Supervision District Budget Up 0.5% for Valley Towns


The Region 4 Supervision District is seeking a budget of $6,796,170 for 2018-’19, which reflects a $35,051 or 0.52 percent increase in spending.

The Supervision District Committee provides an oversight of the budget for the Central Administrative Office consisting of the superintendent, assistant superintendent, director of pupil services, director of technology, and the business manager.

This committee is unique to the educational system of Chester, Deep River, and Essex, which has a multiple-board organizational structure, including the individual towns’ elementary school boards of education and the Region 4 Board of Education. The Supervision District budget “funds the programs and services best shared across all three schools,” according to the Supervision District 2018-’19 School Year Budget Request.

The costs associated with Supervision District are assigned to member districts using a three-way allocation for shared elementary services. These allocations are based on the average daily membership of each participating board of education.

Chester shows an increase in the average daily membership for the 2018-’19 budget from 24.88- to 25.74 percent and Deep River shows an increase from 34.52- to 34.98 percent. Essex is the only town to show a decrease from 40.60- to 39.29 percent.

The proposed budget requests a 3.65 percent increase, totaling $243,890, in the areas of director of pupil services, life insurance/FICA/Medicare, health insurance, workman’s compensation insurance, transportation, summer school, technology contracts, dues, and courier service; the largest increase, $166,166, covers contractual salary increases.

This proposal also shows a decrease to the budget of $208,839 or 0.51 percent in other areas ranging from substitute teachers/secretaries to heating fuel.

The Supervision District budget is not brought to a vote by the taxpayer. It is instead approved by a majority vote of the Chester, Deep River, Essex, and Region 4 Boards of Education.
