The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Westbrook

Wednesday, Nov. 30

• A 50 year-old Madison man was arrested at 7:54 p.m. on a warrant charging him with failure to appear in the second degree.

Thursday, Dec. 1

Friday, Dec. 2

No arrests were made.

• A 33 year-old man of Golf Links Road was issued a misdemeanor summons at 12:44 a.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) and failure to drive upon the right after the 2004 Honda Civic EX he was operating eastbound on Westbrook Heights Road struck a 2006 Hyundai Sonata that was parked on the side of the road. The accused fled the scene before contacting police or the owner of the vehicle he struck, but was located a short while later thanks to witnesses of the crash.

Sunday, Dec. 4

• A 33 year-old Old Lyme woman was arrested at 6:37 p.m. and charged with breach of peace and assault in the third degree following a domestic dispute between a mother and daughter. She was processed on a $5,000 bond.

Monday, Dec. 5

No arrests were made.

Tuesday, Dec. 6

• A 22 year-old man of Magna Lane was arrested at 1:37 p.m. on a warrant charging him with failure to appear in the second degree.

Wednesday, Dec. 7

• A 28 year-old man of Horse Shoe Drive was arrested at 8:52 p.m. on a warrant charging him with interfering with an officer and disorderly conduct.

Thursday, Dec. 8

• A 24 year-old man of Boston Post Road was arrested at 3:01 p.m. and charged with threatening in the first degree and illegal use of a facsimile firearm. He was processed on a $12,500 surety bond.

• A 41 year-old Hartford man was arrested at 4:01 p.m. on a warrant charging him with failure to appear in the second degree.

Friday, Dec. 9

• A 34 year-old New Haven man was arrested at 12:07 a.m. on a warrant charging him with failure to pay or plead a citation.

• A 50 year-old Colchester man was arrested at 9:09 p.m. on a warrant charging him with larceny in the second degree (theft from a building). The larceny occurred on March 22, 2016.

Saturday, Dec. 10 to Sunday, Dec. 11

No arrests were made.

Monday, Dec. 12

• A 48 year-old Plainfield man was arrested and charged with interfering with an officer and simple trespass.

Tuesday, Dec. 13

• A complaint about identity theft was investigated on Killingworth Turnpike at 3:35 p.m.

Thursday, Dec. 1

• A 20 year-old man of Providence, Rhode Island was arrested at 6:39 p.m. and charged with forgery in the first degree, larceny in the sixth degree, conspiracy to commit forgery, and conspiracy to commit larceny following a larceny in Glenwood Road.

• Threatening was investigated on Walnut Hill Road at 9:16 a.m.

Friday, Dec. 2

• A 61 year-old Madison woman was arrested at 11:44 a.m. and charged with driving while under the influence of alcohol or drugs following a motor vehicle stop on West Main Street.

• A 25 year-old New Haven woman was arrested at 3:16 p.m. and charged with larceny in the fourth degree (by shoplifting), conspiracy to commit shoplifting, and criminal trespass in the first degree following a shoplifting incident on Killingworth Turnpike. In the same incident a 26 year-old Hamden woman was arrested and charged with larceny in the fourth degree, conspiracy to commit larceny in the fourth degree, and larceny in the sixth degree.

• An untimely death was investigated on Beach Road at 9:36 a.m.

• A larceny was investigated on West Main Street at 6:41 p.m.

• A complaint about identity theft was investigated on Pepperbush Drive at 9:16 a.m.

Sunday, Dec. 4

• A 21 year-old Killingworth man was arrested at 3:11 a.m. on a warrant charging him with criminal mischief in the second degree.

• A domestic dispute was investigated on Liberty Street at 11:46 a.m.

Monday, Dec. 5

No arrests were made,

• Harassment was investigated on High Street at 2:42 p.m.

• A missing person complaint was investigated on Carter Hill Road at 11:44 p.m.

Tuesday, Dec. 6

• A 17 year-old juvenile was arrested at 11:26 p.m. and charged with disorderly conduct following a domestic dispute on East Main Street.

• A 30 year-old Clinton woman was issued a misdemeanor summons at 7:46 p.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast following a motor vehicle stop on East Main Street.

• A missing person complaint was investigated on Harbor Parkway at 2:20 p.m.

• A shoplifting incident was investigated on Killingworth Turnpike at 3:03 p.m.

• A larceny was investigated on Glenwood Road at 4:24 p.m.

• Harassment was investigated on Meadow Road at 9:45 p.m.

• A noise complaint was investigated on Kenilworth Drive at 10:34 p.m.

• A 50 year-old woman of Groveway was arrested at 4:25 p.m. on a warrant charging her with larceny in the sixth degree.

• A larceny was investigated on Killingworth Turnpike at 10:56 a.m.

• Criminal mischief was investigated on Waterside Lane at 11:57 a.m.

• A larceny was investigated on Cow Hill Road at 12:37 p.m.

• Harassment was investigated on East Main Street at 7:25 p.m.

• A complaint about animals was investigated on Old Nod Road at 10:14 p.m.

Sunday, Dec. 11

• A 40 year-old New London woman was arrested at 9:17 p.m. on a warrant charging her with risk of injury to a minor.

Monday, Dec. 12

No arrests were made.

• A 42 year-old man of East Main Street was issued a misdemeanor summons at 7:04 p.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Old Post Road at East Main Street.

• An 18 year-old woman was issued a misdemeanor summons at 8:01 p.m. for traveling unreasonably fast, possession of less than one-half ounce of marijuana, and use or possession of drug paraphernalia containing less than one-half ounce of marijuana following a motor vehicle stop on East Main Street.

• A noise complaint was investigated on West Road at 10:18 p.m.

Tuesday, Dec. 13

No arrests were made.

• A 34 year-old man of North High Street was issued a misdemeanor summons at 7:09 p.m. for operating a motor vehicle without a driver’s license and failure to have headlamps lit and devices illuminated following a motor vehicle stop on East Main Street at College Street.

• Criminal mischief was investigated on Waterside Lane at 1:56 a.m.

• A neighbor dispute was investigated on Kelseytown Road at 2:14 p.m.

• Harassment was investigated on East Main Street at 4:31 p.m.

• A larceny was investigated on Riverside Drive at 4:36 p.m.

Old Saybrook

Wednesday, Nov. 30

• A 44 year-old man of Bokum Road was arrested at 8:30 a.m. on a warrant charging him with larceny in the third degree by spree, conspiracy to commit larceny in the third degree by spree, three counts of burglary in the third degree, three counts of conspiracy to commit burglary in the third degree, three counts of criminal mischief in the third degree, and three counts of conspiracy to commit criminal mischief in the third degree. He was also arrested in Guilford on Dec. 14, and charged with multiple counts of burglary in the third degree, larceny in the sixth degree, and criminal mischief in the third degree. In the same incident a 45 year-old New Haven man and a 39 year-old West Haven man were arrested and charged with larceny by spree, burglary, criminal mischief, and conspiracy to commit larceny, burglary, and criminal mischief.

• A 51 year-old woman of Seaford Road was issued a misdemeanor summons at 2:28 p.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident) following a motor vehicle stop on Spencer Plains Road.

Thursday, Dec. 1

• A 44 year-old woman of White Plains, New York was arrested and charged with breach of peace in the second degree.

Friday, Dec. 2

• A 40 year-old Clinton man was arrested at 10:58 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.

• A 21 year-old man of Middlesex Turnpike was issued a misdemeanor summons at 9:26 a.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Maple Avenue at London Court.

Saturday, Dec. 3

• A 26 year-old Clinton woman was arrested at 4:30 p.m. and charged with assault in the third degree, disorderly conduct, criminal mischief in the third degree, and interfering with an emergency 911 call.

Sunday, Dec. 4

• A 54 year-old man of Ingham Hill Road was issued a misdemeanor summons at 3:03 p.m. for operating a motor vehicle without insurance following a motor vehicle stop on Spencer Plains Road.

Monday, Dec. 5

• A 28 year-old Durham woman was arrested at 2:34 p.m. and charged with larceny in the sixth degree.

• A 53 year-old woman of Middletown Avenue was issued a citation at 4:07 p.m. for possession of drug paraphernalia on Middletown Avenue.

• A 20 year-old woman was Town Beach Road was arrested at 8:17 a.m. on a warrant charging her with failure to respond to a summons.

• A 21 year-old Niantic man was arrested at 7:41 p.m. and charged with driving while under the influence of alcohol or drugs, operating an unregistered motor vehicle, and possession of less than one-half ounce of marijuana.

• A 22 year-old Westbrook man was issued a misdemeanor summons at 7:15 p.m. for operating a motor vehicle while under license or registration suspension and operating a motor vehicle while using a hand-held cell phone following a motor vehicle stop on Boston Post Road at Chalker Beach Road.

• A 24 year-old Hamden man was issued a misdemeanor summons at 9:58 p.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, operating a motor vehicle while under license or registration suspension, and traveling unreasonably fast following a motor vehicle stop on Boston Post Road at Middlesex Turnpike.

Saturday, Dec. 10

• A 27 year-old Ivoryton woman was arrested at 3:11 p.m. and charged with larceny in the sixth degree.

Sunday, Dec. 11

• A 47 year-old man and a 39 year-old woman were arrested at 8:15 a.m. Each party was charged with disorderly conduct under the domestic violence act.

• Six people were issued citations at 2:10 a.m. for creating a public disturbance at 1333 Boston Post Road. The cited parties included a 33 year-old man of Boston Post Road, a 31 year-old Clinton man, a 30 year-old Westbrook man, a 41 year-old Clinton man, a 23 year-old Centerbrook man, and a 17 year-old juvenile.

Monday, Dec. 12

• A 27 year-old Ivoryton woman was arrested at 8:32 a.m. and charged with possession of narcotics.

Tuesday, Dec. 13

No arrests were made.

• A 22 year-old New London man was issued a misdemeanor summons at 7:10 a.m. for operating a motor vehicle while under license or registration suspension following a motor vehicle stop on Essex Road.

From Nov. 30 to Dec. 13, Old Saybrook police issued five citations to motorists for failure to wear a seat belt in the front seat, three citations for traveling unreasonably fast, two citations for operating an unregistered motor vehicle, two citations for operating a motor vehicle without a driver’s license, one citation for failure to obey a stop sign, one citation for failure to maintain the proper lane of a multiple lane highway, one citation for speeding, and one citation for operating a motor vehicle with an out-of-state driver’s license for greater than 30 days.
