The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.

Clinton

Wednesday, Sept. 14

• A 53 year-old man of Kelseytown Road was arrested at 10:27 a.m. on a warrant charging him with driving while under the influence of alcohol or drugs.

• A 21 year-old woman of Riverside Drive was issued a misdemeanor summons at 4:16 p.m. for operating a motor vehicle without a driver’s license following a motor vehicle stop on West Main Street.

• Threatening was investigated on Delwood Avenue at 10:05 p.m.

Thursday, Sept. 15

No arrests were made.

• A 38 year-old Westbrook man was issued a misdemeanor summons at 8:18 p.m. for operating a motor while under license and registration suspension and having the improper number of headlights.

• A larceny was investigated on John Street Extension at 9:31 a.m.

• Criminal mischief was investigated on East Main Street at 12:53 p.m.

Friday, Sept. 16

No arrests were made.

• A 53 year-old East Haven man was issued a misdemeanor summons at 5:32 p.m. for operating an unregistered motor vehicle and improper use of marker plate following a motor vehicle stop on North High Street at Pallenburg Drive.

• A complaint about an intoxicated person was investigated on East Main Street at 1:18 a.m.

• A neighbor dispute was investigated on River Road at 12:28 p.m.

• A shoplifting complaint was investigated on Killingworth Turnpike at 4:30 p.m.

Saturday, Sept. 17

• A 52 year-old Killingworth man was arrested at 1::52 a.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle without insurance, failure to yield for an active emergency vehicle, and traveling unreasonably fast following a motor vehicle stop on Roast Meat Hill Road.

• A 28 year-old man of Shore Road was issued a misdemeanor summons at 12:06 a.m. for operating a motor vehicle while under license or registration suspension, failure to display plates, and failure to obey a control signal.

• A neighbor dispute was investigated on Riverside Drive at 8:43 a.m.

• An assault was investigated on East Main Street at 9:02 a.m.

• A domestic dispute was investigated on Willow lane at 9:06 a.m.

• A complaint about identity theft was investigated on Longate Road at 2:51 p.m.

• Criminal mischief was investigated on East Main Street at 5:13 p.m.

• A noise complaint was investigated on Neck Road at 10:15 p.m.

Sunday, Sept. 18

• A 26 year-old Killingworth man was arrested at 3:07 a.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, operating a motor vehicle without a driver’s license, traveling unreasonably fast, and failure to maintain the proper lane of a multiple lane highway.

Monday, Sept. 19

• A 35 year-old Old Saybrook man was arrested at 9:17 a.m. and charged with burglary in the third degree (from a motor vehicle), larceny in the third degree, criminal mischief in the second degree, criminal trespass in the third degree, interfering with an officer, use or possession of drug paraphernalia, and possession of less than one-half ounce of marijuana.

• A neighbor dispute was investigated on Meadow Road at 8:54 a.m.

• An untimely death was investigated on Airline Road at 12:42 p.m.

• A larceny was investigated on Hammock Parkway at 5:07 p.m.

• A 27 year-old man of West Main Street was arrested at 4 p.m. on a warrant charging him with violation of probation/conditional discharge.

Friday, Sept. 23

• A 52 year-old man of Long Hill Road was arrested at 1:29 a.m. and charged with driving while under the influence of alcohol or drugs and failure to obey a stop sign following a motor vehicle stop on Glenwood Road at Spencer Court.

• A 53 year-old man of Commerce Street was issued a misdemeanor summons at 2:40 p.m. for operating an unregistered motor vehicle and improper use of marker place following a motor vehicle stop on West Main Street.

Saturday, Sept. 24

• A domestic dispute was investigated on Commerce Street at 12:53 p.m.

• A report of harassment was investigated on Uncas Road at 9:06 p.m.

Sunday, Sept. 25

• A 24 year-old man of West Main Street was arrested at 1:03 a.m. and charged with driving while under the influence of alcohol or drugs, drinking while driving a motor vehicle, improper license classification for vehicle driven, failure to maintain the proper lane of a multiple lane highway, and traveling unreasonably fast following a motor vehicle stop on Post Office Square.

• A 23 year-old man of Christopher Lane was arrested at 5:54 p.m. and charged with driving while under the influence of alcohol or drugs and illegal possession of narcotics following a motor vehicle stop on High Street.

Monday, Sept. 26

• A 21 year-old Bethlehem woman was arrested at 1:37 p.m. and charged with larceny in the sixth degree (via shoplifting) and conspiracy to commit larceny in the sixth degree. In the same incident at 23 year-old Woodbury woman was charged with larceny in the sixth degree, conspiracy to commit larceny in the sixth degree, possession of marijuana, and use or possession of drug paraphernalia.

• A 53 year-old man of Jefferson Circle was arrested at 8:16 p.m. and charged with disorderly conduct under the Domestic Violence Act. In the same incident a 19 year-old man of the same residence was charged with disorderly conduct and assault in the third degree.

• A 51 year-old man of Airline Road was issued a summons at 7:14 p.m. for termination of heat or services.

• A larceny was investigated on Ben Merrill Road at 7:37 a.m.

• A theft was investigated on Killingworth Turnpike at 4:42 p.m.

Tuesday, Sept. 27

• A 23 year-old man of Christopher Lane was arrested at 1:16 a.m. and charged with disorderly conduct and possession of a controlled substance following the report of a suspicious person on Glenwood Road at Killingworth Turnpike.

• A larceny was investigated on Killingworth Turnpike at 1:51 p.m.

Wednesday, Sept. 28

• A 32 year-old man of Coventry, Rhode Island was arrested at 4:34 p.m. and charged with disorderly conduct following a domestic dispute on Old Post Road.

Thursday, Sept. 29

• A 42 year-old man of Glenwood Road was arrested at 12:46 a.m. for operating a motor vehicle while under the influence of alcohol or drugs and failure to obey a stop sign following a motor vehicle stop on Glenwood Road.

• A 31 year-old woman of Killingworth Turnpike was arrested at 1:10 a.m. and charged with driving while under the influence of alcohol or drugs, disorderly conduct, and simple trespass following a motor vehicle stop on Glenwood Road.

• A 46 year-old Guilford man was arrested at 5:16 p.m. and charged with driving while under the influence of alcohol or drugs, drinking while operating a motor vehicle, failure to maintain the proper lane of a multiple lane highway, and two counts of risk of injury to a minor following a motor vehicle accident with injuries on Central Avenue at High Street.

• A complaint about identity theft was investigated on Killingworth Turnpike at 6:51 p.m.

Friday, Sept. 30

• A 42 year-old man of East Main Street was arrested at 11:38 a.m. on a warrant charging him with issuing a bad check.

• A 26 year-old man of Far Rockaway, New York was arrested at 2:17 p.m. and charged with illegal use of a credit card, unlawful reproduction of a credit card,, larceny in the third degree, criminal impersonation, and forgery in the second degree.

• A theft was investigated on Bargate Road at 4:44 p.m.

Sunday, Oct. 2

• A 56 year-old man of Shore Road was arrested at 4:42 p.m. charging him with criminal violation of a protective order.

Monday, Oct. 3

• A 34 year-old man of Yonkers, New York was arrested at 1:45 p.m. on a warrant charging him with failure to appear in the second degree.

Tuesday, Oct. 4

• A 34 year-old man of Yonkers, New York (the same man arrested on Oct. 3) was arrested again at 5:06 p.m. and charged with disorderly conduct and operating a motor vehicle while under license or registration suspension following a domestic dispute on Spencer Court.

Wednesday, Oct. 5

• A 57 year-old man of West Main Street was issued a misdemeanor summons at 10:02 a.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast following a motor vehicle stop on Cow Hill Road.

• A 26 year-old Westbrook man was arrested at 3:58 p.m. on a warrant charging him with failure to appear in the second degree.

• A 19 year-old man of Egypt Lane was arrested at 5:45 a.m. and charged with attempted sexual assault in the fourth degree, risk of injury to a minor, and enticing or coercing a minor with a computer service to conduct sexual acts.

• A 34 year-old woman of Sunnybrook Lane was arrested at 1:15 a.m. and charged with larceny in the sixth degree following a shoplifting incident on East Main Street.

• The owner of Atlantic Outboard located at 475 Boston Post Road reported the theft of two Garmin chart plotters at 12:29 p.m. The plotters were taken during prior overnight hours from two boats in the company parking lot. The chart plotters were valued at $2,000 each.

• A complaint about an RCA tablet computer containing suspicious photographs was investigated at 4:49 p.m. The Connecticut State Police forensics laboratory was contacted to help in the investigation.

• A 43 year-old Centerbrook woman was arrested at 1:20 p.m. and charged with larceny in the sixth degree.

Thursday, Oct. 6

• A 33 year-old woman of Old Clinton Road was arrested at 1:28 a.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, and failure to signal a turn following a motor vehicle stop on Boston Post Road. She was processed on a $5,000 bond.

Friday, Oct. 7

• A 20 year-old woman and a 19 year-old woman, both of Bridgeport, were arrested at 7:45 a.m. and charged with larceny in the sixth degree (theft of items from a motor vehicle), conspiracy to commit larceny in the sixth degree, and credit card theft.

• A 24 year-old Middletown man was arrested at 3:29 p.m. and charged with evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), operating a motor vehicle without insurance, operating a motor vehicle while under license or registration suspension, and failure to maintain a reasonable distance apart following a motor vehicle crash on Main Street.

• A 28 year-old Middletown man was arrested at 9:06 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and operating a motor vehicle without a driver’s license following a motor vehicle stop for erratic driving. He failed a standardized field sobriety test.

• A 67 year-old Madison man was arrested at 11:47 a.m. on a warrant charging him with failure to pay weekly wages.

• A 48 year-old man of Essex Road was arrested at 8:32 p.m. on a warrant charging him with failure to pay or plead a citation after he was located by troopers at Valero gas station on Boston Post Road.

• A 46 year-old Guilford man was arrested on a warrant charging him with criminal mischief in the third degree and breach of peace in the second degree.

Friday, Oct. 14

• A 34 year-old Hartford man was arrested at 5:46 p.m. and charged with reckless driving, illegal possession of a number plate, operating an unregistered motor vehicle, operating a motor vehicle without insurance, and operating a motor vehicle while under license or registration suspension following a motor vehicle stop.

Saturday, Oct. 15

• A 43 year-old man of Bronx, New York was arrested at 8:11 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and operating a motor vehicle without a driver’s license following a motor vehicle stop.

• A shoplifting incident was investigated at Walgreens, 1211 Boston Post Road, at 3:37 p.m. The suspect was reported as a white female in her late 30s to early 40s, wearing a purple jacket with pink strips and gray pants. The suspect fled the store with the stolen merchandise in a red Volkswagen Beetle bearing Connecticut plates. Anyone with information is asked to call Trooper Andrew Eckman at 860-399-2100. All calls will be kept confidential.

Sunday, Oct. 16

• A 29 year-old Hartford man was arrested at 1:13 p.m. on a warrant charging him with larceny in the fourth degree and forgery in the second degree following a local theft.

• A 58 year-old Westbrook man was arrested at 4:15 p.m. and charged with disorderly conduct and strangulation in the second degree.

Monday, Oct. 17

• A 20 year-old Bridgeport woman was arrested at 5:38 p.m. on a warrant charging her with larceny in the fourth degree following a local theft.

Tuesday, Oct. 18

Wednesday, Oct. 19

• A 35 year-old woman of Osprey Circle was arrested at 8:06 a.m. on a warrant charging her with failure to appear in the second degree. She was processed on a $2,500 surety bond.

• A 33 year-old Haddam man was issued a misdemeanor summons at 3:50 p.m. for operating a motor vehicle while under license or registration suspension and operating an unregistered motor vehicle.

Thursday, Oct. 20

• A 22 year-old man of Magna Lane was arrested at 6:23 p.m. and charged with violation of probation for violation of conditions of release upon conviction. The subject was serving a year of probation after his six-month sentence was suspended on the original charges of larceny in the fifth degree and failure to appear in the second degree. While on probation the accused admitted to and tested positive for use of heroin.

• A 25 year-old man of Cranston, Rhode Island was arrested at 11:10 p.m. and charged with operating an unregistered motor vehicle, improper use of a marker plate, operating a motor vehicle without insurance, speeding, and illegal license classification for vehicle driven. He was processed on a $1,000 surety bond.

Friday, Oct. 21

• A 37 year-old Essex man was arrested at 12:08 a.m. and charged with driving while under the influence of alcohol or drugs, operating a motor vehicle while under license or registration suspension, speeding, failure to drive upon the right, and interfering with an officer. The accused was stopped for erratic operation, exited the vehicle, and fled into the woods where he attempted to conceal himself in thick brush near a swamp before being apprehended by troopers. He was processed on a $10,000 non-surety bond.

Saturday, Oct. 22 to Monday, Oct. 24

Tuesday, Oct. 25

• A 56 year-old Westbrook man was arrested at 4:17 p.m. and charged with violation of probation/conditional discharge.

• A 64 year-old man of Kingfisher Lane was arrested at 9:31 p.m. and charged with driving while under the influence of alcohol or drugs, improper parking, and operating a motor vehicle without a driver’s license. A passerby called Troop F to report that a vehicle was blocking an intersection. The operator of the vehicle exhibited signs of intoxication and failed a standardized field sobriety test.

• At 12:49 a.m. troopers reported that a 53 year-old man of Westbrook Road was operating a 1997 Ford F150 pick-up truck northbound on Boston Post Road approximately 300 feet south of Post Avenue when he lost control of the vehicle while following a slight left bend in the roadway. The vehicle swerved to the left, crossed the southbound land, and struck the southbound curbing and a sign post with a concrete base. The impact caused the truck to become airborne, roll over, and strike three parked/unoccupied vehicles in a used car lot located at 790 Boston Post Road. The truck came to final rest on its roof behind the parked vehicles. The operator was removed from the truck by Westbrook Fire Department personnel and transported to the Middlesex Hospital Shoreline Medical Clinic in Westbrook. From there, he was flown my Lifestar helicopter to Yale New Haven Hospital for further treatment of suspected serious injuries sustained in the crash. The case was still under investigation at press time and possible charges are pending.

Old Saybrook

Wednesday, Sept. 14

• A 27 year-old Waterford man was arrested at 9:08 a.m. and charged with larceny in the sixth degree and conspiracy to commit larceny in the sixth degree on the strength of a warrant held by Old Saybrook police.

Thursday, Sept. 15

Friday, Sept. 16

• A 56 year-old man of Boston Post Road was arrested at 10:50 p.m. and charged with illegal cultivation or manufacture of marijuana (any amount), possession of less than four ounces of marijuana, and possession of drug paraphernalia on the strength of a warrant held by Old Saybrook police.

Saturday, Sept. 17

• A 32 year-old Middletown man was arrested at 5:56 p.m. and charged with driving while under the influence of alcohol or drugs, reckless driving, and criminal mischief in the second degree.

Sunday, Sept. 18

• A 54 year-old man of Connally Drive was arrested at 6:52 p.m. for disorderly conduct under the Domestic Violence Act.

Monday, Sept. 19

No arrests were made.

Tuesday, Sept. 20

• A 17 year-old was arrested at 3:29 p.m. and charged with possession of marijuana, use or possession of drug paraphernalia, possession of an electronic nicotine delivery system by a juvenile, and possession of alcohol by a minor on a street or highway. In the same incident a second 17 year-old was charged with possession of marijuana and use or possession of drug paraphernalia.

• A 49 year-old New Haven man was arrested at 3:49 p.m. and charged with larceny in the fifth degree and larceny in the sixth degree on a strength of warrants held by Old Saybrook police.

Thursday, Sept. 22

• A 50 year-old Middletown man was arrested at 12:10 a.m. and charged with larceny in the sixth degree on the strength of a warrant held by Old Saybrook police.

Friday, Sept. 23

• A 29 year-old man of Hyannis, Massachusetts was arrested at 3:08 a.m. and charged with assault in the third degree and breach of peace in the second degree under the Domestic Violence Act. He was also charged with driving while under the influence of alcohol or drugs, possession of less than one-half ounce of marijuana, and use or possession of drug paraphernalia containing less than one-half ounce of marijuana. In the same incident a 26 year-old woman of the same residence was charged with assault in the third degree and breach of peace in the second degree.

• A 50 year-old man of Ford Drive was issued a misdemeanor summons at 11:27 a.m. for evading responsibility in the operation of a motor vehicle.

• A 26 year-old Chester woman was issued a misdemeanor summons at 4:25 p.m. for operating a motor vehicle while under license or registration suspension and traveling unreasonably fast following a motor vehicle stop on Essex Road at Ayers Point Road.

• A 20 year-old man of Fairview Drive was issued a citation at 11:51 p.m. for possession of less than one-half ounce of marijuana and use or possession of drug paraphernalia containing less than one-half ounce of marijuana. In the same incident a 20 year-old Westbrook man was charged with the same.

Tuesday, Sept. 27

• A 30 year-old man of Miami, Florida was arrested at 2:33 p.m. and charged with 43 counts of credit card theft, 43 counts of forgery in the second degree, 43 counts of identity theft in the third degree, 11 counts of illegal use of a credit card, 11 counts of conspiracy, and criminal attempt to commit larceny in the third degree. In the same incident a 37 year-old man of Miami, Florida was charged with 28 counts of credit card theft, 28 counts of forgery in the second degree, 28 counts of identity theft in the third degree, 11 counts of illegal use of a credit card, 11 counts of conspiracy, and criminal attempt to commit larceny in the third degree. The men were arrested after they attempted to purchase high priced items at West Marine located at 1667 Boston Post Road using multiple fraudulent credit cards. They tried to purchase more than $8,200 worth of merchandise. Seventy-one credit cards were seized, all of which had the names of the men on them but false magnetic strips on the backs. The men were operating a rented vehicle. Thousands of dollars worth of additional merchandise was found in the vehicle. The U.S. Secret Service assisted with the investigation.

• A 55 year-old man of Boston Post Road was arrested at 1:05 p.m. and charged with possession of narcotics.

Thursday, Sept. 29

• A 51 year-old woman of Connally Drive was arrested at 8:13 a.m. and charged with driving while under the influence of alcohol or drugs.

• A 32 year-old Winsted man was arrested at 11:25 a.m. and charged with criminal impersonation.

• A 19 year-old Straford man was arrested at 5:35 p.m. and charged with driving while under the influence of alcohol or drugs and use or possession of drug paraphernalia.

Friday, Sept. 30

• A 44 year-old Essex man was arrested at 10:59 a.m. and charged with breach of peace in the second degree.

• A 65 year-old Waterford man was arrested at 6:07 p.m. and charged with two counts of possession of a weapon on school grounds, reckless endangerment in the first degree, and breach of peace in the second degree.

• A 35 year-old man of Schoolhouse Road was arrested at 9:16 p.m. and charged with driving while under the influence of alcohol or drugs, evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident), and failure to maintain the proper lane of a multiple lane highway.

• A fatal motor vehicle accident was investigated at the intersection of Middlesex Turnpike and Bokum Road at 10:41 a.m. A 22 year-old woman suffered fatal injuries after the vehicle she was operating northbound on Middlesex Turnpike struck a tree at the Bokum Road intersection. The vehicle became engulfed in flames, injuring two Old Saybrook police officers. The roads were closed for five hours while an accident reconstruction team investigated. Witnesses to the crash are asked to call 860-395-3142.

• A 62 year-old Clinton man was arrested at 7:09 p.m. and charged with driving while under the influence of alcohol or drugs, failure to maintain the proper lane of a multiple lane highway, and distracted driving.

• A 35 year-old Clinton man was arrested at 9:52 p.m. and charged with assault in the third degree and breach of peace in the second degree under the Domestic Violence Act.

• A 21 year-old Clinton man was arrested at 2:29 p.m. and charged with driving while under the influence of alcohol or drugs and failure to carry a driver’s license.

• A 29 year-old man of Maple Avenue was issued a misdemeanor summons at 9 p.m. for operating an unregistered motor vehicle and operating an unregistered motor vehicle following a motor vehicle stop on Main Street at Boston Post Road.

• A 26 year-old East Haven man was arrested at 10:30 p.m. and charged with larceny in the sixth degree, possession of drug paraphernalia, and operating a motor vehicle while under license or registration suspension following an incident at Shop & Shop, 105 Elm Street. While in custody, the accused was charged with a second count of larceny in the sixth degree for an incident that occurred at Walmart, 665 Boston Post Road.

• A 26 year-old East Haven man was arrested at 2:57 p.m. and charged with criminal mischief in the third degree.

• A 52 year-old man of Boston Post Road was arrested at 6:06 p.m. and charged with threatening in the second degree and breach of peace in the second degree under the Domestic Violence Act.

• A 52 year-old man of Boston Post Road was arrested at 4:10 p.m. and charged with assault in the third degree, disorderly conduct, and violation of conditions of released in the second degree following a domestic violence incident. This is the same man arrested the day before.

• An 18 year-old man of Anchorage Lane was arrested at 11:37 p.m. and charged with possession of a dangerous weapon.

• A 62 year-old Farmington man was arrested at 8:11 p.m. and charged with driving while under the influence of alcohol or drugs.

• A 22 year-old man of Elm Street and a 21 year-old man of Uncas Road were arrested at 4:46 p.m. following a dispute. Each party was charged with breach of peace in the second degree under the Domestic Violence Act.

Monday, Oct. 24

• A 61 year-old Groton woman was arrested at 6 a.m. and charged with larceny in the sixth degree on a strength of a warrant held by Old Saybrook police.

Tuesday, Oct. 25

• A burglary that led to a pursuit and fire at 4:10 p.m. resulted in the arrest of five individuals. Police responded to Sherman Street when a neighbor reported suspicious activity and a possible house break-in. The suspects engaged police in pursuit on College Street, through Saybrook Point, over the Causeway, down Fenwood, Knollwood, Maple Avenue, and North Cove Landing, and into a swamp area behind a house. The investigation revealed that the suspicious activity on Sherman Street was actually an attempted narcotic transaction in the driveway of a residence and not a burglary. The 33 year-old resident of the house on Sherman Street was attempting to purchase heroin. He was arrested and charged with criminal attempt to possess narcotics and conspiracy to sell narcotics. He was held on a $50,000 surety bond. In the same incident a 20 year-old West Hartford man, an 18 year-old Hartford man, a 17 year-old driver, and a 17 year-old passenger were arrested on various drug charges. The 17 year-old driver was charged with engaging police in pursuit, reckless driving, operating an unregistered motor vehicle, operating a motor vehicle without insurance, operating a motor vehicle without a driver’s license, possession of a stolen license plate, criminal mischief in the third degree, possession of narcotics with intent to sell, possession of marijuana, possession of drug paraphernalia, and conspiracy to commit misrepresentation of a substance as a controlled substance. The four other men were charged with possession of narcotics, possession of narcotics with intent to sell, possession of marijuana, possession of drug paraphernalia, and conspiracy to commit misrepresentation of a substance as a controlled substance.
