When Did the Rules Change?

The Branford Housing Authority (BHA) has proudly boasted of its five years of tireless negotiations with an out-of-state, for-profit developer to rebuild the existing Parkside Village, which is being held together by “duct tape” and “bubble gum.”

Why did the BHA not come to the governing body of the Town of Branford to seek guidance during this last half decade to find a solution to this town problem? Could it have been the profit that motivated this quasi-town-body to enter into the 99-year lease at $1 per year with this out-of-state developer? The BHA was created to assist the elderly with their specific housing needs and not allowed to profit on the operation of their housing projects. When did the rules change and who changed them?
