Police Incident Report for Sept. 11 to 25


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Tuesday, Sept. 11

• A 34 year-old Derby woman was arrested at 9:22 p.m. and charged with identity theft in the second degree, identity theft in the third degree, charging less than $500 on a revoked credit card, and four counts of larceny in the sixth degree.

• Threatening was investigated on Brickyard Road at 4:23 p.m. A physical threat was made via an Instagram message.

• A sexual assault was investigated at 8:08 p.m. A complainant at the Middlesex Hospital Shoreline Medical Clinic in Westbrook stated that she was sexually abused by her father 10 years earlier.

Wednesday, Sept. 12

• An 18 year-old New Haven man was arrested at 11:43 a.m. and charged with larceny in the sixth degree, conspiracy to commit larceny in the sixth degree, credit card theft, credit card fraud, receipt of goods or services obtained from illegal use of a credit card, and identity theft in the third degree.

Thursday, Sept. 13

No arrests were made.

Friday, Sept. 14

• A 20 year-old Middletown man was arrested at 1:45 a.m. and charged with possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia.

• A report of a larceny was investigated at 23 Old Mill Road at 5:49 p.m. A UPS package from Amazon delivered to the wrong address was kept by the accidental recipient. He told the UPS driver they did not have the package. When police investigated, the accidental recipient stated that when he called Amazon he was told to keep the package and they would send out another one to the right address. He then handed the package over to police. Police informed the accidental recipient that if he tried to keep a mis-delivered package in the future he could be arrested for larceny. The package was turned over to the proper recipient, who reported that nothing was missing from the delivery.

• A report of a dog bite was investigated at 30 Grove Street at 7:44 p.m.

Saturday, Sept. 15

No arrests were made.

Sunday, Sept. 16

No arrests were made.

• A larceny was investigated at 9 Chapman Mill Pond Road at 2:05 p.m. The complainant believed that a plumber took a garden hose from his property while preparing the dwelling for the winter.

• A shoplifting incident was investigated at 215 East Main Street at 3:06 p.m. A carriage filled with groceries was stolen.

Monday, Sept. 17

• An 18 year-old man of High Street was arrested at 1:37 p.m. and charged with breach of peace in the second degree, violation of a protective order, and threatening in the second degree.

• A larceny was investigated at 88 East Main Street at 1:27 p.m. The complainant reported being scammed out of $1,340 by a man known as Frank, who was on a boat heading to the Philippines and wanted to buy a painting from the complainant for his wife.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 6:19 p.m. A complainant reported that a 14 year-old and her family attempted to shoplift three shirts from the Calvin Klein store.

Tuesday, Sept. 18

• A 24 year-old Madison woman was arrested at 11:30 a.m. and charged with larceny in the sixth degree and forgery in the second degree.

• The theft of a 2018 GMC Yukon SLT was investigated at 28 Neck Road a 7:10 a.m.

Wednesday, Sept. 19

• A 57 year-old homeless man was arrested at 5:06 a.m. and charged with violation of conditions of release in the second degree and violation of a protective order.

• A 41 year-old man of River Road was arrested at 2:03 p.m. and charged with risk of injury to a minor and assault in the third degree. In the same incident a 42 year-old woman of the same residence was arrested at 2:56 p.m. and charged with risk of injury to a minor.

Thursday, Sept. 20

• A 19 year-old Stamford woman was arrested at 1 p.m. on a warrant charging her with larceny in the sixth degree.

• A 53 year-old Stamford man was arrested at 1:50 a.m. and charged with larceny in the sixth degree, illegal possession of a shoplifting device, interfering with an officer/resisting arrest, and conspiracy to commit larceny in the sixth degree by shoplifting.

• A 36 year-old Bridgeport woman was arrested at 1:58 p.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree.

Friday, Sept. 21

• A 47 year-old woman of Beach Park was arrested at 4:10 p.m. and charged with disorderly conduct.

• A 51 year-old Colchester man was arrested at 5:05 p.m. and charged with disorderly conduct.

Saturday, Sept. 22

• A 40 year-old man of Northhampton, Massachusetts was arrested at 3:37 p.m. and charged with driving while under the influence of alcohol or drugs and drinking while driving.

Sunday, Sept. 23

No arrests were made.

Monday, Sept. 24

• A 27 year-old New Haven man was arrested at 6 a.m. and charged with sale of illegal drugs, risk of injury to a minor, sexual contact with a person under the age of 13, and sexual assault in the second degree.

Tuesday, Sept. 25

Wednesday, Sept. 12

• An 18 year-old New Haven woman was arrested at 8:32 p.m. and charged with disorderly conduct, assault on a public safety officers, interfering with an officer/resisting arrest, and reckless driving.

Thursday, Sept. 13

No arrests were made.

• A larceny was investigated at the Westbrook Outlets at 314 Flat Rock Place at 3:29 p.m. Two beverage vending machines (a Coke machine and a Dasani machine) were broken into and an unknown amount of money was taken. The case was still under investigation at press time.

Friday, Sept. 14

• A 28 year-old Shelton man was arrested at 7:59 p.m. and charged with driving while under the influence of alcohol or drugs and unsafe passing.

• A 65 year-old Clinton man was arrested at 11:37 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and making an improper turn following a motor vehicle crash (vehicle into a pole) on Pequot Park Road. He admitted to driving while intoxicated and failed a standardized field sobriety test.

Saturday, Sept. 15

• A 41 year-old Old Saybrook woman was arrested at 6:31 p.m. and charged with criminal mischief in the third degree and disorderly conduct.

• An 18 year-old man of Coldspring Drive was arrested at 8:49 p.m. and charged with using a motor vehicle without permission, disorderly conduct, assault in the third degree, and threatening in the second degree.

• A 47 year-old Hamden man was issued a citation at 10:30 a.m. for failure to maintain a reasonable distance apart. He was operating a 2012 Honda Civic LX westbound on Spencer Plains Road near Plymouth Road when he struck the rear of a 2009 Toyota Rav4 LTD operated by a 50 year-old Clinton woman. An 82 year-old Old Saybrook man, who was a passenger onboard the Toyota, complained of minor back pain but refused treatment.

• An unidentified operator of a Kia Cadenza Premium was issued a written warning at 11:17 a.m. for failure to grant right of way at an intersection. He collided with a 2007 Volvo C70 T5 operated by a 61 year-old woman of Osprey Circle.

Sunday, Sept. 16

• A 33 year-old Old Lyme man was arrested at 3:54 p.m. and charged with disorderly conduct, assault in the third degree, and unlawful restraint in the second degree. He was processed on a $50,000 surety bond.

Monday, Sept. 17 to Wednesday, Sept. 19

No arrests were made.

Thursday, Sept. 20

• A 53 year-old man of Sanford, Florida was arrested at 4:16 a.m. and charged with reckless driving following a motor vehicle stop in Westbrook.

• A 67 year-old Branford woman was arrested at 4:57 p.m. on a warrant held by the Department of Labor charging her with failure to pay weekly wages of greater than $2,000. She was processed and released after posting a $10,000 surety bond and issued an Oct. 2 court date at New Haven Superior Court.

Friday, Sept. 21

No arrests were made.

Saturday, Sept. 22

• A 62 year-old Derby woman was arrested at 5:10 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway. She was stopped my troopers for erratic driving. She consented to and failed a standardized field sobriety test.

Sunday, Sept. 23

No arrests were made.

Monday, Sept. 24

• A 44 year-old New Haven man was arrested at 6:43 p.m. and charged with driving while under the influence of alcohol or drugs following a motor vehicle stop in Westbrook for erratic driving. He consented to and failed a standardized field sobriety test.

Tuesday, Sept. 25

• A 46 year-old woman of Spencer Plains Road was arrested at 10:08 a.m. and charged with violation of a protective order.

• A 30 year-old Ledyard man was arrested at 11:23 a.m. and charged with extraction arrest on a warrant out of Arkansas. He was processed and released after posting a $50,000 surety bond.

• A 38 year-old Preston woman was arrested at 12:28 p.m. and charged with risk of injury to a minor, disorderly conduct, assault in the third degree, and reckless endangerment in the second degree.

Old Saybrook

Tuesday, Sept. 11

• A 24 year-old New Haven man was arrested at 8:55 a.m. and charged with criminal possession of ammunition and use or possession of drug paraphernalia. He was processed on a $15,000 surety bond. In the same incident a 21 year-old Clinton man was issued a citation for use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A 33 year-old Madison man was arrested at 8:20 p.m. and charged with possession of more than four ounces of cannabis, use or possession of a controlled substance or hallucinogen, and having an improper number of headlights.

• A 27 year-old man of Reservoir Road was arrested at 9:15 p.m. and charged with driving while under the influence of alcohol or drugs and operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Middlesex Turnpike at the Route 9 underpass.

Wednesday, Sept. 12

• A 23 year-old Westbrook woman was arrested at 11:03 p.m. on a warrant charging her with failure to appear in the second degree.

• A 48 year-old Westbrook woman was arrested at 12:42 p.m. and charged with two counts of violation of a protective order.

• A 17 year-old and a 15 year-old were arrested at 1:14 p.m. Each juvenile was charged with breach of peace in the second degree, threatening in the second degree, two counts of conspiracy to commit threatening in the second degree, intimidation based on bigotry or bias, and possession of transmission of child pornography by a minor.

Thursday, Sept. 13

• A 59 year-old Madison woman was arrested at 10:52 a.m. and charged with breach of peace in the second degree and threatening in the second degree.

• A 43 year-old Hartford woman was issued a misdemeanor summons at 8:08 p.m. for operating a motor vehicle without insurance following a motor vehicle stop on Main Street at Old Boston Post Road.

Friday, Sept. 14

No arrests were made.

Saturday, Sept. 15

• A 50 year-old Preston man was arrested at 9:11 p.m. and charged with driving while under the influence of alcohol or drugs and making an improper U-turn on Boston Post Road at Middlesex Turnpike.

• A 56 year-old Essex man was issued a misdemeanor summons at 6:33 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, and having an obstructed view through the windshield following a motor vehicle stop on Middlesex Turnpike at Reservoir Road.

• A 44 year-old man of Day Drive was arrested at 10:13 p.m. and charged with breach of peace in the second degree.

Sunday, Sept. 16

No arrests were made.

Monday, Sept. 17

• A 63 year-old woman of Lookout Hill Road was arrested at 1:12 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• An 18 year-old Middletown man was arrested at 6:30 p.m. and charged with theft of a firearm, conspiracy to steal a firearm, breach of peace in the second degree, and two counts of risk of injury to a minor. In the same investigation, a 17 year-old, a 15 year-old, and a 13 year-old were arrested. Each of the three juveniles were charged with theft of a firearm and conspiracy to steal a firearm.

Tuesday, Sept. 18

• A 25 year-old Old Lyme woman was arrested at 2:34 p.m. and charged with burglary in the third degree, criminal trespass in the first degree, larceny in the sixth degree, and breach of peace in the second degree. She was processed on a $15,000 surety bond.

• A 42 year-old man of Cinnamon Ridge was arrested at 5:42 p.m. and charged with disorderly conduct, unlawful restraint, interfering with an officer, assault in the third degree on a person aged 60 or older or who is pregnant or handicapped, threatening in the second degree, disorderly conduct, and two counts of risk of injury under the Domestic Violence Act. He was processed on a combined $300,000 surety bond.

• A 52 year-old man of Barley Hill Road was issued a citation at 1:53 a.m. for allowing a dog to roam on Barly Hill Road.

Friday, Sept. 21

• A 29 year-old Shelton woman was arrested at 1:28 a.m. and charged with driving while under the influence of alcohol or drugs and speeding.

Saturday, Sept. 22

No arrests were made.

Sunday, Sept. 23

• A 47 year-old man of Currumbin, Australia was arrested at 1:43 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway. He was processed and held on a $5,000 surety bond that he could not post and presented in Middletown Superior Court on the following day.

Monday, Sept. 24

• An 18 year-old New Britain man was arrested at 9:15 p.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, traveling unreasonably fast, possession of alcoholic beverage by an under-age person, possession of less than one-half ounce of cannabis, and possession of a controlled substance or hallucinogen.
