Police Incident Report for Aug. 29 to Sept. 10


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Aug. 29

No arrests were made.

Thursday, Aug. 30

• A 57 year-old man of Uncas Road was arrested at 10:13 a.m. and charged with disorderly conduct and assault in the third degree.

• A 50 year-old Norwich man was arrested at 8 p.m. and charged with larceny in the sixth degree.

• A 24 year-old man of Liberty Place was issued a misdemeanor summons at 5:40 p.m. for operating a motor vehicle while under license or registration suspension, operating an unregistered motor vehicle, and failure to notify the Department of Motor Vehicles of change of residential address.

• Threatening was investigated on Hide-A-Way at 3:20 p.m.

• A larceny was investigated at 229 Killingworth Turnpike at 3:38 p.m. A woman admitted to stealing more than $500 from her mother-in-law’s bank account.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 5:57 p.m. The lone male suspect was pursued on foot and a K9 officer was called to help.

Friday, Aug. 31

• A 43 year-old man of Old Post Road was arrested at 5:17 a.m. and charged with violation of conditions of release in the second degree. Later the same day, at 4 p.m., he was charged with disorderly conduct.

• A sex offender registration was reported on the 100 block of East Main Street at 10:55 a.m.

• A domestic dispute was investigated on Long Hill Road at 3:48 p.m. A man was outside the residence, intoxicated, yelling, and causing a disturbance.

Saturday, Sept. 1

No arrests were made.

• Violation of a protective order was investigated on Old Post Road at 5:17 a.m.

• A larceny was investigated at 17 Cream Pot Road at 8:36 a.m. A complainant reported that someone dug up and stole wildflowers that she believed were growing on her property at the corner of Cream Pot and Hurd Bridge roads.

Sunday, Sept. 2

No arrests were made.

• Criminal mischief was investigated at 80 River Road at 6:37 p.m. Three solar lights were broken, and a chair was left in the backyard. A burglary of a shed on the property occurred a few weeks earlier.

• Criminal mischief was investigated at 97 Evergreen Park at 7:28 p.m.

• A domestic dispute was investigated on Cow Hill Road at 8:26 p.m. A woman reported that her 12 year-old son kicked and punched her, and that she was bleeding as a result.

Monday, Sept. 3

• A 24 year-old woman of New York, New York was arrested at 6 p.m.

• A 57 year-old man of Cow Hill Road was arrested at 7:15 p.m. and charged with disorderly conduct.

• A 37 year-old man of Marine Avenue was arrested at 7:30 p.m. and charged with risk of injury to a child, criminal mischief in the third degree, disorderly conduct, strangulation on the second degree, and unlawful restraint in the second degree.

• A larceny was investigated at 240 East Main Street at 8:22 a.m.

• A larceny was investigated at 41 Hammock Parkway at 11:56 a.m. A three-year-old’s bicycle was stolen from the beach on West Road. The complainant reported seeing the bike in front of an Uncas Road location. Police learned that a 9 year-old girl saw the bike at the beach and rode it home. Police sat with the girl and explained the seriousness of taking things that did not belong to her. The girl said she understood and police suggested she write an apology letter to the little girl whose bike she took. The girl wrote the apology letter, which police delivered to the caller and his young daughter. No further action was taken.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 3:32 p.m. A group of seven people were observed on cameras stealing $4,000 worth of clothes, which they placed into booster bags.

Tuesday, Sept. 4

• An 80 year-old woman of Willow Road was arrested at 12:25 p.m. and charged with disorderly conduct and assault in the third degree.

• A 29 year-old man of Brooklyn, New York was arrested at 5 p.m. and charged with conspiracy to commit an unspecified misdemeanor.

Wednesday, Sept. 5

No arrests were made.

Thursday, Sept. 6

• A 28 year-old Westbrook man was arrested at 10:20 a.m. and charged with possession of a controlled substance with intent to sell, possession of greater the one-half ounce of cannabis, possession of drugs near a school, and use or possession of drug paraphernalia.

• A 33 year-old man of West Main Street was arrested at 1 p.m. on a warrant charging him with sale of hallucinogens, sale of a controlled substance, and possession of greater than one-half ounce of cannabis.

Friday, Sept. 7

No arrests were made.

• Criminal mischief was investigated at 113 Harbor Parkway at 9:40 a.m. An unlocked vehicle was entered during the overnight hours. Nothing was taken.

• A larceny was investigated at 110 Harbor Parkway at 10:07 a.m. Two unlocked vehicles were entered and ransacked. A wallet was taken from one of the vehicles. Police remind vehicle owners to never leave personal items of value inside vehicles at any time.

• Harassment was investigated on Killingworth Turnpike at 10:26 a.m. Unwanted text and Snapchat messages were received by the complainant.

Saturday, Sept. 8

No arrests were made.

• A 22 year-old Bridgeport man was issued a misdemeanor summons at 3:21 a.m. for operating a motor vehicle while under license or registration suspension.

• A larceny was investigated at 57 James Vincent Drive at 7:48 a.m. Vehicles were entered during the overnight hours.

• A larceny was investigated at 154 West Main Street at 2:55 p.m. A man driving a dark-colored pickup truck pumped $70.45 worth of gasoline and drove off without paying for it. Details of the incident were caught on video, and a copy was given to police.

Sunday, Sept. 9

• A 57 year-old Clinton woman was arrested at 2 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway.

• A 24 year-old woman of West Main Street was arrested at 9:22 p.m. and charged with possession of greater than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.

• A shoplifting incident was investigated at the Calvin Klein outlet store at 20 Killingworth Turnpike at 4:58 p.m.

Monday, Sept. 10

No arrests were made.

• A chimney fire was reported at 86 Old Post Road at 1:05 p.m.

• A larceny was investigated at 115 Old Nod Road at 1:32 p.m. A vehicle was broken into during the overnight hours.

• A larceny was investigated at 33 East Main Street at 3:27 p.m. A vehicle was entered and ransacked during the overnight hours.

• A larceny was investigated at 56 West Main Street at 5:40 p.m. A woman lost her cell phone and was then contacted by a man after he found the phone. When she retrieved the phone from a third party at a gas station she discovered the phone’s SIM card had been removed.

• A domestic dispute was investigated on Lockwood Drive at 6:23 p.m. There was no probable cause of arrest in the case.

Westbrook

Wednesday, Aug. 29 to Friday, Aug. 31

No arrests were made.

Saturday, Sept. 1

• A 72 year-old man of Longmeadow, Massachusetts was arrested at 5:22 p.m. and charged with breach of peace in the second degree and assault in the third degree. The accused was trying to help a boater dock at the Westbrook Marine Center when a verbal argument began, and the accused knocked the other man in the mouth twice with his elbow causing a cut. The victim called police to report the incident and the accused left the scene. The accused was located a short time later at the Westbrook Elks Lodge and place under arrest.

Sunday, Sept. 2

• A 28 year-old Northford man was arrested at 6:53 p.m. and charged with driving while under the influence of alcohol or drugs and reckless driving. Police conducted a traffic stop after observed a vehicle being operated erratically. The accused consented to and failed a standardized field sobriety test.

• A 42 year-old Bridgeport man was arrested at 7:32 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple-lane highway. Several cell phone callers reported erratic driving. Troopers stopped the accused and administered a standardized field sobriety test, to which he consented and failed.

• A hit-and-run incident was investigated a Pilot’s Point Marina at 7:34 p.m. A complainant reported that he was struck in the North Gate parking lot of the marina by a white van that fled the scene. The van was located several minutes later. However, the complainant displayed signs of intoxication and later claimed that he was not struck by the van, and instead had fallen off his boat. No enforcement action was taken against the operator of the white van. The drunken boater was transported to the Middlesex Hospital Shoreline Medical Clinic in Westbrook for evaluation.

Monday, Sept. 3

No arrests were made.

• A 28 year-old New London man was issued a misdemeanor summons at 10:44 a.m. for reckless driving and failure to carry an operator’s license.

Tuesday, Sept. 4

No arrests were made.

Wednesday, Sept. 5

• A 21 year-old Wallingford man was arrested at 6:02 p.m. and charged with violation of a restraining order.

Thursday, Sept. 6

No arrests were made

• A 62 year-old man of West Pond Meadow Road was issued a misdemeanor summons at 11:09 p.m. for evading responsibility in the operating of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury) and unsafe backing.

Friday, Sept. 7

• A 55 year-old Durham man was arrested at 11:30 a.m. and charged with disorderly conduct and assault in the third degree.

Saturday, Sept. 8

No arrests were made.

Sunday, Sept. 9

• A 21 year-old Higganum man was arrested at 12:50 a.m. and charged with reckless driving, operating a motor vehicle while under the influence of alcohol or drugs, and failure to maintain the proper lane of a multiple-lane highway.

• A 26 year-old New Haven woman was arrested at 1:59 p.m. on warrants charging her with larceny in the fifth degree and larceny in the sixth degree for thefts she committed at the Sunglasses Hut stores at 314 Flat Rock Place in Westbrook and 20 Killingworth Turnpike in Clinton.

Monday, Sept. 10

• A 52 year-old Durham man was arrested at 12:30 p.m. and charged with larceny in the sixth degree, disorderly conduct, and threatening in the second degree.

• A 47 year-old Bristol man was arrested at 1:55 p.m. and charged with two counts of negligent homicide with a motor vehicle and failure to maintain a reasonable distance apart. He was processed on a $10,000 non-surety bond.

Old Saybrook

Wednesday, Aug. 29

• A 52 year-old Branford man was arrested at 8:58 a.m. and charged with breach of peace in the second degree.

• A 19 year-old Middletown man was arrested at 7:13 p.m. and charged with driving while under the influence of alcohol or drugs, traveling unreasonably fast, possession of less than one-half ounce of cannabis, and use or possession of drug paraphernalia following a motor vehicle stop on Boston Post Road at Roamtree Drive.

Thursday, Aug. 30

• A 40 year-old Clinton man was arrested at 1:01 p.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle without a driver’s license, use or possession of drug paraphernalia, possession of cannabis, and having an obstructed view through the windshield following a motor vehicle stop on River Street at Boston Post Road.

• A 46 year-old woman of Edmund Street was arrested at 3:58 p.m. and charged with driving while under the influence of alcohol or drugs, traveling unreasonably fast, and failure to drive right on Main Street at Shepard Street.

• A 64 year-old Clinton man was arrested at 7:25 p.m. and charged with driving while under the influence of alcohol or drugs and breach of peace in the second degree at 1370 Boston Post Road.

• A 25 year-old Clinton woman was issued a misdemeanor summons at 12:18 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle on Boston Post Road at Saybrook Point Inn.

Friday, Aug. 31

• A 20 year-old New London woman was arrested at 7:56 p.m. and charged with driving while under the influence of alcohol or drugs, possession of less than one-half ounce of cannabis (second time charged with this offense), and use or possession of drug paraphernalia following a motor vehicle stop on Ingham Hill Road at Elm Street.

• A 30 year-old Essex woman was arrested at 8:10 p.m. and charged with driving while under the influence of alcohol or drugs following a motor vehicle stop on Elm Street at Ingham Hill Road.

• A 28 year-old Stamford man was arrested at 9:35 p.m. and charged with driving while under the influence of alcohol or drugs, possession of narcotics, possession of a controlled substance, and operating an unregistered motor vehicle following a motor vehicle stop on Boston Post Road at Interstate 95.

• A 19 year-old Westbrook man was arrested at 9:46 p.m. and charged with driving while under the influence of alcohol or drugs, possession of narcotics, possession of alcohol by a minor, and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Boston Post Road at the railroad bridge.

• A 27 year-old Salem man was arrested at 10:36 p.m. and charged with possession of narcotics and use or possession of drug paraphernalia at 92 Boston Post Road.

• A 30 year-old Branford man was issued a misdemeanor summons at 5:57 p.m. for operating a motor vehicle while under license or registration suspension and evading responsibility in the operating of a motor vehicle (fleeing the scene of an accident) following a motor vehicle crash on Boston Post Road at Saybrook Junction.

Saturday, Sept. 1

• A 37 year-old Hamden man was arrested at 12:28 a.m. and charged with possession of a controlled substance and operating a motor vehicle while under license or registration suspension following a motor vehicle stop in front of 1654 Boston Post Road.

• A 41 year-old Avon man was arrested at 1:33 a.m. and charged with driving while under the influence of alcohol or drugs and speeding.

• A 38 year-old Norwich man was arrested at 12:52 a.m. and charged with driving while under the influence of alcohol or drugs and operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road at Spencer Plain Road.

• A 66 year-old man of Sheffield Street was arrested at 12:54 a.m. and charged with driving while under the influence of alcohol or drugs following a motor vehicle stop on Boston Post Road at Spencer Plain Road.

Sunday, Sept. 2

• A 31 year-old woman of Worcester, Massachusetts was arrested at 3:28 p.m. and charged with driving while under the influence of alcohol or drugs.

• A 41 year-old Jewett City woman was arrested at 2:42 p.m. on a warrant charging her with failure to appear in the second degree.

Monday, Sept. 3

• A 65 year-old Bristol man was arrested at 2:48 p.m. and charged with breach of peace in the second degree. He was processed and released after posting a $1,500 surety bond.

Tuesday, Sept. 4

No arrests were made.

Wednesday, Sept. 5

• A 32 year-old Essex man was arrested at 10:50 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• A 30 year-old Willimantic woman was issued a misdemeanor summons at 10:22 p.m. for operating a motor vehicle without insurance and traveling unreasonably fast following a motor vehicle stop on Ferry Road.

No arrests were made.

Friday, Sept. 7

• A 21 year-old Ivoryton woman was arrested at 8:35 p.m. and charged with driving while under the influence of alcohol or drugs, possession of cannabis, use or possession of drug paraphernalia, and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Middlesex Turnpike at Bokum Road.

• A 32 year-old woman of Sunset Terrace was issued a misdemeanor summons at 4:38 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle.

Saturday, Sept. 8

• A 63 year-old man of Jacksonville, Florida was arrested at 12:47 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Middlesex Turnpike at the Interstate 95 overpass.

• A 40 year-old Portland man was arrested at 6:15 a.m. and charged with breach of peace in the second degree and simple trespass.

Sunday, Sept. 9

• A 32 year-old man of Dogwood Lane was arrested at 2:28 p.m. and charged with disorderly conduct, assault in the third degree, and unlawful restraint under the Domestic Violence Act.

• A 56 year-old Westbrook man was issued a misdemeanor summons at 6:57 p.m. for operating a motor vehicle while under license or registration suspension, traveling unreasonably fast, and failure to carry a driver’s license following a motor vehicle stop on Boston Post Road.

• A 51 year-old New Haven man was issued a misdemeanor summons at 8:28 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Boston Post Road at Elm Street.

Monday, Sept. 10

• A 53 year-old woman of Main Street was arrested at 8:06 p.m. on warrants charging her with failure to appear in the second degree and failure to pay or plead a citation.

• A 38 year-old Essex woman was issued a misdemeanor summons at 10:56 a.m. for operating a motor vehicle while under license or registration suspension and failure to have stop lamps following a motor vehicle stop on Boston Post Road at Main Street.
