance, and possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A 23 year-old man of unknown address was arrested at 4:19 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, interfering with an officer, and operating a motor vehicle while under license or registration suspension. He was processed and held on a $5,000 surety bond he could not post.

• A 56 year-old man of Boston Post Road was arrested at 3:15 p.m. on a warrant charging him with failure to appear in the second degree.

Friday, July 26

• A 31 year-old Clinton woman was arrested at 1:38 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway.

• A 40 year-old Middletown man was arrested at 8:22 p.m. and charged with operating a vessel while under the influence of alcohol or drugs, making a wake, and avoiding a police officer.

• A 56 year-old man Rocky Hill man was arrested at 9:41 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and improper use of high beams.

Saturday, July 27

• A 33 year-old New Britain man was arrested at 12:12 a.m. on a warrant charging him with larceny in the sixth degree for a shoplifting crime committed in Old Saybrook.

• A 37 year-old man of Garden Street was issued a misdemeanor summons at 2:24 a.m. for operating a motor vehicle while under license or registration suspension.

Sunday, July 28

• A 52 year-old man of Hill Street was arrested at 11:01 p.m. and charged with assault in the third degree and breach of peace in the second degree under the Domestic Violence Act. In the same incident a 43 year-old Clinton woman was arrested and charged with breach of peace in the second degree under the Domestic Violence Act.

• A 71 year-old East Haven man was issued a misdemeanor summons at 10:44 a.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, and operating an unregistered motor vehicle following a motor vehicle stop on Boston Post Road at Lynde Street.

Monday, July 29 to Tuesday, July 30
