Police Incident Report for Aug. 2 to 15


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Aug. 2

• A 45 year-old Norwich man was arrested at 10:44 a.m. and charged with assault on a police officer, interfering with an officer, possession of narcotics, illegal manufacture or distribution of narcotics, and simple trespass (an infraction).

• A 21 year-old Wallingford man was arrested at 11:04 a.m. on a warrant charging him with illegal manufacture, sale, or distribution of drugs, use or possession of drug paraphernalia, and possession of a controlled substance.

• A complaint about identity theft was investigated on Clover Road at 1:41 p.m.

• A complaint about identity theft was investigated on James Vincent Drive at 2:05 p.m.

Thursday, Aug. 3

• A 31 year-old man of Old Nod Road was arrested at 1:09 a.m. and charged with driving while under the influence of alcohol or drugs and failure to obey a stop sign following a motor vehicle stop on Airline Road at Cow Hill Road.

• A report of an intoxicated person was investigated on East Main Street at 2:12 a.m.

• Harassment was investigated on Willow Lane at 1:38 p.m.

• A larceny was investigated on Old Nod Road at 10:11 p.m.

Friday, Aug. 4

• A 14 year-old was arrested at 4:24 p.m. and charged with burglary in the second degree, larceny in the sixth degree (from a building), a criminal mischief in the second degree.

• A 35 year-old man of William Street was issued a misdemeanor summons at 9:38 p.m. for operating a motor vehicle while under license or registration suspension and failure to display plates following a motor vehicle stop on Killingworth Turnpike.

• A 27 year-old Westbrook man was arrested at 11:06 p.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle without a driver’s license (an infraction), burglary in the third degree (from a motor vehicle), larceny in the sixth degree (theft from a building), and criminal attempt to commit burglary and larceny.

• A burglary was investigated on East Main Street at 7:47 p.m.

• Harassment was investigated on West Main Street at 11:57 p.m.

Saturday, Aug. 5

No arrests were made.

• Harassment was investigated on East Main Street at 7:32 p.m.

• A domestic dispute was investigated on East Main Street at 8:39 p.m.

Sunday, Aug. 6

• A 17 year-old was arrested at 5:22 p.m. and charged with larceny in the sixth degree following a shoplifting incident on Killingworth Turnpike.

• A 27 year-old Norwich man was issued a misdemeanor summons at 6:03 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, improper use of registration plates, possession of less than one-half ounce of marijuana, and use or possession of drug paraphernalia containing less than one-half ounce of marijuana following the report of an unconscious person on John Street Extension.

• A 26 year-old man of Canterbury Lane was arrested at 8:51 p.m. and charged with driving while under the influence of alcohol or drugs, risk of injury to a minor, failure to maintain the proper lane of a multiple lane highway, and having the improper number of headlights following a motor vehicle stop on Killingworth Turnpike.

Monday, Aug. 7

No arrests were made.

• A larceny was investigated on West Main Street at 11 a.m.

• A complaint about identity theft was investigated on Glenwood Road at 1:33 p.m.

• A larceny was investigated on Ninety Rod Road at 3:41 p.m.

• A complaint about identity theft was investigated Airline Road at 6:59 p.m.

• A larceny via shoplifting was investigated on Killingworth Turnpike at 8:48 p.m.

Tuesday, Aug. 8

• An 18 year-old woman of Evergreen Drive was arrested at 5:26 p.m. on a warrant charging her with larceny in the sixth degree (via embezzlement).

• A larceny was investigated on Heritage Park Road at Old Post Road at 9:28 a.m.

Wednesday, Aug. 9

• A 33 year-old man of Westfield, Massachusetts was arrested at 6:17 a.m. on a warrant charging him with assault in the second degree, breach of peace in the second degree, and evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident).

• A 19 year-old Hartford man was arrested at 9:19 a.m. on a warrant charging him with two counts of larceny in the sixth degree and possession of a shoplifting device.

• A 30 year-old woman of Hickory Hill Road was arrested on warrants at 12:29 p.m. charging her with four counts of failure to appear in the second degree.

• A shoplifting incident investigated on Killingworth Turnpike at 8:54 p.m.

Thursday, Aug. 10

No arrests were made.

• Threatening was investigated on Moran Park at 8:15 p.m.

Friday, Aug. 11

• A 23 year-old man of John Street was arrested at 11:50 p.m. on a warrant charging him with criminal violation of a protective order and burglary in the third degree.

Saturday, Aug. 12

• A 64 year-old Westbrook woman was arrested at 5:14 p.m. and charged with larceny in the sixth degree following a shoplifting incident on East Main Street.

• A larceny was investigated on Church Road at 6:02 p.m.

Sunday, Aug. 13

No arrests were made.

• Noise complaints were investigated on Groveway at 12:30 a.m. and on Grey Ledge Drive at 12:38 a.m.

• A larceny was investigated on East Main Street at 12:42 p.m.

Monday, Aug. 14

No arrests were made.

• A larceny was investigated on Killingworth Turnpike at 11:44 a.m.

• A complaint about fraud via identity theft was investigated on Airline Road at 2:52 p.m.

Tuesday, Aug. 15

No arrests were made.

• A 49 year-old woman and a 56 year-old man of the same Harbor Parkway residence were issued citations at 6:13 p.m. for creating a public disturbance.

• A 27 year-old Hamden man was issued a citation at 9:16 p.m. for possession of less than one-half ounce of marijuana and use or possession of drug paraphernalia containing less than one-half ounce of marijuana.

• A domestic dispute was investigated on Commerce Street at 12:30 a.m.

• Harassment was investigated on Liberty Street at 6:25 p.m.

Westbrook

Wednesday, Aug. 2 to Friday, Aug. 4

No arrests were made.

Saturday, Aug. 5

• A 57 year-old Waterford man was arrested at 8:56 p.m. on a warrant charging him with failure to appear in the second degree. The warrant was discovered after he was stopped for unrelated traffic violations on Plains Road.

Sunday, Aug. 6

• A 25 year-old Bristol man was arrested at 3:42 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane following the report of a green Honda Accord that was being operated erratically. After he was stopped the accused admitted to drinking several bottles of Twisted Tea. He agreed to and failed a standardized field sobriety test.

• A 37 year-old New Haven man was arrested at 7:50 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• A 29 year-old Rocky Hill woman was arrested at 8:39 p.m. and charged with driving while under the influence of alcohol or drugs and driving at too slow a speed.

• A 21 year-old Norwalk man was arrested at 10:08 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and failure to obey a stop sign following several 911 cell phone calls reporting a tan Acura that was being operated erratically. Troopers located the vehicle and the operator agreed to and failed a standardized field sobriety test.

Tuesday, Aug. 8

• A 43 year-old East Hampton man was arrested at 11:16 p.m. and charged with driving while under the influence of alcohol or drugs and improper parking.
Wednesday, Aug. 9

No arrests were made.

Thursday, Aug. 10

No arrests were made.

• State police assisted the Department of Children & Families investigated a report of 59 year-old man who had referred to a five year-old girl as his “girlfriend” while he was possibly intoxicated at a business in Westbrook. The investigation revealed that no criminal charges were warranted and no further action would be taken.

Friday, Aug. 11

No arrests were made.

Saturday, Aug. 12

• A 26 year-old man of Horse Hill Road at 4:09 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a one-vehicle crash on East Pond Meadow Drive. The accused stated that he was driving home from a co-workers house in Ivortyon and that he had two to three beers to drink prior to driving home. The accused agreed to and failed a standardized field sobriety test.

• A 25 year-old man of Chalker Beach Road was arrested and charged with driving while under the influence of alcohol or drugs and passing in a no-passing zone following a motor vehicle stop. The driver stated that he had just left the Upper Deck bar in Westbrook. The driver had bloodshot eyes and emitted a strong odor of alcoholic beverage. He agreed to and failed a standardized field sobriety test.

Monday, Aug. 14

• A 36 year-old Old Lyme man was arrested at 10:44 p.m. and charged with disorderly conduct, assault in the second degree, threatening, strangulation in the third degree, and unlawful restraint in the first degree. The alleged victim was a 27 year-old woman. He was processed on a $50,000 surety bond.

Tuesday, Aug. 15

Old Saybrook

Wednesday, Aug. 2

• A 21 year-old Pomfret man was arrested at 8:51 a.m. and charged with possession of narcotics, possession of narcotics within 1,500 feet of a school zone, and possession of drug paraphernalia.

• A 28 year-old man of Clark Street was arrested at 10:09 a.m. and charged with possession of narcotics, possession of narcotics with intent to sell, possession of drug paraphernalia, and conspiracy to sell narcotics. He was processed and held in lieu of a $50,000 surety bond he could not post. In the same incident a 20 year-old Westbrook woman was arrested and charged with the same crimes and held on a $10,000 surety bond. Additionally, a 25 year-old man of Boston Post Road was issued a citation for possession of less than one-half ounce of marijuana.

• A 17 year-old was arrested at 1:47 a.m. and charged with larceny in the sixth degree and threatening in the second degree.

Thursday, Aug. 3

• A 17 year-old was arrested at 12:01 a.m. and charged with possession of drug paraphernalia, possession of less than one-half ounce of marijuana, possession of tobacco in a public place by a minor, and possession of an electronic nicotine device by a minor.

Friday, Aug. 4

• A 53 year-old man of Fenwood Drive was arrested at 5:04 p.m. and charged with disorderly conduct under the Domestic Violence Act.

• A 35 year-old New Britain man was issued a citation at 5:40 p.m. for creating a public disturbance on Boston Post Road at Lynde Street.

Saturday, Aug. 5

• A 45 year-old Meriden man was arrested at 1:01 a.m. and charged with driving while under the influence of alcohol or drugs.

• An 18 year-old Centerbrook man and two 18 year-old Ivoryton men were arrested at 7:48 p.m. Each party was charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree.

Sunday, Aug. 6

• A 43 year-old Madison woman was arrested at 8:01 p.m. and charged with larceny in the sixth degree.

• A 19 year-old Clinton woman and a 20 year-old woman of Ocean Township, New Jersey were issued citations at 12:42 a.m. for possession of less than one-half ounce of marijuana and use or possession of drug paraphernalia containing less than one-half ounce of marijuana.

• A 19 year-old man of Tallwoods Circle was issued a misdemeanor summons at 4:21 p.m. for operating a motor vehicle while under license of registration suspension and failure to obey a stop sign following a motor vehicle stop on Elm Street at Ingham Hill Road.

Monday, Aug. 7

No arrests were made.

• A 27 year-old Norwich woman was issued a misdemeanor summons at 1:37 a.m. for operating a motor vehicle while under license or registration suspension and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Boston Post Road at Middlesex Turnpike.

• A 57 year-old woman of Sunset Avenue was issued a misdemeanor summons at 12:57 p.m. for operating a motor vehicle while under license of registration suspension following a motor vehicle stop on Boston Post Road at Lynde Street.

Tuesday, Aug. 8

No arrests were made.

Wednesday, Aug. 9

• A 22 year-old man of Brockton, Massachusetts and an 18 year-old man of Weymouth, Massachusetts were arrested at 9:30 p.m. Each man was charged with possession of greater than four ounces of marijuana and use or possession of drug paraphernalia containing marijuana. Each man was processed on a $1,000 surety bond. In the same incident a 21 year-old man of Quincy, Massachusetts was charged with having weapons in a motor vehicle. Additionally, a 25 year-old man of Quincy, Massachusetts was charged with possession of greater than one-half ounce of marijuana.

Thursday, Aug. 10

• A 30 year-old woman of unrecorded address was arrested at 9:06 a.m. and charged with disorderly conduct under the Domestic Violence Act.

• A 21 year-old woman and a 44 year-old woman of the same Clinton residence were arrested at 3:43 p.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree.

• An 18 year-old man of Forest Glen Road was arrested at 7:08 p.m. and charged with disorderly conduct under the Domestic Violence Act.

Friday, Aug. 11

• A 29 year-old man of Elyria, Ohio was arrested at 7:27 a.m. and charged with larceny the fourth degree on a warrant held by Old Saybrook police. While in custody he was also charged (via a second warrant) with failure to appear in the second degree.

Saturday, Aug. 12

No arrests were made.

Sunday, Aug. 13

• A 25 year-old man of New York, New York was arrested at 4:16 p.m. and charged with driving while under the influence of alcohol or drugs, failure to exercise reasonable care, and operating a golf cart while intoxicated.

• A 45 year-old Winchester man was issued a citation at 1:38 p.m. for permitting a youthful passenger on a jet ski on the Connecticut River.

Monday, Aug. 14

No arrests were made.

Tuesday, Aug. 15

No arrests were made.

• A 16 year-old was issued a citation at 10:29 p.m. for violation of passenger restrictions imposed on a 16 or 17 year-old driver following a motor vehicle stop on Great Hammock Road near Old Boston Post Road.

From Aug. 2 to 15, Old Saybrook police issued 43 citations to motorists for using a hand-held cell phone while driving, 11 citations for operating an unregistered motor vehicle, and two citations each for failure to obey a stop sign, failure to obey a control signal, failure to signal a turn, and traveling unreasonably fast. One citation was issued for each of the following: distracted driving, failure to renew registration, operating a motor vehicle without a driver’s license, failure to maintain the proper lane of a multiple lane highway, failure to carry insurance card, and failure to have lamps lighted.
