Guilford BOF Fills Vacant Seat


After now-first selectman Matt Hoey vacated his seat on the Board of Finance (BOF) in late November following a successful election, the BOF voted Dec. 18 to fill his seat, unanimously appointing Democrat Megan Forgione Scanlon.

At the time of his election to first selectman in November of this year, Hoey was in the middle of a four-year term on the BOF. New BOF Chair Michael Ayles, who was appointed chair after Hoey’s departure, explained that per the Town Charter, when a person vacates a seat on an elective board or commission, a member of the same political party should fill the vacancy. The elected members of the BOF should fill the vacancy within 60 days and the appointed person fills the vacancy for the remainder of the unexpired term. In the case of Hoey’s seat, the vacancy will be filled until the term expires on Nov. 5, 2019.

At the time of Ayles appointment as chair of the BOF, the Democratic Town Committee was in the process of interviewing candidates to fill Hoey’s seat. At the BOF meeting, Ken Gamerman nominated Forgione Scanlon to the seat and the appointment was unanimously approved.

Forgione Scanlon is a graduate of UConn and currently serves as a finance director for U.S. Congresswoman Elizabeth Esty. Forgione recently married State Representative Sean Scanlon (D-98).

The BOF maintains a Democratic majority.
