Police Incident Report for Oct. 17 to Nov. 8


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Oct. 17

• A 24 year-old woman of Greyledge Drive was arrested at 3:24 p.m. and charged with burglary in the third degree, disorderly conduct, and assault in the third degree.

Thursday, Oct. 18

• A 41 year-old Willimantic man was arrested at 3:40 p.m. and charged with driving while under the influence of alcohol or drugs following a motor vehicle stop on River Road near Van Dyke Lane.

• A 41 year-old South Windsor man was arrested at 3:40 p.m. and charged with driving while under the influence of alcohol of drugs following a motor vehicle stop in front of 156 East Main Street.

Friday, Oct. 19

• A 36 year-old man of Old Mill Road was arrested at 6:15 p.m. on a warrant charging him with failure to appear in the second degree. In the same incident he was also charged with two counts of possession of drug with intent to sell, possession of cannabis, and use or possession of drug paraphernalia.

• An appliance fire was reported at 25 Pearl Street at 10:37 p.m. A burner on an electric stove caught fire.

Saturday, Oct. 20

• A 26 year-old woman of Sunnybrook Lane was arrested at 12:59 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of multiple lane highway.

• A 61 year-old Killingworth man was arrested at 5:10 p.m. and charged with driving while under the influence of alcohol or drugs, drinking while driving, and failure to maintain the proper lane of a multiple lane highway.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 9 p.m.

• A domestic dispute was investigated on Rocky Ledge Drive at 9:37 p.m.

Sunday, Oct. 21

• A 34 year-old man of Colonial Court was arrested at 6:30 p.m. and charged with disorderly conduct, assault in the third degree, and strangulation in the third degree.

• A larceny was investigated at 52 James Vincent Drive at 7:55 a.m. A truck was broken into during the overnight hours and the complainant’s wallet was stolen.

• A domestic dispute was investigated on Colonial Court at 6:22 p.m.

Monday, Oct. 22

• A 37 year-old man of High Street was arrested at 5:21 p.m. and charged with criminal trespass in the first degree.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 11:47 a.m.

Tuesday, Oct. 23

No arrests were made.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 11:46 a.m.

Wednesday, Oct. 24

• A 37 year-old Cheshire man was arrested at 4 p.m. and charged with violation of a protective order.

• A 19 year-old Quaker Hill woman was arrested at 4:30 p.m. on a warrant charging her with four counts of failure to appear in the second degree.

Thursday, Oct. 25

• A 38 year-old man of Whitewood Road was arrested at 4:52 p.m. and charged with criminal mischief in the second degree and larceny in the fourth degree.

Friday, Oct. 26

• A 44 year-old woman of Flushing, New York was arrested at 12:45 p.m. and charged with two counts of larceny in the sixth degree.

Saturday, Oct. 27 to Sunday, Oct. 28

No arrests were made.

Monday, Oct. 29

• A 41 year-old man of Beach Park Road was arrested at 12:30 a.m. and charged with driving while under the influence of alcohol or drugs following a motor vehicle stop on West Main Street.

Tuesday, Oct. 30 to Wednesday, Oct. 31

No arrests were made.

Thursday, Nov. 1

No arrests were made.

• Criminal mischief was investigated at 59 Cedar Island Avenue at 9:35 a.m. A vehicle was egged during the overnight hours. The complainant suspected his neighbor.

• A larceny was investigated at 101 Pratt Road at 4:27 p.m. A complainant reported that he received a letter from Social Security to see if he was active with his account. He called the Social Security office in Middletown and they confirmed that his account had been accessed, and that a charge card was opened in his name. The account was shut down before charges were made to it.

Friday, Nov. 2

No arrests were made.

• A domestic dispute between a father and young son was investigated on Brickyard Road at 9:19 p.m. No charges were made. Police talked with the son about the behavior that prompted the parent’s call to police for assistance.

Saturday, Nov. 3

No arrests were made.

• A possible burglary related to a bank foreclosure was investigated on Liberty Ridge at 2:56 p.m. The family was not fully moved out when bank officials arrived with a key to the vacant property and removed personal items belonging to the complainant. It was suggested that the family contact their attorney regarding the incident.

• A domestic dispute was investigated on Killingworth Turnpike at 3:21 p.m.

Sunday, Nov. 4

No arrests were made.

• A 34 year-old East Hartford man was issued a misdemeanor summons at 8:55 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, possession of less than one-half ounce of cannabis, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A larceny was investigated on Commerce Street near East Main Street at 2:48 p.m. The complaint believe that his newspaper was stolen from his paper box.

• A domestic dispute between a boyfriend and girlfriend was investigated on Wildwood Park Road at 5:26 p.m. The dispute was about the personal items of the boyfriend that the girlfriend threw away on him after he told her she could do so.

Monday, Nov. 5

• A 25 year-old man of South High Street was arrested at 1:48 p.m. and charged with larceny in the fifth degree.

• Threatening via a telephone call was investigated on the 200 block of Killingworth Turnpike at 2:35 p.m.

Tuesday, Nov. 6

No arrests were made.

• Criminal mischief was investigated at 81 West Main Street at 5:44 p.m. Flags along the front of the American Legion Hall were vandalized.

Wednesday, Nov. 7

• A 53 year-old Groton man was arrested at 3:53 p.m. and charged with larceny in the second degree.

• A domestic dispute was investigated on Commerce Street at 10:19 p.m. The incident was verbal between the adult girlfriend and boyfriend.

Thursday, Nov. 8

No arrests were made.

• A 28 year-old man of Mohawk Drive was issued a misdemeanor summons at 4 p.m. for reckless driving, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), failure to maintain the proper lane of a multiple lane highway, and using a hand-held cell phone while driving following a motor vehicle crash on East Main Street at Liberty Street.

• A motor-vehicle-related accident was investigated at 115 High Street at 9:24 p.m. A gasoline hose broke off the gas pump after a 33 year-old Chester man attempted to drive away while the nozzle was still inserted into the vehicle. He remained at the scene to discuss the incident with the station attendant, but he would not give his name or information. He drove off when the station attendant went inside the store to report the accident to his boss. Police located the driver and informed him that the station owners did not want to press charges, but they did wanted him to pay $100 for repairs to the pump.

• A tenant/landlord dispute was investigated on Rocky Ledge Drive at 4:33 p.m.

• A complaint about a fraudulent Facebook account opened in the complainant’s name and using his picture was investigated on the 100 block of East Main Street at 6:26 p.m.

Westbrook

Wednesday, Oct. 17

• A 24 year-old Middletown man was arrested at 9:57 a.m. and charged with larceny in the fifth degree.

Thursday, Oct. 18

No arrests were made.

• A 53 year-old Old Saybrook man was issued a written warning at 5:14 p.m. for failure to maintain a reasonable distance apart. He was operating a 2012 Nissan Murano on Route 153 southbound when he struck the rear of a 2018 Porsche Panamera 4 operated by a 58 year-old West Hartford man who was stopped at the traffic light at Boston Post Road.

• A two-vehicle crash was investigated on Essex Road (Route 153) at Norris Avenue. A 78 year-old Massachusetts man was operating a 2013 Toyota Rav4 from Flat Rock Place onto Essex Road when he collided with a 2008 Ford F350 Super Duty operated by a 49 year-old Middlefield man. Charges were withheld pending further investigation.

Friday, Oct. 19

• A 45 year-old man of North Scituate, Rhode Island was arrested at 10:15 p.m. and charged with driving while under the influence of alcohol or drugs.

Saturday, Oct. 20

• A 52 year-old Durham man was arrested at 11:03 p.m. and charged with disorderly conduct and interfering with an officer/resisting arrest.

Sunday, Oct. 21

• A 53 year-old East Lyme man was arrested at 9:46 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

Monday, Oct. 22

• A 36 year-old Lyme man was arrested at 1:49 a.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in with there was a fatality), misconduct with a motor vehicle, and possession of less than one-half ounce of cannabis. He was processed on a $75,000 surety bond. The victim on the case was a 19 year-old Old Saybrook man.

Tuesday, Oct. 23 to Wednesday, Oct. 24

No arrests were made.

Thursday, Oct. 25

• A 55 year-old Madison man was arrested at 7:17 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway.

• A 24 year-old East Haddam man was arrested at 9:57 a.m. and charged with several counts of larceny in the fifth- and sixth degrees.

Friday, Oct. 26

• A 35 year-old Groton man was arrested at 12:11 p.m. and charged with forgery in the second degree.

• A 53 year-old Higganum man was arrested at 9:34 p.m. and charged with criminal mischief in the second degree, illegal discharge of a firearm, and carrying a dangerous weapon.

Saturday, Oct. 27

No arrests were made.

Sunday, Oct. 28

• A 41 year-old Old Lyme man was arrested at 6:19 a.m. and charged with disorderly conduct, assault in the third degree, threatening in the second degree, and unlawful restraint in the first degree following a report of a disturbance. He was processed on a $25,000 surety bond.

• A 57 year-old Durham man was arrested at 11:20 a.m. and charged with disorderly conduct. The alleged victim was a 29 year-old.

• A 31 year-old Stamford man was arrested at 9:19 p.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle at too slow a speed, failure to maintain the proper lane of a multiple lane highway, and possession of less than one-half ounce of cannabis.

Monday, Oct. 29

• A 38 year-old man of East Pond Meadow Road in Westbrook was arrested at 8:57 and charged with disorderly conduct and violation of a protective order.

Tuesday, Oct. 30 to Wednesday, Oct. 31

No arrests were made.

Thursday, Nov. 1

No arrests were made.

• A 26 year-old Clinton man was issued a citation at 6:52 a.m. for failure to obey a stop sign. He was operating a 2006 Dodge Caravan from a stopped position at the end of Interstate 95 exit 54 eastbound off ramp when he struck a 2010 Ford Escape operated by a 46 year-old man of Hunters Ridge. No one was injured in the crash.

• A motor vehicle crash involving a deer was investigated on Essex Road at 7:30 a.m. A 60 year-old man of Seaside Avenue was operating a 2016 GMC Sierra northbound on Route 153 (Essex Road) when he struck a male deer. The officer dispatched the injured deer. The vehicle sustained significant front end damage, but the operator was not injured and declined EMS assistance.

• A 65 year-old man of Oxford Court was issued a written warning at 12:45 p.m. for failure to obey an overhead traffic signal. He was operating a 2007 Cadillac STS off the Interstate 95 westbound off ramp, left (southbound) onto Route 153 when he collided with a 2013 Toyota Tundra operated by a 36 year-old North Branford man. No one was injured in the crash.

Friday, Nov. 2

No arrests were made.

• A 26 year-old Noank man was issued a citation at 2:56 p.m. for unsafe backing. He was operating a 2008 Chevrolet Silverado pick-up truck on Old Clinton Road one-half mile north of North Hammock Rock when he stopped to make a left turn into a driveway, then backed up suddenly and struck the front end of a 2009 Jeep Grand Cherokee Laredo operated by a 36 year-old woman of North Main Street in Ivoryton who was approaching from behind. The Jeep sustained significant front end damage and was towed from the scene. No on was injured in the crash.

• The theft of a white-colored Wells 20-foot box trailer was investigated at Gerry’s Place 2 located on Boston Post Road at 9:17 a.m. The trailer was stolen during the overnight hours. The owner reported that the box trailer has a three foot dent on the left side behind the rear wheels, and the trailer contained tools and racing supplies. The trailer had Connecticut camp trailer registration plate 932754. At 11 a.m. Old Saybrook police reported a similar theft from Westbrook Auto Sales, which shares the building with Gerry’s Place 2. A green 1999 Ford F-250 extended cab truck was stolen from the Westbrook Auto Sales lot.

Monday, Nov. 5

• A 40 year-old North Branford man was arrested at 1:51 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs (his third time arrested for this offense on two prior convictions), evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), operating a motor vehicle without insurance, and failure to maintain the proper lane of a multiple lane highway.

Tuesday, Nov. 6

• A 25 year-old Meriden man was arrested at 11:26 a.m. on a warrant charging him with failure to appear in the second degree.

Wednesday, Nov. 7

No arrests were made.

• A 45 year-old Branford woman was issued a written warning at 2:47 p.m. for failure to obey a traffic control signal and failure to grant right of way at an intersection. No one was injured in the crash.

Thursday, Nov. 8

No arrests were made.

• A 36 year-old man of Chapman Beach Road was issued a misdemeanor summons at 2:01 p.m. for operating a motor vehicle while under license suspension, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), and failure to maintain the proper lane of a multiple lane highway. He was operating a 2007 Toyota Camry westbound on Old Clinton Road just east of Route 145 when he struck an embankment, then several large rocks and small trees before coming to an uncontrolled stop approximately 75 feet off the roadway. The operator was not injured in the crash.

• Criminal mischief was investigated at 956 Boston Post Road at 7:37 a.m. A 2004 Chevy pickup was keyed, and four tires were punctured.

Old Saybrook

Wednesday, Oct. 17

• A 22 year-old man of Winter Park, Florida was arrested at 11:37 p.m. and charged with possession of cannabis. He was processed on a $15,000 surety bond.

Thursday, Oct. 18

No arrests were made.

• A 39 year-old Centerbrook man was issued a misdemeanor summons at 10:05 a.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle while using a hand-held cell phone in a work zone.

• A 52 year-old man of Barley Hill Road was issued a misdemeanor summons at 12:53 p.m. for allowing a dog to roam on Barley Hill Road.

Friday, Oct. 19

• A 15 year-old was arrested at 8:15 p.m. and charged with simple trespass at 60 Sheffield Street. In the same incident a 16 year-old and a 17 year-old were issued citations for simple trespass.

Saturday, Oct. 20

• A 28 year-old man of Reservoir Road was arrested at 6:37 p.m. on a warrant charging him with violation of probation. He was processed on a $25,000 surety bond.

• A 20 year-old woman of Boston Post Road was issued a misdemeanor summons at 4:54 p.m. for operating a motor vehicle while under license or registration suspension.

• A 44 year-old Clinton man was issued a citation at 12:27 a.m. for use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

Sunday, Oct. 21

• A 22 year-old Waterford man was arrested at 12:53 a.m. and charged with illegal possession of a narcotic and traveling unreasonably fast following a motor vehicle stop on Middlesex Turnpike at the Interstate 95 overpass.

Monday, Oct. 22

No arrests were made.

• A 25 year-old Centerbrook man was issued a misdemeanor summons at 5:23 a.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, and failure to obey a traffic signal following a motor vehicle stop on Boston Post Road at Main Street.

Tuesday, Oct. 23

• A 23 year-old woman of Ingham Hill Road was arrested at 1 p.m. and charged with possession of cannabis with intent to sell, possession of great than one-half ounce of cannabis, use or possession of drug paraphernalia, and conspiracy to possess. He was processed on a $25,000 surety bond.

Wednesday, Oct. 24

• A 41 year-old Westbrook man was arrested at 1:49 p.m. and charged with violation of a protective order and harassment in the second degree on a warrant held by old Saybrook police.

Thursday, Oct. 25

• A 20 year-old Westbrook man was arrested at 4:54 p.m. and charged with breach of peace in the second degree.

• A 43 year-old Cromwell man was arrested at 9:03 p.m. and charged with disorderly conduct and violation of a protective order, and interfering with an officer following a domestic violence incident.

Friday, Oct. 26

• A 22 year-old man of West King Street was arrested at 2:35 a.m. and charged with assault in the third degree and breach of peace in the second degree. He was processed and held on a $10,000 surety bond he could not post.

• A 36 year-old new Milford man was arrested at 5:39 p.m. and charged with larceny in the sixth degree.

Saturday, Oct. 27

• A 53 year-old Madison man was arrested at 8:20 p.m. and charged with breach of peace in the second degree on a warrant held by Old Saybrook police.

Sunday, Oct. 28

• A 45 year-old man of Ferry Road was arrested t 4:53 a.m. and charged with disorderly conduct, assault in the third degree, and strangulation in the second degree. He was processed and held in a $10,000 surety bond he could not post.

Monday, Oct. 29

• A 28 year-old man of Denmore Lane was arrested at 1:22 a.m. and charged with possession of a hallucinogen.

• A 67 year-old Old Lyme man was issued a misdemeanor summons at 10:33 a.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) following a motor vehicle crash on Boston Post Road.

• A 33 year-old man of High Street was issued a misdemeanor summons at 9:55 p.m. for operating a motor vehicle while under license or registration suspension and having a tail lamp out following a motor vehicle stop on Elm Street at Research parkway.

Tuesday, Oct. 30

• The following were arrested at 166 Schoolhouse Lane 8:43 p.m. and charged with possession of less than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis: a 16 year-old and two 17 year-olds. The teens were arrested because they were under the age of 18. In the same incident, an 18 year-old of Leada Wood Road was issued a citation for possession of less than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

Wednesday, Oct. 31

No arrests were made.

• A 55 year-old man of Ferry Road was issued a misdemeanor summons at 7:43 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road at Elm Street.

Thursday, Nov. 1

• A 54 year-old man of Boston Post Road was arrested at 3:02 p.m. and charged with breach of peace in the second degree and reckless use of a highway by a pedestrian.

Friday, Nov. 2

No arrests were made.

• A 47 year-old Ivoryton man was issued a citation at 10:21 p.m. for creating a public disturbance at 519 Boston Post Road.

Saturday, Nov. 3

• A 54 year-old man of Boston Post Road was arrested at 7:55 a.m. and charged with breach of peace in the second degree and assault in the third degree.

• A 54 year-old man of Chestnut Circle was arrested at 7:55 p.m. and charged with breach of peace in the second degree.

Sunday, Nov. 4

• A 32 year-old Essex man was arrested at 8:28 p.m. and charged with possession of illegal fireworks, possession of a controlled substance, use or possession of drug paraphernalia, failure to keep a prescription drug in its original container, and possession of less than one-half ounce of cannabis. He was processed and held on a $1,500 surety bond pending court arraignment on the following day.

Monday, Nov. 5

• A 52 year-old woman of North Main Street was arrested at 10:14 p.m. and charged with disorderly conduct under the Domestic Violence Act.

Tuesday, Nov. 6

• A 33 year-old man of Aberdeen, New Jersey was arrested at 7:56 a.m. and charged with larceny in the first degree. He was processed and released after posting a $35,000 surety bond.

• A 62 year-old man of Main Street was issued a citation at 2:43 p.m. for creating a public disturbance on College Street at Marina Point Drive.

Wednesday, Nov. 7

• A 47 year-old Essex woman was arrested at 9:50 p.m. and charged with 9:50 p.m. and charged with reckless driving, engaging police in pursuit, interfering with an officer/resisting arrest, driving while under the influence of alcohol or drugs, possession of drug paraphernalia, breach of peace in the second degree, and criminal mischief in the third degree.

Thursday, Nov. 8

• A 63 year-old man of Sea Lane was arrested at 2:34 a.m. and charged with driving while under the influence of alcohol or drugs.

• A 75 year-old man of Gregory Place was arrested at 5:45 p.m. and charged with larceny in the sixth degree and criminal mischief in the third degree.

• A 39 year-old man of King Street was arrested at 8:01 p.m. and charged with assault in the third degree and disorderly conduct under the Domestic Violence Act.

• A 65 year-old woman of Soundview Avenue was issued a misdemeanor summons at 4:13 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident).
