How Do We Collect?

The concept of eliminating gate guards at our local beaches is interesting, but seems to lack one key aspect: enforcement, specifically collecting unpaid parking fees. License plate scanning will detect those who have not paid, but how do we collect that unpaid fee?

Will Madison be working with the DMV to identify, then bill the car’s owner? How likely are they to pay? How about out-of-state plates? In addition to those living in nearby states, we have a fair number of Connecticut residents who also live in Florida and use Florida plates. Just wondering.
