The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Jan. 17

• A 37 year-old man of Allen Road was arrested at 9:45 p.m. and charged with disorderly conduct and assault in the third degree on a person age 60 or older or who is pregnant or handicapped.

Thursday, Jan. 18

• A 31 year-old woman of Holyoke, Massachusetts was arrested at 3 p.m. and charged with larceny in the fifth degree, conspiracy to commit larceny in the fifth degree, and illegal possession of a shoplifting device.

• A burglary was investigated at 43 Maplewood Drive at 12:41 a.m.

• A motor vehicle theft was investigated at 32 Cedar Island Avenue at 8:14 a.m.

• A larceny was investigated at 59 Old Post Road at 9 a.m.

Friday, Jan. 19

• A 52 year-old man of Lionel Avenue was arrested at 12:58 p.m. and charged with driving while under the influence of alcohol and drugs and possession of a cannabis-type substance following a motor vehicle stop in front on 20 Killingworth Turnpike.

• A 29 year-old woman of Holyoke, Massachusetts was arrested at 3 p.m. and charged with larceny in the fifth degree, conspiracy to commit larceny in the fifth degree, and illegal possession of a shoplifting device.

• A larceny was investigated at 6 Willow Lane at 11:54 a.m.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 2:49 p.m.

• A larceny was investigated at 170 East Main Street at 3:37 p.m.

• A suicide report was investigated on Liberty Street at 4:53 p.m.

• A domestic dispute was investigated on Canterbury Lane at 5:17 p.m.

Saturday, Jan. 20

No arrests were made.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 4:14 p.m.

• Harassment was investigated on the 100 block of East Main Street at 7 p.m.

• A motor vehicle crash with injuries was investigated on Brush Hill Road at Christopher Lane at 11:54 p.m.

Sunday, Jan. 21

No arrests were made.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 5:59 p.m.

• A burglary was investigated at 280 East Main Street at 6:39 p.m.

• A disturbance involving a juvenile (or juveniles) was investigated on the 200 block of East Main Street at 10:41 p.m.

Monday, Jan. 22

Tuesday, Jan. 23

• A larceny was investigated at 115 High Street at 7:41 p.m.

Wednesday, Jan. 24

• A 31 year-old woman of Long Hill Road was arrested at 12:06 p.m. on a warrant charging her with failure to pay or plead a citation.

• A 53 year-old man of Brush Hill Road was arrested at 5:10 p.m. on a warrant charging him with failure to appear in the second degree.

• A 32 year-old woman of Killingworth Turnpike was arrested at 7:10 p.m. and charged with violation of probation.

Thursday, Jan. 25

• A 24 year-old man of Killingworth Turnpike was arrested at 9:30 p.m. and charged with tampering with physical evidence, possession of a cannabis-type substance, and use or possession of drug paraphernalia, and use or possession of drug paraphernalia following an investigation on Silver Birch Lane. In the same incident a 23 year-old woman of the same residence was charged with possession of a cannabis-type substance and use or possession of drug paraphernalia.

• A shoplifting incident was investigated at 20 Killingworth Turnpike at 5:59 p.m.

Friday, Jan. 26

• A 58 year-old man of Liberty Street was arrested at 8 p.m. and charged with harassment in the second degree and threatening in the second degree.

• A 46 year-old man of Captains Walk was arrested at 8:17 p.m. and charged with disorderly conduct under the Domestic Violence Act.

• A larceny was investigated at 15 College Street at 3:31 p.m.

• Threatening was investigated on the 100 block of West Main Street at 7:59 p.m.

Saturday, Jan. 27

• A 28 year-old Westbrook man was arrested at 10:10 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• Harassment was investigated on Cow Hill Road at 11:01 a.m.

• A larceny was investigated at 133 West Main Street at 5:34 p.m.

Sunday, Jan. 28

No arrests were made.

• Threatening was investigated on College Street at 3:04 p.m.

• A larceny was investigated at a 15 Economy Drive apartment at 11:40 a.m.

Friday, Jan. 19

• A 32 year-old North Haven man was arrested at 7:37 a.m. and charged with threatening in the first degree, after he allegedly threatened another driver by displaying a handgun.

• A motor vehicle crash in which an unknown driver fled the scene was investigated at the intersection of Route 145 and the Interstate 95 exit 65 off-ramp at 12:52 p.m. The unknown driver, who was operating a blue or block Audi sedan, struck the rear of a 2008 Honda CR-V Ex operated by a 58 year-old Branford woman. No injuries were reported or observed.

Saturday, Jan. 20 to Sunday, Jan. 21

Monday, Jan. 22

• A 41 year-old Haddam man was arrested at 6:58 p.m. and charged with disorderly conduct, interfering with an emergency call, and strangulation in the third degree. He was processed on a $5,000 non-surety bond.

Tuesday, Jan. 23

• A 35 year-old New Haven man was arrested at 10:46 p.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, and improper parking. The accused was erratically operating a Chrysler PT Cruiser when stopped by the investigating trooper. The operator displayed physical signs of intoxication and a strong odor of alcoholic beverage emanated from the vehicle. He consented to a standardized field sobriety test, which he failed.

Wednesday, Jan. 24

• A 25 year-old Clinton man was arrested at 2:50 a.m. on a warrant charging him with using a motor vehicle or vessel without permission. The vehicle belonged to a 40 year-old woman.

• A 48 year-old Old Lyme woman was arrested at 9:08 p.m. and charged with risk of injury to a minor, disorderly conduct, and unlawful restraint in the second degree. She was processed on a $30,000 surety bond.

Thursday, Jan. 25

No arrests were made.

Friday, Jan. 26

• A 43 year-old Branford woman was arrested at 1:13 a.m. on a warrant charging her with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway. A disturbance became physical during a local incident. The accused was later found in New London and taken into custody.

• A 23 year-old Wallingford man was arrested at 2:48 p.m. and charged with breach of peace in the second degree and threatening following a disturbance involving a knife.

• A 22 year-old Madison man was arrested at 11:43 p.m. and charged with driving while under the influence of alcohol or drugs and failure to drive right. The accused was stopped after the investigating trooper observed the accused driving erratically. He consented to and failed a standardized field sobriety test.

Saturday, Jan. 27

• A 36 year-old Old Lyme man was arrested at 8:46 a.m. on a warrant charging him with risk of injury to a minor and sexual assault in the fourth degree. He was processed on a $100,000 surety bond. The alleged victim was a 10 year-old.

• A 52 year-old East Hartford man was arrested at 12:06 p.m. on a warrant charging him with failure to appear in the first degree. He was processed on a $75,000 surety bond.

• A 59 year-old Middlefield man was arrested at 9:34 p.m. and charged with three counts of sale or distribution of liquor to an underage person, three counts of sexual contact with a person under the consenting age of 16, and three counts of sexual acts in the second degree with a minor between the age of 13 and 15 while being more than two years older than the alleged victim. He was processed on a $250,000 surety bond.

• A 17 year-old was issued a citation at 3:01 p.m. for possession of an electronic tobacco device on Boston Post Road.

• An 18 year-old Wethersfield man was issued a misdemeanor summons at 1:28 a.m. for possession of less than one-half ounce of a cannabis-type substance and use or possession of drug paraphernalia.

Friday, Jan. 19

No arrests were made.

• A 31 year-old New London man was issued a misdemeanor summons at 9:08 for operating an unregistered motor vehicle, failure to carry insurance card, improper use of marker plate, operating a motor vehicle without a driver’s license, failure to have tail lamps, and having an obstructed view through the windshield following a motor vehicle stop on Middlesex Turnpike at Bokum Road.

• A 37 year-old woman of Spencer Plains Road was issued a citation at 8 p.m. for possession of less than one-half ounce of a cannabis-type substance and possession of drug paraphernalia on Route 166 at Max’s Place.

Saturday, Jan. 20

• A 30 year-old Old Saybrook man was arrested at 1:48 a.m. and charged with assault in the third degree, disorderly conduct, strangulation in the second degree, unlawful restraint in the second degree, and threatening in the second degree under the Domestic Violence Act.

• A 25 year-old Westbrook man was arrested at 11:55 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop of Ingham Hill Road at Jorgensen Lane.

• A 56 year-old man of Sherman Street was issued a misdemeanor summons at 10:52 a.m. for operating a motor vehicle while under license or registration suspension and failure to have two headlamps following a motor vehicle stop on Elm Street at Ingham Hill Road.

• A 24 year-old New London man was issued a misdemeanor summons at 11:32 a.m. for operating a motor vehicle while under license or registration suspension and failure to have tail lamps following a motor vehicle stop on Boston Post Road at Elm Street.

• A 24 year-old man of Princeton, Maine was issued a citation at 12:38 a.m. for possession of less than one-half ounce of a cannabis-type substance and use or possession of drug paraphernalia following a motor vehicle stop on Boston Post Road at the railroad bridge.

Monday, Jan. 22

• A 17 year-old was arrested and charged with operating a drug factory, possession with intent to sell, possession of a cannabis-type substance, possession of an electronic nicotine device, and traveling unreasonably fast. The juvenile was processed and released to parental custody on a written promise to appear in Middletown Superior Court for Juvenile Matters.

Tuesday, Jan. 23

No arrests were made.

• A 23 year-old woman of Carlsbad, California was issued a misdemeanor summons at 10:05 p.m. for operating a motor vehicle while under license or registration suspension and failure to have two headlights following a motor vehicle stop on Boston Post Road at Ingham Hill Road.

Wednesday, Jan. 24

No arrests were made.

• A 45 year-old man of Ferry Road was issued a misdemeanor summons at 9:57 a.m. for operating a motor vehicle without a driver’s license following a motor vehicle stop on Boston Post Road at Main Street.

Thursday, Jan. 25

• A 28 year-old Westbrook man was arrested at 9:53 p.m. and charged with driving while under the influence of alcohol or drugs and speeding. In the same incident, a 27 year-old Westbrook man was arrested and charged with interfering with an office.

• A 25 year-old Preston woman was issued a misdemeanor summons at 8:01 p.m. for operating a motor vehicle without insurance and operating an unregistered motor vehicle.

Friday, Jan. 26

• A 26 year-old woman of Boston Post Road was arrested at 6:53 p.m. and charged with driving while under the influence of alcohol or drugs and operating a motor vehicle without a proper instructor on Boston Post Road in front of Henny Penny.

• A 21 year-old Windsor Locks man was issued a misdemeanor summons at 12:53 a.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road at Springbrook Road.

• An 18 year-old East Haddan woman was issued a citation at 9:13 p.m. for traveling unreasonably fast, possession of a cannabis-type substance, and use or possession of drug paraphernalia. In the same incident, a 16 year-old was issued a citation for possession of an electronic smoking device by a minor.

Saturday, Jan. 27

• A 28 year-old Portland man was arrested at 12:26 a.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs and traveling unreasonably fast following a motor vehicle stop on Boston Post Road at Main Street.

• A 26 year-old woman of Boston Post Road was arrested at 8:26 p.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, failure to maintain the proper lane of a multiple lane highway, failure to signal a turn, and operating a motor vehicle without a proper instructor.

Sunday, Jan. 28

• A 55 year-old woman of Uncas Road was arrested at 12:10 a.m. and charged with carrying a dangerous weapon while under the influence of alcohol or drugs, disorderly conduct, and reckless endangerment in the first degree under the Domestic Violence Act. She was processed on a $25,000 surety bond.

• A 27 year-old Clinton woman was arrested at 12:56 a.m. and charged with criminal mischief in the third degree, disorderly conduct, and assault in the third degree under the Domestic Violence Act.

• A 31 year-old Waterbury woman was arrested at 12:10 p.m. and charged with forgery in the third degree and larceny in the fifth degree on a warrant held by the Old Saybrook Police Department.

• A 24 year-old man of Nehantic Trail was arrested at 4:54 p.m. and charge with breach of peace in the second degree and possession of drug paraphernalia.

• A 36 year-old man of Meadowood Lane was arrested at 5:13 p.m. and charged with two counts of risk of injury to a minor, breach of peace in the second degree, reckless endangerment, stalking in the second degree, assault in the second degree, strangulation in the second degree, and unlawful restraint under the Domestic Violence Act. He was processed on a $50,000 surety bond.
