Parking Purchase and Junkyard Assessment Goes to Westbrook Voters

On Tuesday, April 5 at 7 p.m., at the Mulvey Center, town residents will be asked to approve the purchase of 0.17 acres of land from Niagara Bank to expand a public parking lot. The $30,000 price would be paid from funds the town received from the state in a Small Town Economic Assistance Program (STEAP) grant (see “Land Buy Would Add Parking” on page 1).

Voters will also be asked to accept a $200,000 Municipal Brownfields Assessment Grant the town was awarded by the State of Connecticut Department of Economic and Community Development. The grant is to conduct an environmental assessment and complete a remedial action plan for 88 Pond Meadow Road, once the site of an auto wrecker business. Electors were also asked to agree to move the sum of $200,000 from the Capital Non-Recurring Fund to the fund against which expenses on the project will be charged.

In other action, the townspeople are asked to authorize First Selectman Noel Bishop to execute an easement from the State of Connecticut to undertake work and improvements needed in conjunction with the Winthrop Road Bridge Replacement project; approve a $40,000 appropriation to purchase a bucket truck with the funds coming from existing town reserves; and to approve a 2016 Connecticut Neighborhood Assistance Act Program Proposal submitted by the Valley Shore YMCA. There is no cost implications to the town of the last item.

Finally, the Board of Selectmen referred to Town Meeting—without a recommendation of support—a request to approve an easement for Robert Mariano, trustee of the Robert Mariano Revocable Trust, allowing underground leaching from the septic system at 16 Menunketesuck Road onto town-owned portions of Menunketesuck Road and Sachem Road. A copy of the easement document is on file with the Town Clerk for public review.
