Two Proposed Zoning Revisions Following Two Different Paths in East Haven


Of two recent proposed revisions to East Haven’s zoning code, one, proposed by the town itself, is moving ahead, while the other, which would have opened the door to an affordable housing complex on Sperry Drive, is going to court after a November 2019 denial.

For its own proposal, the East Haven Planning & Zoning Commission (PZC) has been working with Christopher Soto, the town’s zoning enforcement official, as well as a private consultant on updating the town’s zoning regulation in response to new state requirements. The proposed revised regulations will be presented by Soto at the PZC meeting on Wednesday, Feb. 5.

PZC Chair William DeMayo said the proposed revised regulations in response to the new state requirements are “minor” and “nothing will affect people in a drastic manner.”

PZC has presented the proposed revised regulations to Jennifer Coppola, who works for the town out of the town’s corporate counsels office under Town Attorney Michael Luzzi.

“We’re in the final stages,” said DeMayo. “It’s being reviewed by our new counsel before being thrown out to the public.”

Representatives from the Planning & Zoning Department will be on hand as well. After the revised regulations are presented, the subject will be open to discussion from the commission, the Town Council, and the public.

“Everyone will get an overview and it will be posted where everyone can see and review it,” said DeMayo. “Residents can come to public hearing to express themselves and they can also do it in writing. With the input received that night, there could be other changes as well.”

Sperry Lane Decision Appealed

In November, the Planning & Zoning Commission unanimously voted to deny a proposal for an affordable housing development on Sperry Lane. The decision came after several lengthy discussions at public hearings.

Developer Mark DiLungo has since decided to appeal the decision, taking the issue to the courts.

“We had public hearings and they came and made representative opinions of what they thought,” said DeMayo. “The commission digested it all and rejected the applicant’s application and our decision has been appealed. Now they go to court.”

The Wednesday, Feb. 5 PZC meeting is at 7 p.m. at the East Haven Senior Center, 91 Taylor Avenue.
