The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Dec. 27

• A 23 year-old man of Nod Road was arrested at 6:12 a.m. on a warrant charging him with using a motor vehicle without the owner’s permission.

• A weapons violation was investigated on John Street Extension at 12:54 p.m.

• A motor vehicle accident without injuries was investigated on Kelseytown Road at Brookside Drive at 4:58 p.m.

• A dispute/disturbance was investigated on Cedar Road at 11:42 p.m.

Thursday, Dec. 28

• A 32 year-old woman of Cedar Road was arrested at 2:04 a.m. and charged with assault in the third degree, disorderly conduct, and criminal mischief in the third degree under the Domestic Violence Act.

• A complaint about identity theft was investigated on Riverside Drive at 6:52 a.m.

• Assistance was given for a lockout report on Beach Park Road at 10:44 p.m.

• A 19 year-old man of Pleasant Hill Lane and a 20 year-old Guilford man were arrested at 9:17 p.m. following a motor vehicle stop on Killingworth Turnpike near Silver Birch Lane. Each man was charged with possession of alcohol by an under-age person on a public street or highway.

• A motor vehicle crash without injuries on Ark Road was investigated at 11:58 a.m.

• A motor vehicle crash without injuries was investigated on Brickyard Road at Kelseytown Road at 4:27 p.m.

• A motor vehicle crash without injuries was investigated on Killingworth Turnpike at Hemlock Hill Road at 6 p.m.

Monday, Jan. 1

• A 25 year-old man of Post Office Square was arrested at 6:50 a.m. and charged with driving while under the influence of alcohol or drugs and criminal mischief in the third degree following a complaint about an intoxicated person on West Main Street.

• A complaint about identity theft was investigated on Cedar Road at 11:31 a.m.

• A domestic dispute was investigated on Fairy Dell Road at 12:21 p.m.

• A motor vehicle crash without injuries was investigated on Hurd Bridge Road at Glenwood Road at 2:41 p.m.

• An untimely death was investigated on Longate Road at 3:32 p.m.

• A 77 year-old man of Brian Avenue was arrested at 6:45 p.m. and charged with disorderly conduct following a disturbance on East Main Street.

• A 38 year-old man of Killingworth Turnpike was arrested at 10:51 p.m. and charged with disorderly conduct under the Domestic Violence Act and interfering with an emergency 911 call.

• A shoplifting incident was investigated on Killingworth Turnpike at 3:33 p.m.

Thursday, Jan. 4

• A 47 year-old man of Houperts Way was arrested at 12:07 p.m. and charged with breach of peace.

• The theft of a motor vehicle was investigated on Riverside Drive at 7:26 a.m.

• A 41 year-old man of Neck Road was arrested at 5:47 p.m. and charged with breach of peace.

• A motor vehicle crash without injuries was investigated on East Main Street at 1:30 p.m.

• A shoplifting incident was investigated on East Main Street at 8:07 p.m.

• A 46 year-old Hartford woman was arrested at 7:55 p.m. and charged with larceny in the third degree following a shoplifting incident on Killingworth Turnpike.

• Harassment was investigated on Olde Orchard Road at 9:45 a.m.

• A motor vehicle crash without injuries was investigated on Walnut Hill Road at Killingworth Turnpike at 10:02 a.m.

• A motor vehicle crash without injuries was investigated on Glenwood Road at 12:23 p.m.

• Harassment was investigated on Founders Road at 6:04 p.m.

• A domestic dispute was investigated on Cedar Road at 6:56 p.m.

• A motor vehicle crash with injuries (which required rescue) was investigated on High Street at North High Street.

• A 24 year-old Durham man was arrested at 12:22 p.m. and charged with driving while under the influence of alcohol or drugs and possession of less than one-half ounce of marijuana following a motor vehicle crash with injuries on Killingworth Turnpike at Rocky Ledge Drive.

Tuesday, Jan. 9

• A dispute was investigated on Killingworth Turnpike at 7:06 p.m.

• A report of a person who fainted was investigated on Beach Park Road at 7:19 p.m.

• A 57 year-old man of Cedar Road was arrested at 4:30 p.m. and charged with breach of peace in the second degree.

• Harassment was investigated on Kelseytown Road at 5:47 p.m.

• An 18 year-old man of unrecorded address was arrested at 10:15 p.m. and charged with illegal possession of narcotics, use or possession of drug paraphernalia containing less than one-half ounce of a cannabis-type substance, and failure to maintain the proper lane of a multiple lane highway.

• A dispute was investigated at Funktion Fitness on West Main Street at 3:21 a.m.

• A domestic dispute was investigated on Cedar Island Road at 1:26 a.m.

• Illegal dumpling/littering was investigated at 77 West Main Street at 10:10 a.m.

• A shoplifting incident was in investigated on Tommy Hilfiger located on Killingworth Turnpike at 2:51 p.m.

• An appliance fire was reported at 22 Rocky Ledge at 4:22 p.m.

• A juvenile matter was investigated on Uncas Road at 5 p.m.

• An overdose incident was reported at the Unilever plant at 8:37 p.m.

Monday, Jan. 15

• A 25 year-old man of unrecorded address was arrested at 11 a.m. and charged with larceny in the fourth degree and conspiracy to commit larceny in the fourth degree.

• A 59 year-old woman of unrecorded address was arrested at 3:25 p.m. and charge with driving while under the influence of alcohol or drugs.

Tuesday, Jan. 16

• A 40 year-old man of Killingworth Turnpike was arrested at 1:30 p.m. and charged with assault in the third degree.

• A motor vehicle crash without injuries was investigated on West Main Street at North High Street at 8:46 a.m.

• A motor vehicle crash without injuries was investigated in front of 218 East Main Street at 10:54 a.m.

• A domestic dispute was investigated on the 200 block of Killingworth Turnpike at 1:25 p.m.

• Harassment was investigated on Hurd Bridge Road at 4:35 p.m.

Friday, Dec. 29

• A 30 year-old South Windsor woman was arrested at 9:24 p.m. and charged with driving while under the influence of alcohol or drugs.

Saturday, Dec. 30

• A 41 year-old New Haven man was arrested at 12:52 a.m. and charged with violation of a protective order. The arrest was made after the man was stopped locally for reckless operation of a blue Audi A4. He had a 37 year-old female passenger onboard whom he was not allowed to contact by court order. He was also issued a misdemeanor summons for reckless driving, operating a motor vehicle without a driver’s license, and operating an unregistered motor vehicle.

Sunday, Dec. 31

• A 52 year-old man of Johnson Pond Lane was arrested at 11:20 a.m. on a warrant charging him with failure to appear in the second degree.

• A 23 year-old New Haven man was arrested at 9:53 p.m. for violation of a protective order. He was processed and released after posting a $10,000 surety bond.

• A 34 year-old man of Springfield, Massachusetts was arrested on a warrant charging him with speeding, reckless driving, engaging police in pursuit, evading responsibility in the operation of a motor vehicle, operating a motor vehicle without a driver’s license, risk of injury to a minor, and reckless endangerment in the second degree. The arrest was made following an investigation into a motor vehicle crash that occurred in town on May 25, 2015 at 8:22 a.m.

Monday, Jan. 1

• A 50 year-old man of Pond Meadow Road was arrested at 5:40 p.m. and charged with unlawful discharge of a firearm, carrying a firearm while under the influence of drugs or alcohol, disorderly conduct, and reckless endangerment in the first degree (intimidation intended). He was processed on a $25,000 surety bond.

• A 20 year-old man of Cook Terrace was issued a citation at 3:45 p.m. for traveling too fast for conditions. He was operating a 2002 Volkswagen Jetta GLS eastbound on South Main Street when he lost control of the vehicle on a curve and struck a telephone pole. The vehicle as driven from the scene and no injuries were reported or observed.

Tuesday, Jan. 2

• A 44 year-old Middletown man was arrested at 9:56 a.m. on a warrant charging him with failure to appear in the second degree.

• A larceny was investigated on Seaside Avenue at 9:38 a.m. A Venture VATB-4225 commercial trailer was stolen from the back parking lot of a private business located on Boston Post Road. The theft occurred between Dec. 25 and Jan. 2. Anyone with information about this incident is asked to call Trooper Gregory Hunter and 860-399-2100. All calls will be kept confidential.

• A 34 year-old Middletown man was issued a verbal warning at 11:38 a.m. for failure to drive right. He was operating a 2002 Dodge RAM 1500 southbound on Route 153 during a snow storm when he noticed that he was driving in the middle of the road as a snowplow traveled toward him from the opposite direction. In an effort to avoid a head-on collision, the warned driver swerved back into the southbound lane but lost control in the snow and rolled the vehicle over. No injuries were reported or observed.

Friday, Jan. 5

• A 50 year-old Hartford man was arrested at 3:18 p.m. and charged with criminal violation of a restraining order, operating an unregistered motor vehicle, improper use of a marker plate, and operating a motor vehicle without insurance following a motor vehicle stop.

Saturday, Jan. 6 to Sunday, Jan. 7

No arrests were made.

Monday, Jan. 8

• A 25 year-old Durham man was arrested at 2 p.m. and charged with criminal mischief in the second degree and breach of peace in the second degree. The accused caused a disruption in the emergency room of the Middlesex Hospital Shoreline Medical Center in Westbrook. The accused was later released from police custody on a $5,000 non-surety bond and transported back to the clinic for an evaluation after he made suicidal threats.

• A 44 year-old Hamden man was arrested at 8:08 p.m. and charged with driving while under the influence of alcohol or drugs and failure to drive upon the right following a motor vehicle stop in front of 1309 Boston Post Road.

Wednesday, Jan. 10

• A 50 year-old Prospect man was arrested at 1:34 p.m. on a warrant held by Westbrook Troop F state police charging him with larceny in the third degree. He was processed and held in lieu of a $50,000 surety bond pending presentation in Middletown Superior Court on the following day.

• A 21 year-old Clinton woman was arrested at 3:25 p.m. and charged with breach of peace in the second degree.

• A 23 year-old Clinton woman was arrested at 3:25 p.m. and charged with breach of peace in the second degree.

Thursday, Jan. 11

• A 24 year-old man of Boston Post Road was arrested at 8:10 a.m. on a warrant charging him with failure to pay or plead a citation and failure to appear in the second degree. He was processed and released after posting a $500 surety bond and issued a Jan. 25 court date in Middletown Superior Court.

Friday, Jan. 12

• A 29 year-old man of Post Avenue was arrested at 3:37 p.m. on a warrant charging him with failure to appear in the second degree.

Saturday, Jan. 13

• A 41 year-old Southington woman was arrested at 1:12 p.m. and charged with driving while under the influence of alcohol or drugs, drinking while operating a motor vehicle, and speeding. State troopers stopped the accused for speeding. The accused displayed signs of intoxication and consented to a standardized field sobriety test, which she failed. She was processed and released on a $1,000 non-surety bond.

Sunday, Jan. 14

• An 18 year-old Ledyard man was arrested at 12:49 a.m. and charged with criminal mischief in the third degree, interfering with an officer (non-assaultive), disorderly conduct, interfering with an emergency call, assault in the third degree, threatening, and refusal to show license or registration card. The arrest was made following a domestic dispute. He was processed on a $10,000 surety bond.

• A 56 year-old Unionville woman was arrested at 7:37 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway. State police received cell phone calls report erratic operation on a vehicle. Troopers located the suspect vehicle, observed erratic operation, and conducted a motor vehicle stop with activated lights. The operator consented to and failed a standardized field sobriety test.

Wednesday, Dec. 27

• A 62 year-old woman of Sunrise Avenue was arrested at 7:34 p.m. and charged with disorderly conduct under the Domestic Violence Act. She was processed and released after posting a $2,000 surety bond.

Thursday, Dec. 28

• A 26 year-old East Haddam woman was arrested at 8:37 p.m. and charged with risk of injury to a minor and possession of less than one-half ounce of marijuana. She was processed and released after posting a $5,000 surety bond.

• A 30 year-old woman of North Meadow Road was issued a misdemeanor summons at 9 a.m. for operating a motor vehicle without a driver’s license and making an unsafe lane change following a motor vehicle incident on Main Street at Elm Street.

Saturday, Dec. 30

• A 26 year-old woman of Old Boston Post Road was issued a misdemeanor summons at 1:03 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), failure to grant right of way at private driveway, and operating a motor vehicle without a driver’s license following a motor vehicle stop on Boston Post Road at McDonalds.

• A 20 year-old woman of Ridge, New York was issued a citation at 5:19 p.m. for possession of liquor by an under-age person on Main Street at Sheffield Street.

• A 22 year-old Groton woman was issued a misdemeanor summons at 12:34 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) and operating a motor vehicle without a driver’s license following a motor vehicle stop on Boston Post Road.

• A 19 year-old Westbrook man was issued a citation at 9:40 a.m. for operating a motor vehicle without a proper instructor following a motor vehicle stop on Boston Post Road Pond Road.

• A 56 year-old Niantic man was issued a citation at 9:41 p.m. for simple trespass on Middlesex Turnpike.

• A 43 year-old New London man was issued a misdemeanor summons at 11:54 p.m. for operating a motor vehicle while under license or registration suspension and failure to grant right of way on Boston Post Road in front of Apple Rehab.

Saturday, Jan. 6

• A 21 year-old New London man was arrested at 11:43 a.m. and charged with driving a motor vehicle while under license or registration suspension, illegal possession of a prescription drug, use or possession of drug paraphernalia containing less than one-half ounce of marijuana, and possession of less than one-half ounce of marijuana following a motor vehicle investigation on Boston Post Road at Roamtree Drive.

• A 52 year-old Clinton woman was arrested at 3:41 p.m. and charged with driving while under the influence of alcohol or drugs illegal possession of a prescription drug, use or possession of drug paraphernalia containing less than one-half ounce of marijuana, and possession of less than one-half ounce of marijuana following a motor vehicle stop.

• A 16 year-old boy was arrested at 5:43 p.m. for conspiracy to commit misrepresentation [to obtain] a controlled substance and possession of less than one-half ounce of marijuana. In the same investigation, a 17 year-old was arrested and charged with conspiracy to commit misrepresentation [to obtain] a controlled substance.

• A 29 year-old Waterford woman was arrested at 12:17 a.m. and charged with driving while under the influence of alcohol or drugs, traveling unreasonably fast, engaging an officer in pursuit, and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Boston Post Road at Center Road.

Monday, Jan. 8

• A 25 year-old Stamford man was arrested at 7:54 p.m. and charged with larceny in the sixth degree and failure to appear in the first degree on an outstanding warrant discovered during the larceny arrest.

Tuesday, Jan. 9

• A 39 year-old Westbrook man was issued a misdemeanor summons at 9:15 p.m. for operating a motor vehicle without insurance and having a headlight out following a motor vehicle stop on Route 154.

Wednesday, Jan. 10

• A 32 year-old Clinton woman was arrested at 1:08 a.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and possession of less than one-half ounce of a cannabis-type substance.

• A 23 year-old Clinton woman was arrested at 8:34 a.m. on a warrant held by the Connecticut State Police at Troop F charging her with breach of peace in the second degree.

• A 35 year-old man of Ledge Road was issued a citation at 11:26 a.m. for possession of less than one-half ounce of a cannabis-type substance following an investigation on Lynde Street.

Thursday, Jan. 11

• A 21 year-old Deep River man was arrested at 12:36 a.m. and charged with driving while under the influence of alcohol or drugs, impeding traffic, possession of more than four ounces of a cannabis-type substance, and use or possession of drug paraphernalia containing less than one-half once of a cannabis-type substance. He was processed and released after posting a $1,000 surety bond ad issued a January 23 court date at Middletown Superior Court.

• A 48 year-old woman of Boston Post Road was arrested at 8:49 a.m. and charged with interfering with an officer. While in custody she was also charged with three counts of failure to appear in the first degree and one count of failure to appear in the second degree on the strength of four court issued arrest warrants. She was processed and held in lieu of a combined $18,500 surety bond amount and issued a January 12 court date in Middletown Superior Court.

• A 20 year-old man of Augustine, Florida was arrested at 9:07 a.m. and charged with possession of narcotics, use or possession of drug paraphernalia, and illegal possession of prescription medication. He was processed and held in lieu of a $1,000 surety bond and issued a Jan. 12 court date in Middletown Superior Court.

• A 47 year-old man of Boston Post Road was issued a misdemeanor summons at 6:36 p.m. for operating a motor vehicle while under license or registration suspension and failure to have headlight lit following a motor vehicle stop on Boston Post Road at River Street.

Friday, Jan. 12 to Saturday, Jan. 13

No arrests were made.

Sunday, Jan. 14

• A 19 year-old Old Lyme woman was arrested at 1:21 p.m. and charged with larceny in the sixth degree.

Monday, Jan. 15

• A 17 year-old was arrested at 4:05 a.m. and charged with possession of less than one-half ounce of a cannabis-type substance, use or possession of drug paraphernalia, possession of an electronic smoking device, failure to maintain the proper lane of a multiple lane highway, violation of passenger restrictions imposed on a 16 or 17 year-old driver, and operating a motor vehicle between midnight and 5 a.m. (violation of mandatory curfew imposed on a 16 or 17 year-old driver). The juvenile was processed and released to parental custody.

Tuesday, Jan. 16

No arrests were made.

• A 16 year-old was issued a citation at 9:02 a.m. for possession of tobacco by a minor under the age of 18 in a public place on Boston Post Road.

From Dec. 27 to Jan. 16, Old Saybrook police issued eight citations to motorists for operating an unregistered motor vehicle, three citations for operating a motor vehicle without a driver’s license, two citations for failure to obey a traffic control signal, two citations for traveling unreasonably fast, and two citations for failure to drive a reasonable distance apart. One citation was issued for each of the following: making an improper left turn, failure to renew driver’s license, using a hand-cell phone while driving, and violation of passenger restrictions imposed on a 16 or 17 year-old driver.
