The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Sunday, July 9

No arrests were made.

• A 17 year-old was issued a misdemeanor summons at 8:31 p.m. for operating a motor vehicle without insurance, operating a motor vehicle in violation of license classification, and improper use of registration plates following a motor vehicle stop on North High Street at 8:31 p.m.

• A noise complaint was investigated on Waterside Lane at 2:59 a.m.

• An untimely death was investigated on Jefferson Circle at 12:46 p.m.

• A domestic dispute was investigated on East Main Street at 3:36 p.m.

Monday, July 10

• A 33 year-old West Haven man was arrested at 11:35 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, failure to obey a control signal, and possession of less than one-half ounce of marijuana following a motor vehicle stop on West Main Street at Maple Avenue.

• Criminal mischief was investigated on Cow Hill Road at 8:43 a.m.

• A complaint about identity theft was investigated on East Main Street at 9:16 a.m.

• Criminal mischief was investigated on Brookside Drive at 9:30 a.m.

• A shoplifting incident was investigated on Killingworth Turnpike at 12:54 p.m.

• A noise complaint was investigated on Stony Point Road at 9:20 p.m.

• A 25 year-old man of Carter Hill Road was arrested at 7:16 p.m. on a warrant charging him with disorderly conduct.

• A 49 year-old man of Pratt Road was arrested at 6:41 a.m. on a warrant charging him with violation of probation/conditional discharge.

• A 19 year-old New Canaan woman was issued a misdemeanor summons at 4:19 p.m. for operating a motor vehicle while under license or registration suspension, operating an unregistered motor vehicle, failure to have insurance, and failure to obey a control signal.

• A 38 year-old man of Liberty Street was arrested at 7:07 p.m. and charged with disorderly conduct under the Domestic Violence Act.

• Illegal dumping was investigated on West Main Street at 10:48 a.m.

• A noise complaint was investigated on Valley Road at 8:52 p.m.

• A 62 year-old man of Chittenden Hill Road was arrested at 3:42 p.m. on a warrant charging him with failure to register as a convicted non-violent sex offender. This was a repeat arrest for this man for failure to register.

• A noise complaint was investigated on Country Village Lane at 10:22 p.m.

Wednesday, July 26

No arrests were made.

• A 34 year-old man of Elmwood Way was issued a misdemeanor summons at 2:26 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) following a motor vehicle accident on East Main Street.

• Threatening was investigated on East Main Street at 11:11 a.m.

• A larceny was investigated on Riverside Drive at 2:23 p.m.

• Harassment was investigated on Killingworth Turnpike at 6:13 p.m.

• A shoplifting incident was investigated on Killingworth Turnpike at 8:39 p.m.

• A 42 year-old New Haven man was arrested at 8:35 a.m. on a warrant charging him with larceny in the sixth degree and issuing a bad check.

• A 30 year-old Milford woman was issued a misdemeanor summons at 11:59 a.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast following a motor vehicle stop on Cow Hill Road at Walnut Hill Road.

• Harassment was investigated on Captains Walk at 12:57 a.m.

• A shoplifting incident was investigated on Killingworth Turnpike at 3 p.m.

• A 46 year-old East Lyme man was arrested at 8:25 p.m. and charged with disorderly conduct.

• A larceny was investigated on Cow Hill Road at 2:17 p.m.

• A 40 year-old man of Jamaica, New York was arrested at 12:14 a.m. and charged with driving while under the influence of alcohol or drugs and improper signal for a turn following a motor vehicle stop on Killingworth Turnpike.

• A neighbor dispute was investigated on Glenwood Road at 4:39 p.m.

• The theft of a vessel was investigated on Riverside Drive at 6:09 p.m.

• Harassment was investigated on College Street at 8:45 p.m.

• A motor vehicle accident without injuries was investigated on Pearl Street at 1:49 p.m.

• A motor vehicle accident without injuries was investigated on East Main Street at 1:56 p.m.

• A 49 year-old West Haven man was arrested at 3:26 p.m. on a warrant charging him with larceny in the fifth degree, criminal violation of a protective order, criminal trespass in the first degree, and possession of narcotics.

Sunday, July 9

• A 46 year-old Haddam woman was arrested at 9:52 p.m. and charged with disorderly conduct under the Domestic Violence Act.

• A two-vehicle accident was investigated on Boston Post Road at Eckford Avenue between a 34 year-old woman of Stafford Springs who was operating a 2001 Volkswagen Routan and a 19 year-old woman of Gypsum, Colorado who was operating a 1994 Volvo 850. No charges were filed at the time of the police press report; the cause of the accident was still under investigation.

Monday, July 10

• A 26 year-old Uncasville man was arrested at 2:56 a.m. and charged with disorderly conduct following a drunken altercation.

Tuesday, July 11

• A 54 year-old Durham man was arrested at 1:36 a.m. and charged with disorderly conduct following an altercation at a gas station.

• A 21 year-old New London man was arrested at 11:26 a.m. on warrants charging him with criminal mischief in the second degree and larceny in the fifth degree.

• A 52 year-old woman of West Pond Meadow Road was arrested at 12:19 p.m. on a warrant charging her with disorderly conduct following an incident on Boston Post Road that took place on June 24.

Wednesday, July 12

No arrests were made.

• A motor vehicle accident was investigated on Old Clinton Road at 4:59 p.m. A 17 year-old girl of Green Acre Park was operating a red 1994 Subaru Legacy southbound on Old Clinton Road when she struck the rear of a parked and unoccupied 19995 Oldsmobile Ciera owned by a 52 year-old woman of Old Clinton Road. The 17 year-old driver then fled the scene with heavy front end damage, heading eastbound on Route One. The accident was still under investigation at the time the police press report was issued.

Friday, July 14

• A 67 year-old Lyme man was arrested at 9:55 a.m. and charged with disorderly conduct, criminal possession of a firearm, ad threatening. He was processed on a $50,000 surety bond.

• An 18 year-old New London man was arrested at 5:08 p.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), operating an unregistered motor vehicle, improper use of marker, operating a motor vehicle without insurance, failure to drive a reasonable distance apart, and operating a motor vehicle without a driver’s license.

• A 26 year-old Old Lyme man was arrested at 11:19 p.m. and charged with driving while under the influence of alcohol or drugs after he was stopped for speeding and failed a standardized field sobriety test.

Saturday, July 15

• A 44 year-old New Haven man was arrested at 3 a.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle at too slow a speed, failure to maintain the proper lane of a multiple lane highway, and operating a motor vehicle without a driver’s license.

• A 37 year-old man of Needham, Massachusetts was arrested at 8:55 p.m. and charged with driving while under the influence of alcohol or drugs and speeding.

Sunday, July 16

• A 23 year-old New London man was arrested at 4:42 p.m. and charged with two counts of larceny in the third degree. He was processed on a $10,000 surety bond.

• A 35 year-old Fairfield man was arrested at 6:37 p.m. and charged with breach of peace in the second degree. In the same incident a 31 year-old woman of the same residence was charged with breach of peace in the second degree, violation of a protective order, and assault in the third degree. She was processed on a $20,000 surety bond.

Monday, July 17

• A 27 year-old Vernon woman was arrested at 7:02 p.m. and charged with disorderly conduct and assault in the third degree following an assault in a parking lot. She was processed on a $5,000 surety bond.

• A 19 year-old man of Fairview Road was issued a written warning at 3:44 p.m. for failure to maintain a reasonable distance apart after the 2009 Toyota Camry SE he was operating eastbound on McVeagh Road struck the rear of a 2015 Toyota Scion XB operated by a 42 year-old woman of McVeagh Road who was stopped at a stop sign at the Route 153 intersection. No injuries were reported or observed.

Wednesday, July 26

• A 34 year-old woman of Du Bois, Pennsylvania was arrested at 4:25 p.m. and charged with driving while under the influence of alcohol or drugs and two counts of risk of injury to a minor. Police received a call from a concerned citizen who suspected child abuse or neglect. Police discovered that the accused left a two year-old child naked and unsupervised outside and also drove to a neighbor’s house to pick up her one year-old child. Police detected the odor of alcoholic beverage on the woman’s breath. She stated that she had only a single drink during the day. A standardized field sobriety test was administered, which she failed. She was found to have a blood alcohol level twice the legal limit.

• A 39 year-old Old Saybrook man was issued a citation at 1:03 p.m. for failure to maintain a reasonable distance apart after the 2013 Kia Rio LX he was operating on Horse Hill Road at Old Clinton Road struck the rear of a 2017 Chevrolet Corvette operated by a 74 year-old man of Bradenton, Florida.

Friday, July 28

• A domestic dispute was investigated on Wickham Court at 3:53 p.m. that resulted in the arrest of two parties. No additional details were available.

Saturday, July 29

• A 21 year-old Branford woman was arrested at 6:01 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway after she was stopped for erratic driving and then failed a standardized field sobriety test.

• A 21 year-old Haddam man was arrested at 6:28 p.m. and charged with driving while under the influence of alcohol or drugs and traveling too fast for conditions following a motor vehicle accident.

Sunday, July 30

• A 21 year-old Bristol woman was arrested at 6:31 p.m. and charged with driving while under the influence of alcohol or drugs, traveling unreasonably fast, and failure to obey a stop sign.

• A 57 year-old Old Lyme woman was arrested at 9 p.m. and charged with disorderly conduct, assault in the third degree, and threatening.

Monday, July 31

Tuesday, Aug. 1

• A 58 year-old Glastonbury man was arrested at 10:53 a.m. and charged with breach of peace in the second degree and criminal violation of a protective order.

• An 84 year-old Niantic woman was operating a 2010 Subaru Forester westbound on Boston Post Road near Old Salt Works Road around 3:43 p.m. when she suffered a medical issue, traveled off the north side of the roadway, and collided with a mailbox in front of 1794 Boston Post Road. She was transported by Westbrook Emergency Medical Services to the Middlesex Hospital Shoreline Medical Center for treatment. The operator’s driver’s license was sent to DMV for review.

Sunday, July 9

• A 62 year-old man of Boston Post Road was arrested at 1:33 a.m. on a warrant charging him with violation of probation.

• A 36 year-old Middletown man was issued a misdemeanor summons at 6:45 p.m. for operating a motor vehicle while under license or registration suspension, operating a motor vehicle without insurance, and operating an unregistered motor vehicle following a motor vehicle stop on Old Post Road at Sea Lane.

• A 30 year-old woman of Middleton, Massachusetts was arrested at 7:40 p.m. and charged with breach of peace in the second degree under the Domestic Violence Act.

• An 18 year-old man of Half Penny Lane was issued a citation at 11:57 p.m. for possession of less than one-half ounce of marijuana and possession of drug paraphernalia containing less than one-half ounce of marijuana following a motor vehicle stop on Maple Avenue.

Monday, July 10

• A 44 year-old Berlin man was arrested at 9:32 p.m. and charged with violation of probation, two counts of failure to appear in the second degree, and operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road at Chalker Beach Road. He was processed and held in lieu of a combined $36,500 bond amount.

Tuesday, July 11

• A 28 year-old Guilford woman was arrested at 2:44 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and possession of drug paraphernalia.

• A 29 year-old North Branford man was issued a citation at 4:46 a.m. for possession of less than one-half ounce of marijuana following an investigation on Ferry Road.

No arrests were made.

• A 27 year-old New London man was issued a misdemeanor summons at 1:54 p.m. for operating a motor vehicle while under license or registration suspension and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Boston Post Road at Route 166.

• A 58 year-old Guilford man was issued a misdemeanor summons at 7:03 p.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast following a motor vehicle stop on Essex Road.

• A 46 year-old woman of Orchard Street was issued a misdemeanor summons at 10:28 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) following a motor vehicle stop on Elm Street.

• A 23 year-old Westbrook man was issued a misdemeanor summons at 7:24 a.m. for operating a motor vehicle while under license or registration suspension, failure to carry an insurance card, possession of less than one-half ounce of marijuana, and use or possession of drug paraphernalia containing less than one-half ounce of marijuana.

Friday, July 14

• A 39 year-old Rocky Hill man and a 53 year-old Manchester man were arrested at 1:42 p.m. Each man was charged with larceny in the sixth degree, conspiracy to commit larceny in the sixth degree, and use or possession of drug paraphernalia. The 53 year-old was also charged with driving while under the influence of alcohol or drugs.

• A 42 year-old Westbrook man was arrested at 6:07 p.m. and charged with breach of peace in the second degree. In the same incident a 26 year-old Old Lyme man was charged with breach of peace in the second degree, assault in the third degree, and strangulation in the third degree.

Monday, July 17

• A 33 year-old man of Ferry Road was arrested at 4:09 p.m. on a warrant charging him with violation of probation.

• A 37 year-old Westbrook man was arrested at 11:59 p.m. for failure to notify change or vehicle color and operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Boston Post Road near Main Street.

• An 18 year-old man of North Meadow Road was issued a misdemeanor summons at 9:58 p.m. for operating a motor vehicle without a driver’s license, operating an unregistered motor vehicle, and failure to obey a traffic signal on Boston Post Road at Lynde Street.

• A 35 year-old Ivoryton man was issued a misdemeanor summons at 9:57 p.m. for traveling unreasonably fast, operating a motor vehicle while under license or registration suspension, and failure to have insurance following a motor vehicle stop on Main Street at Sheffield Street.

Wednesday, July 26

• A 40 year-old man of Old Boston Post Road was arrested at 6:36 p.m. and charged with threatening in the second degree, breach of peace in the third degree, and assault in the third degree. He was processed and held in lieu of a $5,000 surety bond.

Thursday, July 27

• A 57 year-old New Britain man was arrested at 2:36 a.m. and charged with harassment in the second degree under the Domestic Violence Act. He was processed and held in lieu of a $25,000 surety bond.

• Three 17 year-olds were arrested at 3 a.m. Each youth was charged with larceny in the first degree, criminal trover in the second degree (benefiting from stolen property), conspiracy to commit criminal trover, burglary in the third degree (by robbery spree), conspiracy to commit burglary in the third degree, larceny in the sixth degree, conspiracy to commit larceny in the sixth degree, interfering with an officer, operating a motor vehicle without a driver’s license, reckless driving, and engaging an officer in pursuit. Each youth was remanded to the custody of the State of Connecticut.

• A 62 year-old man of Chalker Beach Road was arrested at 1:52 p.m. on a warrant charging him with harassment in the second degree under the domestic violence act.

Friday, July 28

• A 17 year-old was arrested at 12:46 p.m. and charged with possession of less than one-half ounce of marijuana and use or possession of drug paraphernalia containing less than one-half ounce of marijuana. The juvenile was processed and turned over to parental custody.

• An 18 year-old woman of Sunset Avenue was issued a citation at 1:01 p.m. for possession of less than one-half ounce of marijuana and possession of drug paraphernalia containing less than one-half ounce of marijuana.

• A 52 year-old man of Fox Hollow Road was issued a citation at 8:21 p.m. for allowing a dog to roam on Half Penny Lane.

Saturday, July 29

• A 31 year-old New London woman was arrested at 2:49 a.m. on a warrant charging her with failure to appear in the second degree and possession of drug paraphernalia.

• A 65 year-old man of Middlesex Turnpike was issued a misdemeanor summons at 4:58 p.m. for evading responsibility in the operation of a motor vehicle following a motor vehicle stop on Elm Street.

• A 62 year-old man of Chalker Beach Road was arrested at 8:54 p.m. and charged with violation of a protective order, driving while under the influence of alcohol or drugs, and possession of less than one-half ounce of marijuana.

Sunday, July 30

• A 35 year-old woman of Briarcliff Trail was arrested at 11:40 a.m. and charged with disorderly conduct and assault in the third degree under the Domestic Violence Act. In the same incident a 17 year-old was charged with the same and released to parental custody.

Monday, July 31

• A 41 year-old Clinton man was arrested at 1:56 p.m. on a warrant charging him with disorderly conduct, unlawful restraint, and assault in the third degree.

• A 57 year-old woman of Sunset Avenue was issued a misdemeanor summons at 3:01 p.m. for operating a motor vehicle while under license or registration suspension and disobeying the signal of an office following a motor vehicle stop on north Main Street at Stage Road.

Tuesday, Aug. 1

• A 30 year-old Clinton man was arrested at 7:19 p.m. and charged with second degree breach of peace, intimidation based on bigotry, and assault on person age 60 or older or who is pregnant or handicapped.
