The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Saturday, May 4

No arrests were made.

• A 45 year-old Cos Cob man was issued a misdemeanor summons at 11:51 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Walnut Hill Road near Happy Acres Road.

Sunday, May 5

No arrests were made.

Monday, May 6

• A 25 year-old New Haven man was arrested at 10:50 a.m. and charged with 11 counts of burglary in the third degree, four counts of larceny in the sixth degree, four counts of criminal attempt to commit larceny in the sixth degree, one count of larceny in the fifth degree, and charging less than $500 of a revoked credit card.

• A 21 year-old man of Louchbourne Drive was issued a misdemeanor summons at 6 a.m. for evading responsibility in the operating of a motor vehicle (fleeing the scene of an accident). Occupation: electrician.

Tuesday, May 7

• A 27 year-old man of Walnut Street was arrested at 2:45 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, and disobeying the signal of an officer.

• A 21 year-old man of Ninety Rod Road was arrested at 6:20 p.m. and charged with disorderly conduct, threatening in the second degree, reckless endangerment in the second degree, strangulation in the second degree, and failure to maintain the proper lane of a multiple lane highway.

Wednesday, May 8

• A 33 year-old man of Pepperbush Drive was arrested at 8:10 p.m. on a warrant charging him with conspiracy to commit failure to appear in the second degree.

Thursday, May 9

No arrests were made.

Friday, May 10

• A 42 year-old Guilford man was arrested at 9:45 p.m. and charged with disorderly conduct, assault in the third degree, and violation of a protective order following an investigation on East Main Street. Occupation: mechanic.

• A 41 year-old woman of an East Main Street apartment was arrested at 10 p.m. and charged with assault in the third degree, disorderly conduct, and use or possession of drug paraphernalia containing less than ½ ounce of cannabis.

• An issue involving juveniles was investigated on the 200 block of East Main Street at 9:06 p.m.

Saturday, May 11

• A 42 year-old man of a Founders Road apartment was arrested at 4:25 p.m. at 215 East Main Street at 4:11 p.m. Store management detained a shoplifter of $10 to $15 in health and beauty care products until police arrived to conduct the arrest.

• A larceny involving possible identity theft was investigated at 116 High Street at 10:07 p.m.

Sunday, May 12

• A 21 year-old man of Commerce Street was arrested at 7:40 p.m. and charged with violation of probation.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 7:03 p.m. A woman was closely watched by employees at a store at the mall because they suspected she was planning to shoplift. The woman became angry because she felt she was being harassed. Police trespassed the woman from the mall for her disturbing behavior.

• A motor vehicle crash with injuries was investigated in front of 170 East Main Street at 8:46 p.m. Two vehicles were involved. One person was transported to an area clinic for evaluation and the other refused medical attention at the scene.

Monday, May 13

• A 27 year-old New Haven man was arrest at 12:30 a.m. and charged with possession of greater than ½ ounce of cannabis.

• A larceny was investigated at 229 Killingworth Turnpike a 4:25 p.m.

• A motor vehicle crash with injuries was investigated on Killingworth Turnpike at Hemlock Hill Road at 4:58 p.m.

• A domestic dispute was investigated on East Main Street at 5:18 p.m. A caller reported that his wife was not allowing him to take their child on her birthday even though he was told he could. Police determined they need to have family court reevaluate the agreement to provide more specific guidelines about visitation rights.

• A domestic dispute involving a drunk and verbally aggressive son was investigated on Old Post Road at 8:37 p.m.

Wednesday, May 15

• A 40 year-old New Haven man was arrested at 4 p.m. and charged with larceny in the sixth degree and possession of a shoplifting device. While in custody he was also charged with failure to appear in the second degree on an outstanding warrant.

• A 23 year-old New Haven man was arrested at 4 p.m. and charged with larceny in the sixth degree and possession of a shoplifting device.

Thursday, May 16

No arrests were made.

• A 29 year-old Westbrook woman was issued a misdemeanor summons at 12:03 a.m. for operating a motor vehicle without insurance, improper use of marker plate, traveling unreasonably fast, and failure to maintain the proper lane of a multiple lane highway. Occupation: paramedic.

Saturday, May 18

No arrests were made.

• A motor vehicle crash without injuries was investigated in front of 156 Glenwood Road at 12:23 a.m. One vehicle ran into a sign.

• A motor vehicle crash without injuries was investigated in front of 302 Killingworth Turnpike at 7:19 a.m. Two vehicles collided.

Thursday, May 9

• A 30 year-old New Haven man was arrested at 12:36 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, reckless driving, failure to maintain the proper lane of a multiple lane highway, failure to obey a stop sign, and possession of less than one-half ounce of cannabis.

• A 50 year-old Haddam man was arrested at 9:20 p.m. and charged with disorderly conduct. He was processed and held on a $150,000 surety bond.

Friday, May 10

• A 29 year-old woman of Essex Road was arrested at 2:45 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, traveling unreasonably fast, and failure to display lights.

• A 36 year-old New Britain man was arrested at 8:31 a.m. and charged with violation of a protective order.

• A 72 year-old Essex man was arrested at 1:40 p.m. and charged with criminal mischief in the fourth degree and breach of peace in the second degree.

• A 22 year-old woman of Chittenden Hill Road was arrested at 11:01 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, and making an unsafe movement from a stopped or standing position.

Saturday, May 11

• A 42 year-old Middletown woman was arrested at 2:17 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

Sunday, May 12

• A 19 year-old Somers man was arrested at 8:53 a.m. and charged with breach of peace in the second degree and interfering with an officer/resisting arrest.

Monday, May 13

• A 22 year-old New Haven man was arrested at 1:26 p.m. on a warrant charging him with failure to appear in the second degree. He was processed and held on a $15,000 surety bond.

Wednesday, May 15

• A 57 year-old Old Lyme man was arrested at 12:47 p.m. and charged with two counts of disorderly conduct, two counts of assault in the third degree, one count of strangulation in the third degree, and two counts of unlawful restraint in the second degree.

• A 35 year-old Haddam man was arrested at 9:45 p.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury). He was processed on a $10,000 surety bond.

Thursday, May 16

• A 46 year-old Enfield man was arrested at 10:57 a.m. and charged with illegal possession of explosives and illegal procurement of explosives.

• A 51 year-old Waterbury woman was arrested at 3:23 p.m. and charged with larceny in the fourth degree. She allegedly removed two boxes and one roll of insulation from a state police facility.

• A 25 year-old Higganum man was arrested at 3:54 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs following a local motor vehicle stop.

Monday, May 6

• A 20 year-old Westbrook man was arrested at 5:50 p.m. and charged with possession of cannabis with intent to sell, operating a drug factory, possession of alcoholic beverage by a minor, operating an unregistered motor vehicle, and possession of over one-half ounce of cannabis.

Tuesday, May 7

• A 43 year-old Colchester man was arrested at 1:03 p.m. on a warrant held by Norwich Police. The specific charge of the warrant was not mentioned.

• A 51 year-old man of Boston Post Road was arrested at 5:36 p.m. on a warrant charging him with failure to appear in the second degree.

Wednesday, May 8

• A 47 year-old Bristol woman was arrested at 4:39 p.m. and charged with use or possession of drug paraphernalia.

• A 53 year-old Bristol man was arrested at 4:39 p.m. and charged with use or possession of drug paraphernalia.

• A 25 year-old Terryville man was arrested at 4:39 p.m. and charge with use or possession of drug paraphernalia.

• A 51 year-old Bristol man was issued a misdemeanor summons at 4:39 p.m. for operating a motor vehicle while under license or registration suspension and having a defective windshield following a motor vehicle stop on Boston Post Road.

• A 44 year-old New Haven man was issued a misdemeanor summons at 11:33 a.m. for operating a motor vehicle without a driver’s license and using a hand-held cell phone following a motor vehicle stop on Chalker Beach Road at Boston Post Road.

Friday, May 10

• A 21 year-old Niantic man was arrested at 11:23 a.m. and charged with breach of peace in the second degree on a warrant held by the Old Saybrook Police Department.

• A 22 year-old man and a 28 year-old man, both of East Meadow, New York, were each issued a citation for simple trespass at 220 Middlesex Turnpike.

• A 70 year-old Chester man was issued a citation at 9:45 a.m. for violation of boating regulation at Saybrook Point.

Sunday, May 12

• A 41 year-old Ivoryton woman was arrested at 1:09 a.m. and charged with breach of peace in the second degree on a warrant held by the Old Saybrook Police Department.

• A 59 year-old Milford man was issued a misdemeanor summons at 1:32 a.m. for operating a motor vehicle without insurance, operating a motor vehicle while under license suspension, and failure to obey a control signal.

Monday, May 13

• A 20 year-old Middletown man was arrested at 2:11 p.m. and charged with possession of cannabis with intent to sell, possession of a controlled substance, possession of over ½ ounce of cannabis, and operating a drug factory on a warrant held by the Old Saybrook Police Department.

• A 41 year-old Clinton woman was arrested at 2:25 p.m. and charged with larceny in the sixth degree.

• A 68 year-old man of Hill Street was issued a misdemeanor summons at 7:49 a.m. for operating a motor vehicle while under license or registration suspension and failure to obey a stop sign following a motor vehicle stop on Elm Street at Lynde Street.

• A 61 year-old woman of Woodland Drive was issued a misdemeanor summons at 1:07 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle following a motor vehicle stop on Plum Bank Road at the town beach.

• A 31 year-old man was issued a misdemeanor summons at 6:49 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road.

• A 48 year-old man of Boston Post Road was issued a misdemeanor summons at 8:25 p.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Spencer Plains Road.

• A 61 year-old Westbrook man was arrested at 8:28 a.m. and charged with breach of peace in the second degree.

Thursday, May 16

• A 29 year-old Moodus man was issued a misdemeanor summons at 12:15 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle.

• A 64 year-old man of Maple Avenue was arrested at 2:51 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, failure to have stop lamps, unsafe movement from a stopped or standing position, failure to maintain the proper lane of a multiple lane highway, and possession of narcotics.

• A 26 year-old New Haven woman was issued a misdemeanor summons at 9:53 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, and possession of less ½ ounce of cannabis.

Friday, May 17

• A 30 year-old man of Bayside Road was arrested at 1:09 a.m. and charged with driving while under the influence of alcohol or drugs and traveling unreasonably fast.

• A 30 year-old Putnam man was arrested at 2:44 a.m. and charged with possession of narcotics and possession of a controlled substance.

• A 38 year-old man of Cottage Place was issued a misdemeanor summons at 11:49 a.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, and operating a motor vehicle without a driver’s license.

• A 41 year-old woman of Beaver Damn Trail was arrested at 2:54 p.m. and charged with two counts of risk of injury to a minor, use of possession of drug paraphernalia, and possession of narcotics.

• A 39 year-old Andover man was arrested at midnight and charged with violation of a restraining order

• A 45 year-old Portland man was issued a misdemeanor summons at 11:15 a.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Old Boston Post Road.

• A 28 year-old Norwich man was arrested at 7:22 p.m. on a warrant held by Norwich police. He was turned over to Norwich police.

Tuesday, May 21

• A 36 year-old Clinton man was arrested at 9:04 a.m. and charged with possession of narcotics and use or possession of drug paraphernalia. He was processed on a $250,000 surety bond.

• A 52 year-old Madison woman was issued a misdemeanor summons at 3:09 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Lynde Street.
