Make Essex More Efficient


I believe that all towns should strive for the best selectman who offer to serve the town. The Republican team offers Bruce Glowac for first selectman. He served in this position from 1991 to 1995—I invite you to look back at the state of Essex at that time. He is presently on the Board of Selectmen (BOS) and facilities director for Region #4 schools.

If you are not a parent of a school-aged child, not a veteran, or have not attended the parades that Phil organizes in Ivoryton, you may not know Phil Beckman. Let me introduce him. Phil is a 24-year veteran of U.S. Navy, a graduate of the Naval Academy and holds a B.S. in math, M.S. in operations research, and a master’s in engineering management. He has led 150 subordinates operated at a strategic level. Phil has lived in Ivoryton for 18 years and has been married to his wife, Susie, for 23 years. They have two school-aged children in the local public schools. Now, he is employed at Electric Boat. He has never been able to run for office before because he was serving our country. However, he has gone to as many town budget meetings and BOS meetings as was possible. Phil asks polite, intelligent questions. Because Phil loves Essex, he is constantly seeking to make Essex more efficient.

In my opinion, the best issue Phil and Bruce offer is zero-based budgeting. This means the BOS does not add one- to three percent onto the next year’s budget. It means every department justifies its expenditures. Maybe one department does not need an increase because it can efficiently operate without one, while another department needs to purchase something that requires a larger percentage than the year before. Personally, I know Phil Beckman as an honest and meticulous seeker for the best choices for Essex. Phil Beckman’s credentials prove he is deserving to be next selectman of Essex. Together, Phil Beckman and Bruce Glowac are my team for Essex.
