Police Incident Report March 29 to April 4


The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, March 29

• A 58 year-old Hartford woman was arrested at 11:30 a.m. on a warrant charging her with conspiracy to commit larceny in the sixth degree.

• A 29 year-old Middletown man was arrested at 7 p.m. and charged with having weapons in a motor vehicle, two counts of possession of narcotics with intent to sell, two counts of possession of narcotics, possession of less than one-half ounce of marijuana, and possession of drug paraphernalia following a motor vehicle stop on Route 81. The accused was in possession of marijuana, 23 bags of heroin that were in his underwear, Methcathinone (AKA “cat”), and brass knuckles. The operator of the vehicle and the other vehicle passenger were not charged.

• A 34 year-old Hartford woman was arrested at 7:35 p.m. on a warrant charging her with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree.

• The passing of bad checks was investigated on Baxter Road at 3:44 p.m.

• A motor vehicle accident without injuries was investigated on Killingworth Turnpike at 4:40 p.m.

Thursday, March 30

• A 24 year-old man of West Main Street was arrested at 11:30 a.m. on a warrant charging him with sexual assault in the first degree, sexual assault in the second degree, reckless endangerment, and sale or delivery of alcohol to a minor. He was processed and released after posting $225,000 in total bond amounts and issued an April 11 court date. The accused turned himself over to police after learning that warrants had been issued for his arrest. These warrants stemmed from two separate cases involving two separate victims. The first case involved the sexual assault of a 63 year-old invalid female, which was first reported in July 2016. The second case involved the sexual assault of a 19 year-old female in October 2016. After investigations into the allegations the two arrest warrants were issued and the accused contacted. He turned himself over to police without incident.

• A 20 year-old woman of Old Mill Road was arrested at 11:52 p.m. and charged with possession of less than four ounces of marijuana and use or possession of drug paraphernalia following a motor vehicle stop on East Main Street at Beach Park Road.

• A 44 year-old Madison man was issued a misdemeanor summons at 5:15 p.m. for operating a motor vehicle without insurance, improper use of registration plates, operating an unregistered motor vehicle, and failure to display plates following a motor vehicle stop on West Main Street.

• Harassment was investigated on Carriage Drive at 10:40 a.m.

• Harassment was investigated on Long Hill Road at 1:24 p.m.

• A neighbor dispute was investigated on Lafayette Green Road at 3:12 p.m.

• A complaint about threatening was investigated on Bright Hill Drive at 5:49 p.m.

• A complaint about threatening was investigated on Pleasant Hill Lane at 9:36 p.m.

Friday, March 31

• A 55 year-old Killingworth man was arrested at 7:45 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and using a hand-held cell phone while driving following a motor vehicle accident with injuries on Cow Hill Road at Heritage Circle.

• Harassment was investigated on East Main Street at 9:19 a.m.

Saturday, April 1

• A 49 year-old Killingworth man was arrested at 11:35 a.m. on a warrant charging him with larceny in the sixth degree (via embezzlement).

• Harassment was investigated on Captains Walk at 11:55 a.m.

• A larceny was investigated on Killingworth Turnpike at 2:51 p.m.

• Harassment was investigated on Carter Hill Road at 6:47 p.m.

Sunday, April 2

• A 25 year-old East Haven man was arrested at 2:33 a.m. on a warrant charging him with failure to pay or plead a citation.

• A 39 year-old Westbrook woman was issued a misdemeanor summons at 11:13 a.m. for operating a motor vehicle while under license or registration suspension and failure to wear a seat belt in the front seat following a motor vehicle stop on Old Post Road near Brush Hill Road.

• An animal bite was reported on Alden Drive at 2:50 p.m.

• A neighbor dispute was investigated on Ninety Rod Road at 3:34 p.m.

Monday, April 3

• A 25 year-old East Haven woman was arrested at 2:27 p.m. on a warrant charging her with larceny in the third degree (via embezzlement).

• A 28 year-old West Haven woman was arrested at 5:44 p.m. on a warrant charging her with two counts of larceny in the third degree and two counts of conspiracy to commit larceny in the third degree.

• A 48 year-old West Haven man was arrested at 8:10 p.m. and charged with assault in the third degree, breach of peace, possession of narcotics, and use or possession of drug paraphernalia. In the same incident a 46 year-old woman of Riverside Road in Clinton was charged with possession of narcotics and use or possession of drug paraphernalia.

Tuesday, April 4

• A 25 year-old man of West Main Street was arrested at 12:14 a.m. and charged with illegal manufacture of distribution of a controlled substance, operating an unregistered motor vehicle, and possession of less than one-half ounce of marijuana following a motor vehicle stop on High Street near North High Street.

• A 58 year-old man of Central Avenue was arrested at 10:59 p.m. on a warrant charging him with failure to appear in the second degree.

Westbrook

Wednesday, March 29 to Friday, March 31

No arrests were made.

Saturday, April 1

• A 41 year-old Old Saybrook man was arrested at 9:58 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• A 44 year-old Old Saybrook man was issued a citation at 11:09 a.m. for failure to drive a reasonable distance apart after the 2016 Toyota Tundra he was operating struck the rear of a 2016 Honda Accord Sport operated by a 22 year-old man of Boston Post Road who had stopped for traffic at the intersection of Route 153 and Knothe Road. No injuries were reported or observed.

• A 36 year-old woman of Grove Beach Road North was issued a citation at 2:03 p.m. for failure to drive a reasonable distance apart after the 2005 Nissan Sentra she was operating struck the rear of a 2012 Ford Escape XLT operated by a 65 year-old Cobalt man. A 65 year-old woman was a passenger onboard the Ford Escape. The struck vehicle was stopped in front of Bill’s Seafood as the operator waiting to traffic to clear before making a left turn into the parking lot.

Sunday, April 2 to Monday, April 3

No arrests were made.

Tuesday, April 4

• A 39 year-old man of Boston Post Road and a 34 year-old Essex man were arrested at 4:30 p.m. on warrants. Each man was charged with larceny in the fifth degree stemming from an investigation into a burglary that occurred at 258 Beaver Meadow Road in Haddam.

• A 58 year-old man of Boston Post Road was arrested at 8:21 p.m. on a warrant charging him with failure to appear in the second degree.

• A 55 year-old Meriden man was arrested at 10:10 p.m. on a warrant charging him with larceny in the sixth degree.

Old Saybrook

Wednesday, March 29

• A 29 year-old Meriden man was arrested at 9:59 p.m. and charged with driving while under the influence of alcohol or drugs, interfering with an officer, failure to maintain the proper lane of a multiple lane highway, and failure to signal a turn.

Thursday, March 30 to Saturday, April 1

No arrests were made.

Sunday, April 2

• A 20 year-old Deep River man was issued a citation for possession of drug paraphernalia at the Exchange Club pond.

Monday, April 3

• A 54 year-old Hamden man was arrested at 5:07 p.m. and charged with larceny in the sixth degree.

• A 39 year-old Essex man was arrested at 9:48 p.m. on a warrant charging him with criminal attempt to commit burglary in the third degree and conspiracy to commit burglary in the third degree.

• A 22 year-old Old Lyme man was issued a citation at 12:05 a.m. for possession of less than one-half ounce of marijuana and use or possession of drug paraphernalia containing less than one-half ounce of marijuana following a motor vehicle stop on North Main Street at Stage Road.

Tuesday, April 4

• A 37 year-old woman of Ayers Point Road was arrested at 2:42 p.m. on a warrant charging her with criminal trespass in the first degree.

• A 44 year-old man of Mohican Trail was arrested at 7:53 p.m. and charged with driving while under the influence of alcohol or drugs and operating a golf cart after dark.

From March 29 to April 4. Old Saybrook police issued two citations to motorists for using a hand-held cell phone while driving. One citation was issued for each of the following: failure to renew registration, speeding, and operating an unregistered motor vehicle.
