Police Incident Report for Nov. 9 to 27


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Friday, Nov. 9

• A 37 year-old Waterbury woman was arrested at 1:48 p.m. and charged with larceny in the fifth degree, illegal possession of a shoplifting device, and conspiracy to commit larceny.

• A 51 year-old Waterbury man was arrested at 3:13 p.m. and charged with larceny in the fifth degree, illegal possession of a shoplifting device, interfering with an officer/resisting arrest, reckless endangerment in the first degree, conspiracy to commit larceny, reckless driving, disobeying the signal of an officer, operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, operating an unregistered motor vehicle, and improper use of marker plate.

• A 61 year-old man of a 229 Killingworth Turnpike apartment was issued a misdemeanor summons at 10:45 a.m. for operating a motor vehicle while under license or registration suspension.

Saturday, Nov. 10

No arrests were made.

Sunday, Nov. 11

• A 46 year-old Madison woman was arrested at 3 a.m. and charged with criminal trespass in the first degree, criminal mischief in the third degree, and breach of peace in the second degree.

Monday, Nov. 12

• A 35 year-old New London man was arrested at 6:45 p.m. and charged with larceny in the sixth degree following a shoplifting incident at Clinton Crossing Outlets.

Tuesday, Nov. 13 to Wednesday, Nov. 14

No arrests were made.

Thursday, Nov. 15

No arrests were made.

• A larceny was investigated at 341 East Main Street at 8:19 a.m. Leaf blowers were taken from the back of the complainant’s shop. He had video evidence of the times of the theft.

• Harassment was investigated at Stop & Shop, 231 East Main Street, at 11:54 a.m.

• Suspicious activity was investigated at 37 Old Mill Road at 1:54 p.m. A complainant reported that an unclothed juvenile female climbed out of a window. Police responded to learn that the girl had walked out of her family trailer to find her cat. The parents were home, and all was in order.

Friday, Nov. 16

No arrests were made.

• A larceny was investigated at 144 East Main Street at 9:30 a.m. A complainant reported that his vehicle was broken into and a lock box containing medical marijuana and other painkillers was stolen from the trunk. The investigating officer noted that the snow around the complainant’s vehicle was undisturbed. The complainant was also told that his own footprints would have been in the snow at the back of the vehicle had he checked the trunk as he so claimed. The complainant became angry when he was told there were no signs of a break-in. He then said he would check his apartment. Police contacted the complainant’s probation officer to inform her of the incident.

• Criminal mischief was investigated at 142 Iron Works Road at 11:46 a.m. A complainant reported that a vehicle damaged her property during the overnight hours. The investigating officer determined that a vehicle had slid off the steep driveway grade and onto the grass because of icy conditions. There was no damage to the lawn. There were no other signs of footprints in the snow around the house.

Saturday, Nov. 17

No arrests were made.

• A larceny was investigated at 3 East Main Street at 12:30 p.m. A white female stole six rings valued at $4 each, a $6 necklace, and a $20 dress.

Sunday, Nov. 18

• A 46 year-old man of Founders Village was arrested at 8:15 a.m. and charged with disorderly conduct.

Monday, Nov. 19

No arrests were made.

Tuesday, Nov. 20

No arrests were made.

• A 27 year-old Greenwich man was issued a misdemeanor summons at 8:31 p.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, and operating an unregistered motor vehicle.

• A report of a suspicious motor vehicle was investigated at 20 Killingworth Turnpike at 4:52 a.m. A mall security guard stopped an officer to report that a male employee of a business in the mall was in the back parking lot and smelled like marijuana. The police officer spoke with the man, a 44 year-old New Haven resident. He said that he smokes marijuana for medical purposes, and he was able to produce his medical card and was cleared of any charges. However, the man had a case history file that required that his parole officer be informed of this incident.

• Criminal mischief was investigated at 143 Glenwood Road at 10:56 a.m. Unknown suspects in a pick-up style truck broke a lock on a gate and entered the upper field at Peters Complex. The vehicle was driven on the field, causing damage. The incident occurred during the overnight hours.

• A larceny was investigated at 16 Stone Wall Lane at 2:14 p.m.

Wednesday, Nov. 21

• A 48 year-old Branford man was arrested at 3:55 p.m. and charged with driving while under the influence of alcohol or drugs and operating a motor vehicle while under license or registration suspension following a motor vehicle stop on River Road.

• A 33 year-old Newington man was issued a misdemeanor summons at 6:43 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Pearl Street.

Thursday, Nov. 22

• A 37 year-old woman of Commerce Street was arrested at 2:15 a.m. and charged with disorderly conduct.

• Criminal mischief was investigated at 61 West Main Street at 1:43 p.m. A tire was punctured.

Friday, Nov. 23

• A 61 year-old Madison man was arrested at 6:50 p.m. and charged with criminal mischief in the third degree and breach of peace in the second degree.

• A 31 year-old man of Beach Park Road was arrested at 10:50 p.m. and charged with driving while under the influence of alcohol or drugs and failure to grant right of way at an intersection.

• A larceny was investigated at 16 Hurd Bridge Road at 8:48 a.m. A woman reported that she was being evicted for non-payment of rent and she believed her landlord took her garbage cans and mailbox.

Saturday, Nov. 24

No arrests were made.

• A complaint about a dog bite on the leg was investigated on Pratt Road near Harbor Parkway at 3:39 p.m.

Sunday, Nov. 25

No arrests were made.

• A 19 year-old man of Providence, Rhode Island was issued a misdemeanor summons at 5:14 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, improper use of marker plate, and operating a motor vehicle without a driver’s license.

• Criminal mischief was investigated at 19 Uncas Road at 4:56 p.m. A caller reported that he returned to his property to remove a vehicle and found a window on the vehicle had been broken.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 7:57 p.m. A man stole two pairs of shoes valued at $130 per pair. Store security followed the suspect but lost him before police could arrive.

Monday, Nov. 26

No arrests were made.

• A larceny was investigated at 20 Killingworth Turnpike at 4:13 p.m. A shoplifter at Calvin Klein was detained until police could arrive.

• A larceny was investigated at 20 Killingworth Turnpike at 6:21 p.m. A Nautica employee reported that a customer stole her cell phone.

Tuesday, Nov. 27

No arrests were made.

• A domestic dispute was investigated on Killingworth Turnpike at 6:24 p.m. A caller reported that her husband showed up, took her credit cards, broke her glasses, went through all her stuff in the house, and make a large mess throughout the house.

Friday, Nov. 9

• No arrests were made.

Saturday, Nov. 10

• A 67 year-old Baltimore man was arrested at 10:25 p.m. on a warrant charging him with failure to appear in the second degree.

Sunday, Nov. 11

• A 34 year-old Preston man was arrested at 1:57 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

Monday, Nov. 12 to Tuesday, Nov. 13

No arrests were made.

Wednesday, Nov. 14

• A 55 year-old Clinton man was arrested at 9:23 a.m. and charged with disorderly conduct and assault in the third degree following a domestic disturbance.

Thursday, Nov. 15

• A 38 year-old Essex man was arrested at 12:52 p.m. and charged with sexual assault in the fourth degree (sexual contact without consent) and unlawful restraint in the second degree. He was processed on a $50,000 surety bond.

• The passing of counterfeit money was investigated at Jo Jo’s Food Mart at 1309 Boston Post Road. A total of six $100 bills deemed to have been counterfeit were seized. The bills had been received at the store during the overnight hours and were not found to be forgeries until the following morning. Surveillance video of the suspects was also seized for evidence to pursue to offenders.

Friday, Nov. 16

• A 53 year-old man of Old Mail Trail was arrested at 5:53 p.m. and charged with two counts of burglary in the third degree and two counts of larceny in the sixth degree.

Saturday, Nov. 17

No arrests were made.

Sunday, Nov. 18

• A 31 year-old Stratford woman was arrested at 9:26 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

Monday, Nov. 19

• A 55 year-old Old Lyme man was arrested at 11:34 a.m. and charged with burglary in the third degree, criminal mischief in the first degree, and larceny in the sixth degree. He was processed on a $10,000 surety bond.

Tuesday, Nov. 20

• A 57 year-old Clinton man was arrested at 5:01 p.m. and charged with driving while under the influence of alcohol or drugs and making an improper turn following a motor vehicle crash on Boston Post Road three-tenths of a mile south of Ripley Hill Road.

• A 52 year-old Durham man was arrested at 7:26 p.m. and charged with disorderly conduct and assault in the third degree.

• A 21 year-old Higganum man was arrested at 7:28 p.m. and charged with driving while under the influence of alcohol or drugs and failure to drive upon the right.

Wednesday, Nov. 21

• A 25 year-old man of Fort Walton Beach, Florida was arrested on a warrant at 11:37 a.m. charging him with risk of injury to a minor, larceny in the second degree, breach of peace in the second degree, and custodial interference. He was processed on a $200,000 surety bond.

• A 39 year-old Groton man was issued a misdemeanor summons at 9:15 p.m. for operating a motor vehicle without insurance.

Thursday, Nov. 22

• A 35 year-old Lyme man was arrested at 1:49 a.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was a fatality), misconduct with a motor vehicle, and possession of less than one-half ounce of cannabis. He was processed on a $75,000 surety bond.

• A larceny was investigated at 314 Flat Rock Place at 1:22 p.m. Two females and one male stole clothing from OshKosh B’gosh. Surveillance video footage was reviewed to aid in the investigation.

Sunday, Nov. 25

No arrests were made.

• A 26 year-old Old Lyme man was issued a citation at 3:03 a.m. for traveling too fast for conditions. He was operating a 2014 BMW 328xi northbound on Toby Hill Road between Johnson Pond Lane and Fairview Road when his tires hydroplaned and he lost control of the vehicle, the vehicle veered left, struck several trees, and turned over. The operator was not injured in the crash.

• A 25 year-old Deep River man was issued a verbal warning at 11:16 a.m. for failure to drive a reasonable distance apart. He was operating a 2016 Chevrolet Silverado K1500 southbound on Route 145 when he struck the rear of a 2017 Toyota Tacoma operated by a 34 year-old New Britain man who was stopped to make a left turn onto Cross Road.

Friday, Nov. 9

• A 37 year-old New London man was arrested at 1:26 a.m. and charged with driving while under the influence of alcohol or drugs and operating a motor vehicle while under license or registration suspension.

• A 41 year-old Middletown man was arrested at 2:39 a.m. and charged with driving while under the influence of alcohol or drugs and operating an unregistered motor vehicle.

• A 26 year-old New London man was issued a misdemeanor summons at 9:18 a.m. for operating a motor vehicle while under license or registration suspension.

• A 34 year-old Norwich man was issued a misdemeanor summons at 4:05 p.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, and operating an unregistered motor vehicle.

Saturday, Nov. 10

• A 36 year-old Chester man was arrested at 1:57 a.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, and traveling unreasonably fast.

• A 50 year-old Niantic man was issued a misdemeanor summons at 9:44 p.m. for reckless driving, improper use of marker plate, and operating a motor vehicle without insurance.

• A 31 year-old New London woman was issued a misdemeanor summons at 9:44 p.m. for reckless driving on Boston Post Road.

Sunday, Nov. 11

• A 46 year-old man of Clinton Avenue was arrested at 2:19 p.m. and charged with disorderly conduct and interfering with a 911 emergency call under the Domestic Violence Act.

• A 52 year-old East Hampton man was arrested at 7:12 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• A 23 year-old man of Boston Post Road was issued a misdemeanor summons at 12:57 a.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, and failure to have brake lamps following a motor vehicle stop on Boston Post Road at Stage Road.

• A 38 year-old woman of Elm Street was issued a misdemeanor summons at 4:37 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle following a motor vehicle stop on Elm Street.

Tuesday, Nov. 13

• A 24 year-old Killingworth woman was arrested at 8:51 p.m. and charged with conspiracy to commit larceny in the sixth degree on a warrant held by Old Saybrook police.

Wednesday, Nov. 14

• A 28 year-old Clinton man was arrested at 5:52 a.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree on a warrant held by old Saybrook police.

• A 41 year-old man of Schoolhouse Road was arrested at 8:41 p.m. and charged with assault in the third degree and disorderly conduct under the Domestic Violence Act. He was also issued a misdemeanor summons for operating a motor vehicle while under license or registration suspension.

• A 33 year-old man of Jamaica, New York was issued a misdemeanor summons at 8:14 a.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Middlesex Turnpike.

• A 40 year-old Westbrook woman was issued a misdemeanor summons at 6:10 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain a reasonable distance apart following motor vehicle stop on Spencer Plains Road at Boston Post Road.

No arrests were made.

• An 18 year-old Chester woman was issued a misdemeanor summons at 9:43 p.m. for operating a motor vehicle while under license or registration suspension and failure to obey a stop sign following a motor vehicle stop on Elm Street at Boston Post Road.

Saturday, Nov. 17

• A 25 year-old Oakdale man was arrested at 10:54 a.m. and charged with larceny in the third degree and issuing a bad check on a warrant held by Old Saybrook police.

• A 22 year-old man of West King Street was arrested at 6:02 p.m. and charged with three counts of violation of probation on three different warrants.

Sunday, Nov. 18

• A 22 year-old Higganum man was arrested at 1:42 a.m. and charged with driving while under the influence of alcohol or drugs and traveling unreasonably fast.

Monday, Nov. 19

• A 28 year-old Clinton man was arrested at 12:25 p.m. and charged with driving while under the influence of alcohol or drugs, possession of cannabis, and use or possession of drug paraphernalia.

• A 28 year-old man of Springbrook Road was arrested on a warrant at 6:28 p.m. charging him with failure to appear in the second degree.

• A 41 year-old woman of Schoolhouse Road was arrested at 8:23 p.m. and charged with strangulation in the third degree, risk of injury to a minor, and disorderly conduct under the Domestic Violence Act.

Tuesday, Nov. 20

No arrests were made.

• A 25 year-old New London man was issued a misdemeanor summons at 12:13 a.m. for operating a motor vehicle while under license or registration suspension, operating an unregistered motor vehicle, and failure to display red rear tail lamps following a motor vehicle stop on Boston Post Road at Route 154.

• A 35 year-old Madison man was issued a citation at 8:49 p.m. for causing a public disturbance on Boston Post Road.

Wednesday, Nov. 21

• A 20 year-old man of Tall Woods Circle was arrested at 1:45 a.m. and charged with possession of a controlled substance. He was processed and released after posting a $2,500 surety bond.

• A 37 year-old Westbrook man was issued a misdemeanor summons at 1:24 a.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, and failure to display plate following a motor vehicle stop on Ingham Hill Road.

Saturday, Nov. 24

• A 29 year-old man of Reservoir Road was arrested at 7:42 p.m. and charged with possession of narcotics. He was processed and released after posting a $1,000 surety bond.

Sunday, Nov. 25

• A 31 year-old Essex woman was arrested at 12:56 a.m. and charged with possession of a controlled substance, possession of less than one-half ounce of cannabis, and traveling unreasonably fast.

Monday, Nov. 26

• A 64 year-old man of George Drive was arrested at 8:13 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• A 29 year-old Middletown man was issued a misdemeanor summons at 3:32 a.m. for operating a motor vehicle while under license and registration suspension following a motor vehicle stop on Lynde Street.

Tuesday, Nov. 27

• A 34 year-old man and a 28 year-old woman were arrested at 2:18 a.m. Each party was charged with breach of peace in the second degree under the Domestic Violence Act. The woman was also charged with assault in the third degree. The man was processed and held on a $2,500 surety bond and the woman was processed and held on a $5,000 surety bond neither could post.
