East Haven Schools Business Manager Resigns


Board of Education (BOE) Business Manager James Farrell has resigned. Farrell had become the subject of public focus after a July consent order, between Farrell and the Connecticut Department of Banking, stemming from several instances of misconduct resulting in Farrell being barred from certain bank service and paying a $10,000 fine.

The move was announced toward the end of the Oct. 10 BOE meeting under the “Ratification of Appointments” portion of the meeting.

Also discussed at the meeting was the job description for the business manager position. The position is a union position, and the BOE discussed the possibility of reducing the responsibilities of the business manager position and adding a non-union position in the business office as well.

Temporary help will be brought into the business office from the Connecticut Association of School Business Officials; Acting Superintendent of Schools Erica Forti presented information on four individuals with experience necessary for the district and said she wanted someone in the position at the start of the week of Oct. 16.

Responding to a public query about the possibility of a forensic audit to account for an earlier schools over-expenditure of more than $900,000, BOE Chairman John Finkle said there was no one in place currently to assist with the regular audit going on, let alone a forensic audit, adding that guidance would be needed for that audit to begin.
