The Harbor News publishes a Police Incident Report to inform residents of incidents, criminal activities, and police responses occurring in the towns of Clinton, Westbrook, and Old Saybrook. As those charged are presumed innocent until proven guilty, the report does not include names. It may be edited for space and content.
Clinton
Wednesday, Sept. 26
No arrests were made.
Thursday, Sept. 27
• A 31 year-old man of West Main Street was arrested at 11:45 a.m. and charged with two counts of violation of probation.
• A 41 year-old East Hartford man and a 42 year-old Hartford woman were arrested at 2:50 p.m. Each party was charged with larceny in the sixth degree, conspiracy to commit larceny in the sixth degree, and illegal possession of a shoplifting device.
• A 19 year-old man of Pepperbush Drive was issued a misdemeanor summons at 1:45 a.m. for operating a motor vehicle without insurance, operating an unregistered motor vehicle, improper use of marker plate, and having improper rear lights or marker lamps.
• A sexual assault was investigated on the 100 block of East Main Street at 9:12 a.m. The report was filed after the fact. The case was referred to the Connecticut State Police and the State’s Attorney Office.
• A larceny was investigated at 20 Killingworth Turnpike at 2:15 p.m. A male and female, each about 30 years old, were reported for fraudulently returning merchandise they had just taken off the shelf. They were issued a store credit for $70.
• A larceny was investigated at 8 Blaine Avenue at 3:31 p.m. A complainant reported that his Facebook page was hacked by someone using a “Facebook Bomb” and he wanted the incident documented in case someone attempts to do something illegal with this account and name.

Sunday, Sept. 30
• A 56 year-old man of Great Neck, New York was arrested at 4 p.m. and charged with larceny in the fifth degree, conspiracy to commit larceny in the fifth degree, and illegal possession of a shoplifting device following a shoplifting incident at 20 Killingworth Turnpike.
• A dispute/disturbance was investigated on Old Mill Road at 3:34 p.m. One party involved was advised to leave the other party alone in the future or face criminal charges.
Monday, Oct. 1
• A 28 year-old man of Evergreen Park was arrested at 5:45 p.m. and charged with larceny in the sixth degree, use or possession of drug paraphernalia containing cannabis, and four counts of possession of greater than one-half ounce of cannabis. While in custody he was also charged with two counts of failure to appear in the second degree on outstanding warrants.
• Harassment was investigated at 2 West Main Street at 1:48 p.m. A postal worker reported being harassment by a man who wanted to get his mail earlier each day. Police advised the man to stop harassing the postal carrier. The man agreed to leave his mailman alone.
• A larceny was investigated at 215 East Main Street at 5:06 p.m. A young man, aged 20 to 25, who lives in a motel, stole a large amount of Red Bull and Monster energy drinks.
Tuesday, Oct. 2
• A 24 year-old New London man was arrested at 5:30 p.m. and charged with larceny in the sixth degree.
• A 29 year-old woman of Maple Avenue was issued a misdemeanor summons at 2:40 a.m. for operating a motor vehicle while under license or registration suspension, operating an unregistered motor vehicle, improper use of marker plate, and operating a motor vehicle without a driver’s license.
• A shoplifting incident was investigated at 20 Killingworth Turnpike at 5:24 p.m. A man swapped out shorts on a shelf at Tommy Hilfiger and left the store. The clothing was valued at $60.
• A larceny was investigated at 59 Old Post Road at 6:52 p.m. A caller reported that a man for whom she has power of attorney was contacted by someone claiming to be seeking donation for the Clinton Volunteer Fire Department. The man gave the caller his account information and told him to take $30 from the account.
Wednesday, Oct. 3
• A 51 year-old man of Woodcock Lane was arrested at 12:21 a.m. and charged with disorderly conduct.
• A 42 year-old woman of Woods Lane was arrested at 12:21 a.m. and charged with disorderly conduct.
Thursday, Oct. 4
No arrests were made.
• A larceny was investigated at 26 College Street at 9:47 a.m. A complainant reported that she believed the tenant she evicted stole the blinds from the apartment.
Friday, Oct. 5
• A 51 year-old Hartford man was arrested at midnight and charged with larceny in the fifth degree.
• An 18 year-old man of Liberty Place was arrested at 12:15 p.m. and charged with criminal attempt to commit burglary in the third degree.
• A larceny was investigated at 154 West Main Street 8:58 a.m. A cell phone was stolen by a store customer.
• A larceny was investigated at 7 Glenwood Road at 10:11 a.m. The complainant’s vehicle was broken into while it was parked in the Petco parking lot. His passport and other personal effects were taken.
• A call about a dog stuck under a neighbor’s shed was investigated at 229 Killingworth Turnpike at 8:09 p.m. A possum was found under the shed with the dog. Both appeared unharmed, but the dog’s owner was advised to contact a veterinarian.
Saturday, Oct. 6
• A 19 year-old North Haven man and a 19 year-old Hamden woman were arrested at 5:30 p.m. Each party was charged with conspiracy to commit larceny in the sixth degree.
• A domestic dispute was investigated on the 100 block of East Main Street at 8:40 a.m. The incident was a verbal argument only, between a boyfriend and girlfriend. Both were advised about the anonymous call regarding their argument. They agreed they were done arguing for the day.
• A complaint about an intoxicated person was investigated on Wildwood Park Road near Old Post Road at 8:54 a.m. A woman asked the couple if she could go inside their home. She was carrying a bottle of Listerine, which she had been drinking. The bottle also appeared to be leaking. Police took the woman home and turned her over to the care of her husband. The woman had just returned home from a stint at a rehabilitation facility.
• A larceny was investigated at 20 Killingworth Turnpike at 1:34 p.m. A male and a female stole Ray Ban sunglasses.

• A 26 year-old woman of East Main Street was arrested at 10:20 a.m. and charged with disorderly conduct.

Friday, Oct. 12
• A 57 year-old man of West Main Street and charged with risk of injury to a minor, possession of less than one-half ounce of cannabis, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.
• A burglary was investigated at 92 Long Hill Road at 4:17 p.m. A garage was broken into during the overnight hours and the vehicle inside the garage was entered and rummaged through.
• A larceny was investigated at 13 Maple Avenue at 9:21 p.m. A vehicle as entered and rummaged through.
Saturday, Oct. 13
• A 20 year-old Stamford woman was arrested at 5 p.m. and charged with larceny in the sixth degree. The accused stole a tee-shirt, setting off the store alarm upon her exit with the stolen item.
• A domestic dispute was investigated on Old Post Road at 10:07 a.m.
Sunday, Oct. 14
• A 26 year-old woman of Long Hill Road was arrested at 3:06 a.m. and charged with driving while under the influence of alcohol or drugs, failure to illuminate rear marker plate, possession of greater than one-half ounce of cannabis, and use or possession of drug paraphernalia containing cannabis.

Tuesday, Oct. 16
• A 40 year-old woman of Marine Avenue was arrested at 10:30 a.m. on warrants charging her with two counts of failure to appear in the first degree, three counts of failure to appear in the second degree, and use or possession of drug paraphernalia containing less than one-half ounce of cannabis.
• A 29 year-old woman of Old Mill Road was arrested at 10 p.m. and charged with disorderly conduct.
• A larceny was investigated at 58 Long Hill Road at 3:50 p.m. The complainant was scammed out of $2,100 via an eBay scam.
• A larceny was investigated at 8 Colonial Court at 6:26 p.m. False charges were made to the complainant’s account.

• A 31 year-old man of West Main Street was arrested at 11:15 a.m. and charged with two counts of violation of probation.
• A 48 year-old man of Mont Holly, North Carolina was arrested at 4:41 p.m. and charged with larceny in the sixth degree and failure to appear in the second degree on outstanding warrants.
Friday, Sept. 28
• A 34 year-old Hamden man was arrested at 3:51 p.m. and charged with larceny in the third degree stemming from a local larceny at a fast food restaurant.
Saturday, Sept. 29
• A 25 year-old man of Boston, Massachusetts was arrested at 1:09 a.m. and charged with driving while under the influence of alcohol or drugs, possession of great than one-half ounce of cannabis, and speeding.
Sunday, Sept. 30
• A 44 year-old woman of Flushing, New York was arrested at 4 p.m. and charged with larceny in the fifth degree, conspiracy to commit larceny in the fifth degree, and illegal possession of a shoplifting device following a shoplifting incident at 20 Killingworth Turnpike.
• A 23 year-old Madison man was arrested at 7:39 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Ken Rose Terrace at Route 145.
Monday, Oct. 1
• A 62 year-old Middletown man was arrested at 10:38 p.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop for erratic driving.
• The burglary of a residence was investigated on Old Mail Trail at 5:53 p.m. It is believed the burglary took place of Aug. 19. The suspect in the case was identified and an arrest warrant was forthcoming.
Tuesday, Oct. 2
• A 31 year-old Cromwell woman was arrested at 8:06 p.m. and charged with driving while under the influence of alcohol or drugs, reckless driving, operating a motor vehicle while under license or registration suspension, failure to maintain the proper lane of a multiple lane highway, and criminal mischief in the third degree.
• A larceny was investigated at the local YMCA. An adult white male in a striped shirt cut a padlock off a locker prior to using a pair of car keys that he took from the locker to steal a wallet out of a car that was parked in the YMCA parking lot. The suspect was later viewed on security footage operating a while mini-van as he drove to CVS locations in Old Saybrook and Clinton, where he made more than $1,500 in purchases with a credit card he used from the stolen wallet. Anyone with information about this incident is urged to call Trooper Gregory Hunter at 860-399-2100. All calls will be kept confidential.
Wednesday, Oct. 3
• A 38 year-old Branford man was arrested at 10:15 p.m. and charged with driving while under the influence of alcohol or drugs and reckless driving following a motor vehicle stop for erratic operation of a motor vehicle. He consented to and failed a standardized field sobriety test.
• A 60 year-old woman of Townwoods Road in Ivoryton was issued a written warning at 4:43 p.m. for failure to maintain a reasonable distance apart. She was operating a 2012 Subaru Outback 2.5i Limited westbound on Main Street when she struck the rear of a 2013 Ford Focus Titanium operated by a 35 year-old Old Saybrook woman. Neither operated was injured in the crash.
Thursday, Oct. 4

• A minor motor vehicle crash in which a driver evaded (fled) the scene was investigated in a private parking lot at 1308 Boston Post Road at
11:09 p.m. The offending driver was operating a 2006 Toyota Tundra Access backward out of a parking stall when the vehicle struck the rear bumper of a parked and unoccupied 2015 Ford Taurus. The offending operator left the scene without reporting the incident and was wanted for evading responsibility in the operation of a motor vehicle following an accident in which there was property damage. A witness noted that the offending vehicle had Connecticut plate number C49268. No injuries were reported at the scene.
Friday, Oct. 5
• A 28 year-old man of Ortner Drive was arrested at 9:10 a.m. on a warrant charging him with violation of a protective order. He was stopped by police while walking on Route 145 near Break Neck Hill Road. The officer believed that the accused had an active arrest warrant issued in his name. The warrant was verified, and arrest was made.
• A 51 year-old Hartford man was arrested at 1:22 p.m. and charged with failure to appear in the second degree and violation of probation on outstanding warrants. He was processed on a combined $27,000 surety bond that he was unable to post.
Saturday, Oct. 6
• A 44 year-old Middlefield man was arrested at 1:01 a.m. and charged with disorderly conduct and assault in the third degree following the report into an active disturbance. The accused was highly intoxicated, got mad at the alleged 42 year-old victim, and assault the alleged victim.
• A 33 year-old Durham man was arrested at 3:58 p.m. and charged with disorderly conduct, assault in the third degree, and strangulation in the third degree following an active disturbance.
Sunday, Oct. 7
• A 36 year-old East Lyme man was arrested at 1:08 a.m. and charged with driving while under the influence of alcohol or drugs, speeding, and operating a bingo game without a permit. He was stopped on Boston Post Road in Westbrook for speeding at 55 miles per hour in a 40 mile per hour zone while operating a 2013 Ford Explorer. The investigating trooper detected the odor or alcoholic beverage on the driver’s breath and noted that the driver’s speech was slurred. The driver agreed to and failed a standardized field sobriety test.
• A 26 year-old Oakdale man was arrested on a warrant charging him with failure to appear in the second degree. He was arrested at the Mobil gas station located on Route 153 (Essex Road) following a disturbance.
Monday, Oct. 8
• A 56 year-old man of Providence, Rhode Island was arrested at 3:45 p.m. and charged with operating a motor vehicle while under the influence of alcohol or drugs, operating an unregistered motor vehicle, improper use of marker plate, operating a motor vehicle without insurance, and operating a motor vehicle without a driver’s license.
Tuesday, Oct. 9
• A 25 year-old Middletown man was arrested at 1:50 p.m. on a warrant charging him with larceny in fifth degree for local crimes.
• A 57 year-old man of Fern Street was arrested at 3:02 p.m. on a warrant charging him with possession of drugs with intent to sell, possession of cannabis, and use or possession of drug paraphernalia. He was processed and held on a $150,000 surety bond.

• A 29 year-old Branford man was issued a misdemeanor summons at 5:24 p.m. for operating a motor vehicle while under license or registration suspension and speeding.
• An 18 year-old man of Cold Spring Drive was issued a citation at 11:46 a.m. for failure to maintain a reasonable distance apart. He was operating a 2007 BMW 328i eastbound on Route 153 when he struck the rear of a 2012 Ford Fusion that was stopped at the traffic control signal at the intersection of Route 166 eastbound and Route 153. The cited driver state that he looked down for a second prior to striking the Ford. No one was injured in the crash.

• A 38 year-old man of East Pond Meadow Road was arrested at 9:12 p.m. and charged with disorderly conduct and assault in the third degree. He was processed on a $20,000 surety bond.

• A 50 year-old New London man was arrested at 4:03 p.m. on a warrant charging him with larceny in the first degree. He was located by Old Saybrook police prior to arrest. He was processed on a $50,000 surety bond.
• A 53 year-old Haddam man was arrested at 8:20 p.m. and charged with disorderly conduct. He was processed on a $1,500 non-surety bond.
Sunday, Oct. 14
• A 55 year-old Clinton man was arrested at 9:23 a.m. and charged with disorderly conduct and assault in the third degree. He was processed on a $5,000 surety bond.
Monday, Oct. 15
• A 38 year-old Essex man was arrested at 12:52 a.m. on a warrant charging him with unlawful restraint in the second degree and sexual assault in the fourth degree (sexual contact without consent). He was processed on a $50,000 surety job. He could not post bond and was transported to the State of Connecticut Correctional Institution pending presentation in New London Superior Court on Oct. 16.

• A 39 year-old man of King Street was arrested at 7:14 p.m. on a warrant charging him with violation of probation. He was processed and released after posting a $5,000 surety bond.

• A 24 year-old woman of Pond Meadow Road was issued a misdemeanor summons at 11:05 a.m. for operating a motor vehicle while under license or registration suspension, traveling unreasonably fast, and failure to maintain the proper lane of a multiple lane highway following a motor vehicle stop on Main Street at Maynard Road.

• A 42 year-old man of Cinnamon Ridge Road was arrested at 8:06 a.m. on a warrant charging him with violation of probation. He was held on a $25,000 surety bond that he could not post pending court arraignment on the same day of arrest.
• A 65 year-old Bristol man was arrested at 9 p.m. and charged with threatening in the second degree and breach of peace in the second degree.
Saturday, Sept. 29
• A 25 year-old man of arrested at 2:20 a.m. and charged with driving while under the influence of alcohol or drugs and failure to maintain the proper lane of a multiple lane highway.
• A 29 year-old Deep River man was arrested at 9:32 p.m. and charged with driving while under the influence of alcohol or drugs, failure to have lights lit, and possession of less than one-half ounce of cannabis following a motor vehicle stop on Boston Post Road. In the same incident a 27 year-old New Haven man was charged with possession of a controlled substance or hallucinogen and possession of less than one-half ounce of cannabis.

• A 25 year-old man of Yonkers, New York was arrested at 2:05 a.m. and charged with driving while under the influence of alcohol or drugs and speeding.
• A 54 year-old woman of Briarcliff Trail was issued a citation at 11:26 a.m. for allowing a dog to roam of Briarcliff Trail.

• A 21 year-old Norwich man was issued a misdemeanor summons at 11:21 a.m. for evading responsibility in the operation of a motor vehicle (fleeing the scene of an accident in which there was property damage or bodily injury) following a motor vehicle crash on Boston Post Road.

• A 29 year-old Hamden man was arrested at 2:41 a.m. and charged with driving while under the influence of alcohol or drugs, operating an unregistered motor vehicle, traveling unreasonably fast, failure to obey a traffic control signal, interfering with an officer/resisting arrest, and use or possession of drug paraphernalia.

• A 16 year-old was arrested at 7:29 p.m. and charged with driving while under the influence of alcohol or drugs, failure to dim high beams, violation of passenger restrictions, driving at too slow a speed, possession of an electronic cigarette under the legal age, possession of tobacco by a minor, possession of less than one-half ounce of cannabis, and use or possession of drug paraphernalia containing cannabis.
• A 25 year-old man of Winter Park, Florida was issued a citation at 9:27 a.m. for possession of less than one-half ounce of cannabis and use or possession of drug paraphernalia containing cannabis.

• A 68 year-old Westbrook man was issued a misdemeanor summons at 1:01 a.m. for operating a motor vehicle without under license or registration suspension and failure to obey a traffic control signal following a motor vehicle stop on Route 166 at Boston Post Road.
• A 27 year-old Deep River man was issued a misdemeanor summons at 1:29 a.m. for operating a motor vehicle without insurance following a motor vehicle stop on Boston Post Road at the railroad bridge.
Thursday, Oct. 11
• A 43 year-old Cromwell man was arrested at 10:09 p.m. and charged with breach of peace in the second degree under the Domestic Violence Act.
• A 42 year-old Waterford man was issued a citation at 2:28 p.m. for possession of less than one-half ounce of cannabis and use or possession of drug paraphernalia containing less than one-half ounce of cannabis following an investigation on Spencer Plains Road.

• A 41 year-old woman of unrecorded address was arrested at 9:41 p.m. and charged with risk of injury to a minor under the Domestic Violence Act.
• A 69 year-old man of Fenwood Drive was arrested at 10:12 p.m. and charged with driving while under the influence of alcohol or drugs.
Saturday, Oct. 13
• A 36 year-old Berlin woman was arrested at 11 p.m. and charged with assault in the third degree and disorderly conduct under the Domestic Violence Act. In the same incident a 39 year-old man of a different Berlin address was charged with disorderly conduct.

Monday, Oct. 15
• A 49 year-old Clinton man was arrested at 6:09 p.m. and charged with breach of peace in the second degree and threatening in the second degree. He was processed on a $75,000 surety bond.
• A 29 year-old Bridgeport woman was arrested at 11 p.m. and charged with larceny in the first degree, six counts of forgery in the second degree, credit card theft, and illegal use of a credit card on a warrant held by Old Saybrook police.
• A 54 year-old man of the 1400 Boston Post Road block was issued a citation at 6:09 p.m. for use or possession of drug paraphernalia.
Tuesday, Oct. 16
• A 49 year-old man of man of Old Mill Road was arrested at 12:11 p.m. and charged with stalking in the second degree and harassment in the second degree on a warrant held by Old Saybrook police. He was processed on a $50,000 surety bond that he could not post.
