The recent storm did not dampen the Halloween Spirit at Jeffrey Elementary School. Students and staff dressed up in costume for a parade around the school building. Superintendent of Schools Tom Scarice said while many districts have banned Halloween from classrooms, Madison uses the day to have some fun.
