The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Jan. 30

No arrests were made.

Thursday, Jan. 31

• A 36 year-old man of Woodcock Lane was arrested at 3:30 p.m. and charged with disorderly conduct.

Friday, Feb. 1

No arrests were made.

• Harassment was investigated on Uncas Road at 12:05 p.m.

Saturday, Feb. 2

• A 29 year-old Westbrook woman was arrested at 11:47 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• A motor vehicle crash with injuries was investigated on East Main Street at Beach Park Road at 6:53 a.m.

• A motor vehicle crash without injuries was investigated on Glenwood Road at 11:06 a.m. between a Ford Fusion and a Subaru Outback. A written warning was issued to one driver.

• A larceny was investigated at 215 East Main Street at 7:04 p.m.

Sunday, Feb. 3

• A 40 year-old man of Seattle, Washington was arrested at 2:33 p.m. and charged with larceny in the sixth degree following an investigation into a theft on Mallard Lane.

• A shoplifting incident was investigated at Stop & Shop, 215 East Main Street, at 2:09 p.m. A man in a blue shirt and green pants carrying a large green bag shoplifted items, refused to remain in the store when confronted, and was last seen headed toward Shop Rite.

• A complaint about an out of control child was investigated at 7:14 p.m. A child was upset over being told to clean up a spoon and an empty yogurt cup in her bedroom. She became even more angry when her parents refused her request for candy until she cleaned up her mess. Police spoke with the child and calmed her down. The girl was “all smiles” when the investigating officer left and the “parents were very satisfied.”

Monday, Feb. 4

No arrests were made.

• A sexual assault was investigated at Jared Eliot Middle School at 3:04 p.m.

Tuesday, Feb. 5

• A 44 year-old man of East Main Street was arrested at 6:13 p.m. and charged with risk of injury to a minor.

• A 20 year-old man of unknown address was arrested at 8:30 p.m. and charged with larceny in the fifth degree, conspiracy to commit larceny in the fifth degree, forgery in the first degree, conspiracy to commit forgery in the first degree, failure to pay or plead a citation, and failure to appear in the second degree.

• Criminal mischief was investigated at 11 Alden Drive at 2:28 p.m. A basement window was broken. It was unknown if the damage was an act of vandalism or an attempted break-in.

• A larceny was investigated at 12 Cedar Road at 2:55 p.m. A front license plate was reportedly stolen.

• Threatening was investigated at 114 East Main Street at 6:20 p.m. Staff members at the community health center were threatened when they refused to fill a man’s prescription. When the man left the building he turned around and said, “Somebody is going to die.”

Wednesday, Jan. 6

• A 43 year-old New Haven man was arrested at 1:45 a.m. and charged with driving while under the influence of alcohol or drugs, possession of greater than one-half ounce of cannabis, possession of drug paraphernalia containing cannabis, operating a motor vehicle without insurance, operating an unregistered motor vehicle, improper use of marker plate, theft of license plates, and failure to pay or plead a citation on an outstanding warrant following a motor vehicle stop on West Main Street.

• A 60 year-old Middletown woman was arrested at 3:45 p.m. and charged with driving while under the influence of alcohol or drugs following motor vehicle stop at Stop & Shop.

• A 26 year-old Cromwell man was arrested at 6:10 p.m. and charged with threating in the second degree.

• Threatening was investigated on College Street at 3:25 p.m. A man allegedly said that he was on his way to kill his girlfriend.

• A larceny was investigated at 112 Nod Road at 7:54 p.m.

Thursday, Jan. 7

No arrests were made.

• Threatening was investigated on Colonial Court at 10:10 a.m. A man received a call from a friend in California who heard from a friend that a woman known to them was going put a bomb in the complainant’s car.

• A larceny via a phone scam was reported at 60 Long Hill Road at 2:24 p.m.

• A larceny was investigated at 20 Killingworth Turnpike at 3:27 p.m. A sales associate admitted to stealing $890 from Finish Line, a business.

• Harassment was investigated below the 100 block of West Main Street at 4:07 p.m.

Friday, Feb. 8

No arrests were made.

• A larceny was investigated at 1 Evergreen Drive at 3:29 p.m. An account was hacked, and several fraudulent charges were made.

• A domestic dispute was investigated on Jefferson Circle at 10:46 p.m.

Saturday, Feb. 9

No arrests were made.

• A young girl became separated from her mother and grandmother while the family was shopping at 20 Killingworth Turnpike at 8:13 p.m. The officer located the mother.

Sunday, Feb. 10

No arrests were made.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 2:06 p.m. Two women stole $450 worth of merchandise from the Nautica Store at Clinton Crossing Premium Outlets. They left before police could arrive.

Monday, Feb. 11

• A 44 year-old man of Elmwood Way was arrested at 11:30 a.m. and charged with conspiracy to commit violation of probation.

• Harassment was investigated at Founders Village at 10:06 a.m.

• A complaint about an older male on Central Avenue entering Pat’s Dry Cleaning (9 Post Office Square) asking for money was investigated at 5:30 p.m. When the man asked for money in the past the complainant gave him spare change. This time the man became argumentative when he was told there was no money. He slammed a door and swore at the complainant. Police located and spoke with the man, who denied the allegation. He also admitted that he needed to stop panhandling and find a job. The man was told that if he returns to the business he will be arrested.

Tuesday, Feb. 12

No arrests were made.

• Criminal mischief was investigated at 201 Killingworth Turnpike at 4:37 a.m. The back of the facility complex was hit by paintballs.

• A shoplifting complaint was investigated at 114 East Main Street at 11:43 a.m. A white male stole a $6.37 Gator sponge sandpaper item.

Wednesday, Feb. 13

No arrests were made.

Thursday, Feb. 14

No arrests were made.

• An assault was investigated on College Street at 3:27 p.m. The assault took place earlier in the day, during the morning hours. Police attempted to serve a warrant but could not located the subject. The accused was later taken into custody by troopers at Troop K.

Friday, Feb. 15

• A 44 year-old Guilford man was arrested at 3 a.m. and charged with disorderly conduct and assault in the third degree.

Saturday, Feb. 16

• A 39 year-old man of Jackson Heights, New York was arrested at 4:10 p.m. and charged with larceny in the fourth degree and possession of greater than one-half ounce of cannabis. A larceny was investigated at 20 Killingworth Turnpike at 3:55 p.m. A man concealed items in a black Under Armor booster bag. He was detained by Saks store security until troopers could arrive and conduct the arrest.

• A 30 year-old man of East Main Street was arrested at 6:59 p.m. and charged with larceny in the sixth degree.

• A larceny was investigated at 16 Tamarack Drive at 5:53 p.m. A fraudulent Verizon account was opened in the complainant’s name.

• An opioid overdose was reported on Stone Wall Lane at 8:51 p.m. A 28 year-old man was revived with Narcan.

Sunday, Feb. 17

• A 53 year-old man of Waterside Lane was arrested at 5:30 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, possession of greater than one-half ounce of cannabis, possession with intent to sell, use or possession of drug paraphernalia, operating a motor vehicle while under license or registration suspension, and operating an unregistered motor vehicle.

• Harassment by a former friend was investigated on Founders Village at 10:06 a.m.

• A larceny was investigated at 140 Killingworth Turnpike at 10:51 a.m. A complainant reported that her wallet was stolen from Glenwood Package Store. She dropped the wallet and surveillance footage showed a name pick up the wallet and walking off with it.

• A larceny was investigated on Beach Road at 11:14 a.m. A complainant reported that she attempted to live with a couple, but the arrangement did not work out. The complainant reported that the couple would not allow her to pick up her personal belongings and furniture from the residence.

Monday, Feb. 18

• A 34 year-old man of Longate Road was arrested at 9:15 p.m. and charged with violation of probation.

Tuesday, Feb. 19 to Wednesday, Feb. 20

No arrests were made.

Thursday, Feb. 21

• A 40 year-old man of Brush Hill Road was arrested at 5 p.m. and charged with risk of injury to a minor, assault in the third degree, and threatening in the second degree. The incident that lead to the arrested occurred on the 100 block of Glenwood Road.

• A 39 year-old man of Whitewood Road was arrested at 6:30 p.m. on a warrant charging him with failure to appear in the second degree.

• A domestic dispute was investigated on Shore Road at 7:14 a.m.

• Harassment was investigated on Shore Road at 11:34 a.m. (This was a different address from the domestic incident earlier in the morning.)

• A larceny was investigated at 20 Killingworth Turnpike at 1:32 p.m. A male stole eight pairs of shoes. He fled the scene in a two-door silver Honda hatchback. The license plate was covered. Police identified the suspect, a 46 year-old New Haven man.

• A complaint about identity theft was investigated at 70 Olde Orchard Road at 6:28 p.m.

Westbrook

Wednesday, Jan. 30

No arrests were made.

• A 63 year-old Clinton man was issued a misdemeanor summons at 8:29 p.m. and charged with operating a motor vehicle while under license or registration suspension and improper use of marker plate following a motor vehicle stop on Boston Post Road.

• A 31 year-old Old Saybrook woman was issued a misdemeanor summons at 9:01 p.m. for operating a motor vehicle while under license or registration suspension.

Thursday, Jan. 31

• A 22 year-old Meriden man was arrested at 6:44 p.m. and charged with larceny in the third degree and taking a payment from a revoked credit card.

• A 30 year-old East Hartford man was arrested on a warrant charging him with burglary in the third degree and stealing a firearm. The victims of the burglary were a 28 year-old man and a 33 year-old woman, both of 530 Essex Road in Westbrook. Items stolen included a $300 PlayStation 4, a $500 silver Mac Book laptop computer, a Smith and Wesson .380 caliber PPKS handgun with serial number 7347BAK, a $150 Nintendo Wii, a $100 Mac iPod Shuffle, and older model Kodak digital camera color red, three pints of Jameson’s Irish Whiskey valued at $35, and a small piece of luggage. Entry was gained by smashing a window. Blood smear evidence was left behind at the scene and used for DNA/latent print analysis.

Friday, Feb. 1 to Saturday, Feb. 2

Sunday, Feb. 3

• An 18 year-old man of Horse Hill Road was arrested at 12:34 a.m. on a warrant charging him with failure to appear ion the first degree. He was processed on a $50,000 surety bond.

• A 50 year-old Haddam man was arrested at 10:34 p.m. and charged with criminal trespass in the first degree, breach of peace in the second degree, and assault in the third degree. The victim sustained injuries to the head.

Monday, Feb. 4

No arrests were made.

Tuesday, Feb. 5

• A 37 year-old man of Chapman Beach Road was arrested at 2:24 p.m. and charged with assault in the third degree, reckless endangerment in the second degree, and strangulation in the third degree. He was processed on a $15,000 surety bond.

• A 22 year-old New Haven man was arrested on a warrant charging him with engaging police in pursuit, operating a motor vehicle while under license or registration suspension, and reckless driving following an investigation into an incident that occurred locally. He was processed on a $25,000 surety bond.

Wednesday, Jan. 6

• A 35 year-old Manchester woman was arrested at 1 p.m. on a warrant charging her with breach of peace in the second degree and assault in the third degree for a local incident that occurred on Oct. 25, 2018. The victim was a 21 year-old woman.

Thursday, Jan. 7

• A 31 year-old Haddam man was arrested at 12:13 a.m. and charged with driving while under the influence of alcohol or drugs and improper parking.

Friday, Feb. 8

• A 48 year-old Waterbury man was arrested at 3:46 p.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury), operating a motor vehicle at too slow a speed, and failure to maintain a reasonable distance apart. The vehicle he rear-ended was operated by a 30 year-old West Hartford woman.

Saturday, Feb. 9

• A 29 year-old New Britain man was arrested on a warrant charging with reckless driving, engaging police in pursuit, passing in a no-passing zone, and failure to obey a stop sign and he was stopped or an unrelated incident. He was processed on a $20,000 surety bond.

Sunday, Feb. 10

Monday, Feb. 11

• A 32 year-old Milford man was arrested at 2:22 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop locally.

Tuesday, Feb. 12

No arrests were made.

• A 23 year-old Chester woman was issued a verbal warning at 3:19 p.m. for traveling too fast for conditions. She was operating a 2003 Chevrolet Tahoe K1500 southbound on Route 145 (Stevenstown Road) near Malabar Road in slippery, snowy conditions, when she lost control of the vehicle and careened into a tree located on the right side of the roadway. No injuries were reported by the driver or observed by the investigating trooper.

Wednesday, Feb. 13

• A 55 year-old Old Saybrook woman was arrested at 5:48 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a one-vehicle crash

• A 26 year-old Middlefield man was arrested at 10 p.m. and charged with criminal mischief in the third degree, interfering with an officer/resisting arrest, assault of a public safety officer, and disorderly conduct following the report of an out-of-control and severely intoxicated man. When troopers located him hiding in a bedroom and attempted to take him into custody, he engaged troopers in a violent physical alternation in which the accused headbutted and spit at troopers. He was processed on a $10,000 surety bond.

Thursday, Feb. 14

• A 50 year-old Clinton man was arrested at 7:32 a.m. on a warrant charging him with two counts of failure to pay or plead a citation.

Friday, Feb. 15 to Saturday, Feb. 16

No arrests were made.

Sunday, Feb. 17

• A 28 year-old Oakdale man was issued a misdemeanor summons at 11:24 a.m. for operating a motor vehicle while under license or registration suspension and speeding. He was operating a Nissan Pathfinder when stopped for speeding.

• Two 14 year-old juveniles were arrested 11:20 a.m. and charged with possession of transmitting child pornography by a minor. Both were processed and released into the custody of their respective parents and referred to the juvenile diversion board.

• A 15 year-old was arrested at 1:42 p.m. and charged with disorderly conduct. The juvenile was processed and released to parental custody.

• A 26 year-old man of Beaver Damn Trail was issued a misdemeanor summons at 1:54 p.m. for operating a motor vehicle while under license or registration suspension and failure to have stop lamps following a motor vehicle stop on Elm Street at Research Parkway.

• A 25 year-old Westbrook man was issued a citation at 6:50 p.m. for two counts of failure to vaccinate for rabies.

Friday, Feb. 1

No arrests were made.

• A 43 year-old Middletown man was issued a citation at 7:43 p.m. for creating a public disturbance at 225 Main Street.

Sunday, Feb. 3

• A 46 year-old Old Lyme man was issued a misdemeanor summons at 12:17 a.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road at Springbrook Road.

• A 19 year-old Old Lyme man was issued a citation at 2:14 a.m. for possession of less than one-half ounce of cannabis (first offense) following an investigation on Ingham Hill Road at Boston Post Road.

• A 30 year-old man of Reno, Nevada was issued a misdemeanor summons at 10:16 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle and improper use of high beams following a motor vehicle stop on Boston Post Road at Middlesex Turnpike.

Monday, Feb. 4

• A 39 year-old man of Tallahassee, Florida was arrested at 12:37 a.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, traveling unreasonably fast, having weapons in a motor vehicle, and possession of less than one-half ounce of cannabis. He was processed and held on a $2,500 surety bond pending arraignment.

Tuesday, Feb. 5

• A 41 year-old East Hartford man was arrested at 11 a.m. and charged with burglary in the third degree, larceny in the sixth degree, and criminal mischief in the third degree on a warrant held by the Old Saybrook Police Department.

• A 25 year-old Clinton man was issued a misdemeanor summons at 3:14 p.m. for operating a motor vehicle while under license or registration suspension and failure to obey a traffic signal on Boston Post Road at Main Street.

Wednesday, Jan. 6

No arrests were made.

• A 51 year-old man of Boston Post Road was issued a misdemeanor summons at 12:25 a.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle without insurance following a motor vehicle stop on Route 166 at Route 1.

• A 19 year-old Niantic man was issued a citation at 12:47 a.m. for use or possession of drug paraphernalia on Ferry Road.

• A 49 year-old man of Spencer Plain Road was issued a citation at 6:08 p.m. for simple trespass and creating a public disturbance on Boston Post Road.

• A 46 year-old Fairfield man was arrested at 1:22 a.m. and charged with driving while under the influence of alcohol or drugs, operating an unregistered motor vehicle, failure to maintain the proper lane of a multiple lane highway, and failure to obey a stop sign.

Saturday, Feb. 9

• A 26 year-old East Hampton woman was arrested at 2:43 a.m. and charged with driving while under the influence of alcohol or drugs, traveling unreasonably fast, and failure to obey a traffic control signal on Main Street at North Main Street.

• A 37 year-old Clinton man was issued a citation at 12:01 a.m. for possession of less than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis following an investigation of Boston Post Road at the railroad bridge.

• A 59 year-old North Branford man was arrested at 10:15 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop in front of 230 Boston Post Road.

Sunday, Feb. 10

• A 25 year-old man of Brooklyn, New York was arrested at 4:58 a.m. and charged with engaging an officer in pursuit and failure to maintain the proper lane of a multiple lane highway.

• A 27 year-old man and a 25 year-old man of the same Boston Post Road residence were arrested at 4:52 p.m. Each man was charged with possession of a controlled substance and use or possession of drug paraphernalia. The 27 year-old was also charged with failure to obey a traffic control signal and failure to renew registration.

• A 35 year-old Centerbrook woman was arrested at 5:41 p.m. and charged with harassment in the second degree under the Domestic Violence Act.

• A 41 year-old woman of Beaver Dam Trail was arrested at 9:20 p.m. and charged with stealing a firearm, burglary in the third degree, and larceny in the third degree on a warrant held by the Old Saybrook Police Department.

• A 57 year-old man of Day Drive was issued a misdemeanor summons at 10:18 a.m. for traveling unreasonably fast, failure to renew registration, and operating a motor vehicle without a driver’s license following a motor vehicle stop on Schoolhouse Road.

Wednesday, Feb. 13 to Thursday, Feb. 14

Friday, Feb. 15

• A 54 year-old woman of Pratt Road was arrested at 10:30 a.m. and charged with driving while under the influence of alcohol or drugs.

• A 41 year-old woman of Beaver Dam Trail was arrested at 1:34 p.m. and charged with violation of a protective order. She was processed and held on a $10,000 bond.

Saturday, Feb. 16

• A 20 year-old woman of Jersey City, New Jersey was arrested at 4:59 p.m. and charged with forgery in the second degree, larceny in the third degree, interfering with an officer, theft of identity, criminal impersonation, illegal use of a credit card, and criminal attempt illegally use a credit card. She was processed and held on a $25,000 surety bond.

• A 27 year-old Clinton woman was issued a misdemeanor summons at 12:54 p.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast.

• A 19 year-old woman and a 20 year-old man, both of North Brunswick, New Jersey, was each issued a citation for creating a public disturbance at 55 Springbrook Road.

Sunday, Feb. 17

• A 57 year-old woman of South Cove Road was arrested at 7:26 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, failure to display two headlights, operating an unregistered motor vehicle, operating a motor vehicle without insurance, and failure to notify change of address after moving.

Monday, Feb. 18

• A 37 year-old man of Bokum Road was arrested at 11:07 p.m. and charged with disorderly conduct under the domestic violence act.

Tuesday, Feb. 19

No arrests were made.

Wednesday, Feb. 20

• A 51 year-old man of Ingham Hill Road was arrested at 6:22 a.m. on a warrant charging him with larceny in the third degree. The warrant was held by Old Saybrook police. He was processed and released after posting a $50,000 surety bond.

• A 41 year-old man of Salt Meadow Lane was arrested at 6:44 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, traveling too fast for conditions, and failure to wear a seat belt in the front seat following a motor vehicle stop on Great Hammock Road.

• A 34 year-old Uncasville woman was issued a misdemeanor summons at 8:04 a.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, and misuse of marker plate following a motor vehicle stop on Boston Post Road at the railroad bridge.

• A 34 year-old Essex man was issued a misdemeanor summons at 4:15 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Elm Street at King Street.

Thursday, Feb. 21

• A 23 year-old man of Mill Rock Road West was arrested at 11:38 a.m. on a warrant charging him with assault in the third degree.

• A 26 year-old Higganum woman was arrested at 6:59 p.m. and charged with possession of narcotics, use or possession of drug paraphernalia, possession of less than one-half ounce of cannabis, and failure to display two headlights.
